CALL TO ORDER BY MAYOR LAURIE A. JADWIN Gahanna City Council met in virtual session for their Organizational and Regular Meeting on Saturday, January 2, 2021, via Microsoft TEAMS. Mayor Laurie Jadwin, called the meeting to order at 5:00 p.m. Councilmember Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance led by Councilmember Angelou. Agenda for this meeting was published on December 30, 2020. Present 7 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Nancy R. McGregor, Karen J. Angelou, and Merisa Bowers B. ELECTION OF PRESIDENT Nominations for President of Council: Larick Renner Motion to Appoint Mr. Larick President of Council by Mrs. Angelou, Second by Mr. Leeseberg. The Motion carried by the following vote: Yes: 5- Leeseberg, Schnetzer, Larick, McGregor and Angelou No: 2- Renner and Bowers City of Gahanna Page 1 City Council Meeting Minutes January 2, 2021 C. ELECTION OF VICE PRESIDENT Motion to Appoint Nancy McGregor, Vice President of Council by Mr. Leeseberg, Second by Mr. Schnetzer. The Motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers D. ESTABLISH DAY OF REGULAR CITY COUNCIL & COMMITTEE MEETINGS: There was a discussion to entertain a different time than 7 p.m. Council members determined that 7 p.m. was the most appropriate time to meet at this time. A motion was made by Renner, seconded by Bowers, to establish the date and time of Regular Council meetings as to be held at 7:00 p.m. on the 1st & 3rd Monday each month. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers ESTABLISH DAY OF REGULAR CITY COUNCIL MEETINGS: A motion was made by McGregor, Second by Angelou that the if the regular Council meeting falls on a holiday, that the meeting would take place on the following Tuesday.The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers ESTABLISH DAY OF COMMITTEE MEETINGS: A motion was made by Schnetzer, seconded by McGregor, that Council Committee Meetings are to be held at 7:00 p.m. on the 2nd & 4th Monday each month, unless Monday falls on a City observed holiday, then on the next Tuesday.. COUNCIL REPRESENTATIVE ASSIGNMENTS BY THE PRESIDENT: - Community Improvement Corporation (CIC): Leeseberg - Mid Ohio Regional Planning Commission (MORPC): Angelou - Convention & Visitors Bureau (CVB): Leeseberg - School Board Representative (SB): Schnetzer F. APPOINTMENTS MADE BY THE PRESIDENT: Finance Chair: Schnetzer City of Gahanna Page 2 City Council Meeting Minutes January 2, 2021 G. BOARD, COMMISSION AND COMMITTEE APPOINTMENTS: MT-0001-2021 MOTION TO APPOINT BOARD, COMMISSION AND COMMITTEE MEMBERS; FILLING TERMS THAT EXPIRED DECEMBER 31, 2020. A motion was made by Angelou, seconded by Schnetzer, to reappoint the Board, Commission and Committee members attached. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers MOTION TO APPOINT MIKE NICHOLSON TO THE CIVIL SERVICE COMMISSION A motion was made by Bowers, seconded by Renner, that Mike Nicholson be appointed to the Civil Service Commission. The motion failed by the following vote: Yes: 2- Renner and Bowers No: 5- Leeseberg, Schnetzer, Larick, McGregor and Angelou MOTION TO APPOINT RON DAVIS TO THE CIVIL SERVICE COMMISSION A motion was made by Leeseberg that the be Motion.The motion carried by the following vote: Yes: 6- Leeseberg, Schnetzer, Larick, McGregor, Angelou and Bowers No: 1- Renner MT-0002-2021 MOTION TO CONFIRM THE MAYORAL APPOINTMENTS TO THE COMMUNITY IMPROVEMENT CORPORATION FOR A THREE YEAR TERM EXPIRING DECEMBER 31, 2023. Motion to confirm Mayoral reappoint Betty Collins to the Community Improvement Corporation by McGregor, Second by Schnetzer. REGULAR MEETING: CALL TO Order: 5:31p.m. B. ADDITIONS OR CORRECTIONS TO THE AGENDA. Mr. Schnetzer asked for clarification on item F. the Clerk explained that per Charter: SECTION 11.06 - ACTION BY COUNCIL. When the Planning Commission makes a recommendation to Council for change in, or addition to, any zoning ordinance, Council shall study each such recommendation; and action shall be taken by Council within ninety (90) days after receiving said recommendation, in accordance with Section 11.05 of this Charter, unless the Council votes at its next regular meeting following expiration of the ninety (90) day period for an additional sixty (60) days' extension beyond the ninety (90) day period. If the period is so extended, Council shall take action on such recommendation prior to the expiration of such extension of sixty (60) days. The items in item F. requests the 60 extension. C. ORDINANCES FOR SECOND READING a. ORD-123-2020 ORDINANCE ACCEPTING RIGHT OF WAY DEED FOR 0.123 +/- ACRES ALONG THE PROPERTY LOCATED AT 957 TAYLOR STATION ROAD. A motion was made by Renner, seconded by Leeseberg, that the Ordinance be Adopted.The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers b. ORD-124-2020 ORDINANCE ACCEPTING THE DEED OF EASEMENT FOR STORM SEWER AT 957 TAYLOR STATION ROAD. A motion was made by Renner, seconded by McGregor, that the Ordinance be Adopted.The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers c. ORD-125-2020 ORDINANCE ACCEPTING THE DEED OF EASEMENT FOR STORM SEWER AT 925 TAYLOR STATION ROAD. A motion was made by Renner, seconded by Bowers, that the Ordinance be Adopted.The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers d. ORD-126-2020 ORDINANCE ACCEPTING RIGHT OF WAY DEED FOR 0.219 +/- ACRES ALONG THE PROPERTY LOCATED AT 925 TAYLOR STATION ROAD. A motion was made by Renner, seconded by Schnetzer, that the Ordinance be Adopted.The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers F. OTHER LEGISLATIVE ITEMS: a. ORD-086-2020 ORDINANCE TO AMEND THE OFFICIAL ZONING MAP OF THE CITY OF GAHANNA ADOPTED BY ORDINANCE 198-96 ON NOVEMBER 19, 1996 AND AS SUBSEQUENTLY AMENDED: Changing the Zoning District of a 17.90 +/- acre parcel located off of Hamilton Road PID# 025-013767 from Select Commercial Planned District; to Limited Multi-Family Residential Development; Larry Canini, applicant. Motion by Bowers to extend item 086-2020 by 60 days. Second by Renner. Motion carried the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers b. ORD-085-2020 ORDINANCE TO GRANT A VARIANCE APPLICATION TO VARY SECTION 1109.08 - PUBLIC AREAS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, FOR PROPERTY LOCATED OFF HAMILTON ROAD; PARCEL ID NO. 025-013767, CURRENT ZONING SELECT COMMERCIAL PLANNED DISTRICT; PROPOSED ZONING LIMITED MULTI-FAMILY RESIDENTIAL DEVELOPMENT; CRESCENT AT CENTRAL PARK; LARRY CANINI, APPLICANT. Ms. Bowers asked if this item isn't extended, if Mr. Canini would be able to file another variance request. Does this variance need to be extended. Mr. Blackford said that he has not seen any revised plans, but the variance is specific to the rezoning. He said that the rezoning footprint will change, but that the variance will not change. Motion by Leeseberg to extend item 085-2020 by 60 days. Second by Renner. CORRESPONDENCE AND ACTIONS: Clerk None. Council None H. REPRESENTATIVES: Community Improvement Corporation (CIC) Mr. Larick said that the next meeting is the organizational meeting and there will be a virtual meeting on the 19th at 8:00 a.m. Mid-Ohio Regional Planning Commission (MORPC) Mrs. Angelou said the next meeting will be in February. Convention & Visitors Bureau (CVB) No report. School Board (SB) No report. I. OFFICIAL REPORTS: Mayor The Mayor submitted a brief report with is attached to the minutes. She added that the meeting was being streamed to Youtube this evening. 2021-0002 MAYOR'S REPORT FOR JANUARY 2, 2021 City of Gahanna Page 7 City Council Meeting Minutes January 2, 2021 City Attorney The City Attorney's report is attached to the minutes. 2021-0003 REPORT OF THE CITY ATTORNEY- Pursuant to Gahanna City Charter Section 10.03 - General Powers and Duties J. COUNCIL COMMENT Mrs. Angelou wished everyone a happy holiday and prays that COVID 19 will be over quickly. Ms. Bowers thanked the Mayor and Council for an interesting first year in office. She said she will keep doing her constituent hours virtually and then outdoors when the weather is better. She will continue to do her community outreach. She shared a letter written by Rear Adm. Karl O. Thomas, commanding officer of the USS Carl Vinson. Mr. Leeseberg wished everyone a Happy New Year. Mr. Renner congratulated Mr. Larick on his appointment to Council leadership and that he was proud of the transparency in the process. He said he enjoys serving with everyone and was looking forward to 2021. Mr. Schnetzer wished everyone a Happy New Year and thanked the residents that were interested in serving on the boards and commissions. He thanked Council for reappointment as Finance Chair. Mrs. McGregor wished everyone a Happy New Year and thanked Mr. Leeseberg for his service as President last year. Mr. Larick thanked Council for their support for leadership. He said he will get to work on formalizing some things in the coming weeks. He shared that he did a ride-along with PD and they did a fantastic job handling a difficult situation that evening. K.
