A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Tuesday, September 8, 2020,
via TEAMS, in a virtual meeting. President of Council, Jamie Leeseberg,
called the meeting to order at 7:00 p.m. Vice President of Council, Nancy
McGregor, delivered an Invocation followed by the Pledge of Allegiance.
Agenda for this meeting was published on September 4, 2020.

McGregor, Karen J. Angelou, and Merisa Bowers
Absent 1 - Brian D. Larick
B. ADDITIONS OR CORRECTIONS TO THE AGENDA.

C. HEARING OF VISITORS.
Brenda Hoffman, 279 Highmeadow Drive, 43230 said in regards to
some of the things that have been going on since the new Council
convened in January, we had a long meeting over the placement of a
comma and we laughed it off and said that's what happens when we

have three lawyers in the room. The same thing is happening now and
we're 9 months down the road. She requests that Council get a little
closer and accomplish the business they were elected for. She added,
that before you are a Democrat or Republican, we the people of
Gahanna are your party. She continued, she received a constituent letter
that she is angry about. She said that an omission is the same as a lie
so if you send out a constituent letter and its not 100% factual with all the
relevant details, including legal advice given by the City Attorney, Mr.
Mularski, don't bother sending it to me. The next issue is that there is not
another Council election until November and if they can't come into the
room and act like they belong to each other and the citizens, there's a
problem. There is more than a year until the next election and it sounds
like there is a constant bickering, gripe and picking and it doesn't come
across any better virtually as it does in person. The Mayor is fantastic
and comes to work every day. She feels like there is great potential and
there is time to accomplish fantastic work. Please stop and think about it
and do what you were elected to do.

ELECTRICAL VEHICLE CHARGING STATIONS of Chapter 351
PARKING GENERALLY and Section 949.01 ELECTRIC VEHICLE
CHARGING STATIONS Chapter 949 ELECTRIC VEHICLE CHARGING
STATIONS.
Motion to amend by substitution by Bowers, Second by Renner.
All members in attendance voted in the affirmative. Motion to amend
carried.

I. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou said there is a meeting this Thursday. Last week the
Regional Housing Strategy was brought forward. It was very interesting
and a good document. She recommends people go to the MORPC
website and read it. There were 20 different organizations that were a
part of funding this strategy.

Convention & Visitors Bureau (CVB) - Leeseberg
Mr. Leeseberg presented the CVB report (attached).

School Board (SB) - Schnetzer
Mr. Schnetzer said that representatives from the GJCSD and city met to
discuss the school's compensation agreement and information that they
were hoping to gather from surrounding communities had not been
received in time so a new meeting will be scheduled meeting date TBD.
J. OFFICIAL REPORTS:

Mayor Jadwin presented her Mayor's report (attached) She also
prepared 2 proclamations: National Childhood Cancer Awareness
Month and Constitution Week.

K. COUNCIL COMMENT
Mrs. Angelou reflected on September 11th. and that it's hard to believe
it's been 19 years. She added she hopes and prays that COVID-19
comes to an end soon and hopes that the teachers and children have a
good safe year.
Ms. Bowers thanked the Parks & Rec Department for doing a great job
over the weekend. Last month was the Kyle Miller 5K, they raised almost
$10,000 for GRIN and provided gift cards for shoes all in memory of Kyle
Miller. She thanked citizens who get engaged in the community
specifically Patricia Twig, Sharon Tomko, Cait Masarik, Christian Peck,
and so many others who contribute to the community. She thanked Craig
Klassen who was able to help out with an IT issue. She shared that she
was cleaning out some bookshelves and came across a bookmark that
was gifted to her that said "The woods would be very silent if no birds
sang but those who sang the best." a quote from John James Audobon

and feels that when we all sing with the voice that we have it creates a
community.
Mr. Renner said congratulations to the officers that are retiring or leaving
the department and hopes we find some good solid replacements.
Mr. Schnetzer welcomed Dr. Goss and sent best wishes to the officers
that are retiring and departing the force.
Mrs. McGregor said they worked at the historical society this weekend
painting and it was a neat group of people that showed up and they
appreciated them.
Mr. Leeseberg said that he worked with these officers and congratulated
Officer Hixon and shared that he was great with the kids. Officers
Lambert and Warner he thanked for their service. He said he notices
kids out in the street at strange times and just reminded everyone to
watch for the kids.
