CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 5, 2020, virtually via Microsoft TEAMS. President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance. HEARING OF VISITORS. Betsy Baker, 462 Langford Ct, Gahanna: she is a 9 year teacher at Gahanna Jefferson schools and is asking for help. Regarding the return to in person learning plan, she said that the Association doesn't feel that it is a safe and equitable plan that sets the students up for success. There are some issues and concerns about student privacy, student City of Gahanna Page 1 City Council Meeting Minutes October 5, 2020 emotional and physical safety, and proper PPE and ventilation and physical space in the schools. She wanted Council to know that they are fighting for an equitable environment and that students deserve a teachers full attention and that they deserve teachers are focused on meaningful and specialized instruction for those both in person and virtual. Students deserve dedicated teachers and need to be able to interact with their peers. They believe they should be part of the decisions that are made so that students can be successful. D. PUBLIC HEARINGS: ORD-073-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Repealing existing Chapter 1181 PERSONAL WIRELESS SERVICE FACILITIES; Enacting new Chapter 1181 PERSONAL WIRELESS SERVICE FACILITIES. Mr. Leeseberg opened the public hearing, Mr. Crawford stated that this was updating the code to align with state requirements for personal wireless facilities (small cell wireless). Mr. Mularski said this is for the 5G coming in and we are limited by state law. There were no proponent or opponent testimony. Mr. Leeseberg closed the public hearing. E. CONSENT AGENDA: 1. ORDINANCES FOR INTRODUCTION / FIRST READING: Mr. Larick introduced the items in Section F. These items stand for first reading. a. ORD-079-2020 ORDINANCE TO ACCEPT AN APPLICATION FOR ANNEXATION OF 0.8 +/- ACRES FROM JEFFERSON TOWNSHIP, COUNTY OF FRANKLIN, STATE OF OHIO, TO THE CITY OF GAHANNA, OHIO (Greg A. & Paula Stonerock PID#170-000215-00). This item was introduced/Stands for first reading. b. ORD-080-2020 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH EMH&T FOR ENGINEERING & DESIGN OF IMPROVEMENTS TO THE INTERSECTION OF TAYLOR STATION AND CLAYCRAFT ROADS. This item was introduced/Stands for first reading. c. ORD-083-2020 AN ORDINANCE AMENDING ORD 0121-2019 TITLED: ORDINANCE ESTABLISHING THE BENEFITS FOR PERSONNEL OF THE CITY OF GAHANNA, EFFECTIVE JANUARY 1, 2020. This item was introduced/Stands for first reading. G. ORDINANCES FOR SECOND READING / ADOPTION: a. ORD-073-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Repealing existing Chapter 1181 PERSONAL WIRELESS SERVICE FACILITIES; Enacting new Chapter 1181 PERSONAL WIRELESS SERVICE FACILITIES. Mr. Schnetzer said that he anticipates that there could be push back on the roll out of 5G over time and the city is trying to make the best of a bad situation and much of this has been dictated by the state legislature, who is the driving force behind this legislation, so Mr. Mularski is trying to get as much control of this situation as possible. He said he will vote for it but doesn't love what it will ultimately do. Ms. Bowers said she wanted to echo what Mr. Schnetzer shared and that it is a bit frustrating that there is little authority over this. She has concerns about the limited nature. City of Gahanna Page 3 City Council Meeting Minutes October 5, 2020 Mrs. Angelou said she agreed with Mr. Schnetzer and Ms. Bowers. A motion was made by Angelou that the Ordinance be Adopted. Second by Renner. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers H. ORDINANCES FOR INTRODUCTION, WAIVER & EMERGENCY ADOPTION: a. ORD-081-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH THOMAS SHELBY AND COMPANY, FOR PURCHASE OF DISPATCH CONSOLES; WAVING SECOND READING; AND DECLARING IT AN EMERGENCY. A motion was made by Schnetzer that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. Seconded by Angelou. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers b. ORD-082-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH MOTOROLA SOLUTIONS INC., FOR PURCHASE RADIO CONSOLE EQUIPMENT AND CONNECTIVITY INFRASTRUCTURE FOR THE CO-LOCATION OF EMERGENCY COMMUNICIATIONS CENTERS WITH MIFFLIN TOWNSHIP; WAIVING SECOND READING; AND DECLARING IT AN EMERGENCY. Mrs. Angelou said that going together with communications will be such an upgrade and will be great for both the city and Mifflin Township. A motion was made by Schnetzer that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. Seconded by Renner. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers I. CORRESPONDENCE AND ACTIONS: Clerk None Council Mr. Leeseberg commented on an email received from a Joann Q. Public regarding Civil Service Commission hearing grievances from the school district. Mr. Mularski said that it is true that the teachers, since they don't have a contract right now, it would go in front of the Civil Service Commission. If City of Gahanna Page 4 City Council Meeting Minutes October 5, 2020 there is a member with a conflict of interest, which happens in small cities like ours, they would just need to state on the record why they have a conflict of interest and they would recuse themselves and the matter can still be heard. Mr. Larick asked isn't our Civil Service process several steps down the process? Mr. Mularski replied it would be if they had a contract. With a contract they would have to exhaust all their collective bargaining issues. Mr. Larick asked if they weren't working under an extension of their old contract. Mr. Mularski said he didn't know the answer to that. J. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick stated that CIC met over the weekend for a strategic planning session. Keynote speaker Susan ** from Cuyahoga Falls from CIC up there and presented an overview of their function and an alternative view. They broke into their Committees to start the process of getting sense of focus and direction and appropriate path. He spent time with Dr. Goss on technology and the fiber we have and she was extremely insightful. Next meeting is October 20th. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou said next meeting is this Thursday. Convention & Visitors Bureau (CVB) - Leeseberg Mr. Leeseberg presented the CVB report which is attached. 2020-158 Convention & Visitors Report for October 5, 2020 School Board (SB) - Schnetzer No report. City of Gahanna Page 5 City Council Meeting Minutes October 5, 2020 K. OFFICIAL REPORTS: Mayor The Mayor presented her report which is attached. Mayor Jadwin pointed out that October is National Crime Prevention Month, National Fire Prevention Month, and National Fire Prevention Week, Breast Cancer Awareness Month, and Customer Service Week. Mrs. Angelou asked the Mayor if she had received the per capital CARES Act bill that was supposedly passed last week. Mayor Jadwin said Joann would be discussing that and where we are with that but she didn't believe we received any funds on that. 2020-157 Mayors Report for October 5, 2020 City Attorney No report. L. COUNCIL COMMENT Mrs. Angelou said she was looking forward to Ohio State Buckeyes and Hang on Sloopy, and Columbus Day and Halloween and it’s time to reflect on the past 6 months and what would have you been doing if there wasn't a pandemic. She quoted Nelson Mandela "No one is born hating another person because of the color of his skin, or his background, or his religion. People must learn to hate, and if they can learn to hate, they can be taught to love for love comes more naturally to the human heart than its opposite." She wished everyone a good week. Ms. Bowers thanked Ms. Baker for her service tonight and to the City of Gahanna. She said she wished we weren't in this position and that all the kids could be in school. She urged compassion and understanding and sends regards to a successful mediation as they move forward. She has added her constituent update (attached). Councilmember Renner and Ms. Bowers will be participating in West Side Pride (flyer attached). She added that October is also National Pregnancy and Infant Loss Awareness month. She wanted to make sure we support everyone City of Gahanna Page 6 City Council Meeting Minutes October 5, 2020 where they are. Mr. Renner thanked Ms. Bowers for mentioning the West Side Pride function. This is a good step to start getting everyone together and will hopefully bridge over to City Hall to get involved. He thanked Mrs. Angelou for her quote and that we need to be sensitive to what is going on. He added that he serves the community as a whole and wants to promote wholeness and so he supports the School system as a whole. He said that he participated the New American Advisory Council on Sept 25th and the theme was about community engagement in the time of COVID-19. We do have new Americans in Gahanna and understanding them, and their community is very important. Mr. Schnetzer said that he was glad to hear the resident input of the Design Code was nigh. He thanked the Mayor for ensuring that this component is carried out. Mrs. McGregor said she has seen how many of our utilities are underground, recently, gas, sewer cleaning and electric lines have been replaced this summer and she appreciates all of these services.
