President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance. MOTIONS MT-022-2020 MOTION TO CONFIRM APPOINTMENT OF FIRE SAFETY INSPECTORS, LISTED IN THE ATTACHED EXHIBIT A, FOR THE PERIOD OF JANUARY 1, 2021 THROUGH DECEMBER 31, 2021 IN ACCORDANCE WITH GAHANNA CITY CODE �1501.04. Chief Spence presented that there have been some changes in ORC in which they've listed out the inspectors and certificate credentials for the respective township fire departments. This is for one year and they will come back each year hereafter. No questions from Council. A motion was made by Renner, Second by Schnetzer that the Motion be Approved.. A motion was made by Schnetzer, seconded by Renner, that the Ordinance be Introduced, Second Reading Waived, and Adopted.. ORD-098-2020 AN ORDINANCE TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2021. Discussion: Mr. Schnetzer thanked the Mayor, Staff and Councilmembers for their hard work. He thinks the budget presents balance. The Capital Maintenance Program is fully funded and additional funding for a City of Gahanna Page 3 City Council Meeting Minutes December 21, 2020 sidewalk maintenance program. He called out an NLC survey that showed that many communities were cutting back on capital expenditures and infrastructure projects. Gahanna does not find itself in a similar position which is remarkable. He supports this ordinance. Ms. Bowers thanked Mr. Schnetzer for facilitating productive and organized budget discussions over the last several weeks. She is thankful that the capital improvements are funded and hopes to keep focus on ensuring that appropriations support the city and citizens that live here. She passed along a request for the projections from RITA by the administration. Mrs. Angelou thanked the administration and Mr. Schnetzer for leading the charge and hopefully there will be a better year next year. Mr. Larick thanked the Administration, Mayor and Mr. Schnetzer for working through the budget and making the necessary adjustments. The discussions would have been difficult had there not been CARES funds. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick said that CIC has been working on Bylaws and one member Sid Canter has opted not to continue with CIC. He wanted to thank her for her service. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou presented her MORPC report which is attached to the minutes. 2020-201 MORPC Report December 21, 2020 Convention & Visitors Bureau (CVB) - Leeseberg Mr. Leeseberg presented the CVB report which is attached to the minutes. 2020-202 Convention & Visitor's Bureau Report December 21, 2020 School Board (SB) - Schnetzer No report. OFFICIAL REPORTS: Mayor Mayor Jadwin presented her Mayor's report which is attached to the minutes. 2020-203 Mayor's Report, December 21, 2020 City Attorney Mr. Mularski thanked Council for his first year. He thanked staff at City Hall and how professional they are. He thanked the Mayor for helping him get through the rough year. City of Gahanna Page 5 City Council Meeting Minutes December 21, 2020 K. COUNCIL COMMENT Mrs. Angelou issued sympathies for the Long family. She congratulated Krystal Gonchar for finishing her Master's Degree. She wished best wishes to everybody during the holidays. Ms. Bowers touched on priorities for the next year. She said the Mayor's office and Council for increasing constituent communication. She encourages and feels that a task force or ad hoc committee should be established for studying CRA's specifically for housing. Lastly, leveraging technology to improve communication with constituents. She recognized city staff and said they are the ones that make the city function. She thanked Deb Mecozzi for her service to city and hopes she enjoys her retirement. Mr. Larick thanked everyone for their care of the community thorough 2020 and into 2021. Mr. Renner said Happy Solstice and what a year it has been with floods, pandemics and everything that tests a civil servant. He congratulated everyone for getting through the year and wished everyone a Happy Holidays. Mr. Schnetzer said that he is grateful to work with everyone and is happy to put 2020 in the rear view and hopes for some normalcy in 2021. Mrs. McGregor thanked everyone for supporting her as she Chaired Committee of the Whole and wished everyone a Merry Christmas and Happy New Year. Mr. Leeseberg said he wanted to thank Sid Canter for her service to the city. He thanked the staff. L. EXECUTIVE SESSION: to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing.
