A. CALL TO ORDER
Gahanna City Council met in virtual session on Tuesday, January 19 2021, via
Microsoft TEAMS. President of Council Larick, called the meeting to order at
7:00 p.m. Rev. Joel King, Jr. delivered an Invocation followed by the Pledge of
Allegiance. Agenda for this meeting was published on January 15, 2021.
Present 7 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick,
Nancy R. McGregor, Karen J. Angelou, and Merisa Bowers
B. ADDITIONS OR CORRECTIONS TO THE AGENDA.
C. HEARING OF VISITORS.
Brenda Hoffman, 279 Highmeadow Drive: Mrs. Hoffman said that she
shared a letter of position that she feels is full of false statements. She
wants her side of the story available to all residents. She said that the
document included the refusal of a Code Enforcement officer to take a
report. This department has been purposefully understaffed. How is the
city to move forward when the tool to combat urban blight hasn't been
cared for? We've never operated a true code enforcement which has led
to problems. There has been a lack of consistent information at every
level of permitting and code enforcement. There is a lot of missing
information in the letter to the Federal Highway Administration. She has

requested information and had not received it and questions that were
asked were not answered. She pointed out sidewalks that are roller
coasters off of Hamilton Road and asked Mr. Moorehead to weigh in on
who will take responsibilities for sidewalks that are poured wrong. She
said that even the newest code is not ADA compliant. She has been
shut down by previous staff members on numerous occasions. She sees
no mention of the names of the people that have complained in the letter
to the FHWA and she feels its shameful.
She asked if there will be any follow up from Council members
Mr. Larick said that was up to the discretion of the Council members
themselves.
D. PUBLIC HEARINGS:
ORD-120-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF
GAHANNA, OHIO: Amending Chapter 1133 - Zoning or Rezoning.
Mr. Blackford said that there were some clarification to the legislation
that is attached. He explained that the fee schedule was updated to
include the charges being passed to the applicants for the city's
placement of the signage.
Mr. Larick opened the public hearing.
Mrs. Hoffman who is in favor of the legislation with a question asked if
there was a provision for if an area has more than 40 or 50 adjacent
home owners that a letter would be written that the sign would go up and
what do you do when a property owner is from out of state.
Mr. Blackford replied that the advertising is handled by the Council office.
The 50 resident rule is for all Planning Commission applications.
Mrs. Angelou asked if there was anything in the changes that would lead
to a potential law suit.
Mr. Mularski said that anything could have a potential law suit but what it
is being changed to is what is common in other jurisdictions and he isn't
aware of any issue.
Mr. Leeseberg said that typically, the adjacent property owners are
notified which is a responsibility of the applicant to turn in mailing labels.
But 2 and 3 lots over that may be out of state would not be notified.
Mr. Blackford said that when properties with over 40 or 50 contiguous

property owners would not be notified, but there are printed and online
notices.

F. RESOLUTIONS
RES-0001-2021 RESOLUTION OF THE COUNCIL OF THE CITY OF GAHANNA TO
HONOR MARTIN LUTHER KING JR. DAY AND RECOGNITION OF
MARTIN LUTHER KING DAY OF SERVICE JANUARY 18, 2021.
Mr. Larick presented the Resolution drafted by Ms. Bowers and read it
into the record.
A motion was made by Bowers, seconded by Renner, that the Resolution be
Adopted.The motion carried by the following vote:
Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers
G. ORDINANCES FOR SECOND READING / ADOPTION:
ORD-120-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF
GAHANNA, OHIO: Amending Chapter 1133 - Zoning or Rezoning.
Motion to amend by substitution to reflect the revised language by
Bowers, Second by Schnetzer.
Motion passed by unanimous roll call vote.
A motion was made by Leeseberg, seconded by Renner, that the Ordinance be
Adopted as Amended.The motion carried by the following vote:

Mr. Larick said that there were several email correspondences from
Carroll and Brenda Hoffman.
I. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Leeseberg
Mr. Leeseberg CIC met this morning and will meet again 3rd Tuesday in
February.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou stated that MORPC will be meeting in February.
Convention & Visitors Bureau (CVB) - Leeseberg
Mr. Leeseberg shared that there is no CVB report for this week.
School Board (SB) - Schnetzer
Mr. Schnetzer said there was no business.
J. OFFICIAL REPORTS:

2021-0013 Mayor's Report/MLK Proclamation, January 19, 2021
Mayor Jadwin shared her Mayor's report which is attached to the
minutes. She also presented her Proclamation for MLK Day. She
added that she had hoped that this year there would be a Day of Service
but the COVID emergency is still in place so hopefully next year. She
shared that she was proud of the community for supporting each other
and spoke of the Cafe Creekside story that was on the various news
outlets. She encouraged residents to do carry out or delivery and
continue to support the businesses in the community.

K. COUNCIL COMMENT
Mrs. Angelou said that the prayer from Rev. King was wonderful and that
she hopes people can get the vaccine so everyone can get out and do
things they way they want to.
Ms. Bowers thanked Rev. King and Mrs. McGregor for inviting him. She
wanted to recognize that there have been over 400,000 lost to COVID 19
and she wanted to take a moment to mourn their losses. She said that
her constituent report is attached for December. There were some
comments from residents and she thanks them for their input. She
thanked Mr. Blackford for responding quickly to resident questions.
Mr. Leeseberg said he is looking forward to getting back to normal.
Mr. Renner said thank you to Rev. King for his prayer and thanks to Ms.
Bowers for her resolution. He was going to ask for a moment of silence
for the victims of the capitol on Jan 6. He said he cautions everyone as
to what normalcy might be. Mask wearing may be a thing even after
vaccination.
Mr. Schnetzer thanked Ms. Bowers for the drum major instinct in her
Resolution. It was a great sermon with many great lessons. He
recommended anyone to read the message.
Mrs. McGregor thanked Rev. King for the invocation. She thanked the
PD for the procession for Noah Long. He died tragically in his home and
his parents put together a procession through Gahanna. It was moving
and there were people lining up all over and showing respect.
Mr. Larick said he was ecstatic that the library redevelopment is coming
to fruition and he was happy that the house next door was being
incorporated. He said he was in discussions with the Clerk to arrange a
return to chambers. He spend two and a half hours in the community
looking at concerns and he thanked people for their time in discussing
issues of concern.
