A. CALL TO ORDER
Gahanna City Council met in virtual session on Monday, February 1, 2021, via
Microsoft TEAMS. President of Council, Larick, called the meeting to order at
7:00 p.m. Vice President of Council, McGregor, delivered an Invocation
followed by the Pledge of Allegiance. Agenda for this meeting was published
on January 29, 2021.

B. ADDITIONS OR CORRECTIONS TO THE AGENDA.
C. HEARING OF VISITORS.
Tim McClurg, 935 Leaflock Ct. spoke about controlling speed on
Helmbright. He asked if they were waiting until the school was going to
open before adding a stop sign or improve cross walks. He asked
about speed bumps and said that there are speed bumps that are
designed to be easy on cars. He wants to know why we don't do that.
He would like speed bumps on Helmbright.
Mayor Jadwin said she would follow up with Mr. McClurg.

Mrs. Angelou said this is solar week and there are some webinars
upcoming and the Executive Committee Meeting is this Thursday.

H. OFFICIAL REPORTS:
Mayor
The Mayor presented her report which is attached. She presented 2
Proclamations 1. Designating February as Black History Month 2.
Designated the week of February 7-14 as Congenital Heart Defect
Awareness Week. She explained that Gov Delivery is a new platform in
which the City will be expanding communications with city residents. The
City is working also on the sidewalk program and the ADA transition plan
and will be holding public meetings on the topic in the future, more will be
coming out on that.

I. COUNCIL COMMENT
Mrs. Angelou said they got their first vaccine for COVID 19 and they feel
pretty good. It was a smooth process at the Schottenstein Center.
Mr. Renner said thank you to the Mayor and Mr. Crawford for the service
of the snow warriors. They're doing a great job.
Ms. Bowers thanked the Mayor for the proclamations. She was happy to
see in the Mayor's report the item about technology development for
Council. She is hopeful there will be a discussion on use of technology at
the next Committee of the whole meeting on this topic. She shared
information from Judge Carl Aveni: Fifty-three years ago today, public
sanitation workers Echol Cole and Robert Walker were crushed to death
in the compactor they were operating in Memphis, Tennessee. Black
sanitation workers had complained to the city for years about unsafe
working conditions, unfair wages, racial discrimination and unfair labor
practices aimed at keeping them from unionizing. The deaths of Cole
and Walker on Feb. 1, 1968 were as wholly avoidable as they were
gruesome, and the workers had had enough.
On February 11, more than half of them voted to perform a work
stoppage, and join the AFSCME. They were directly supported by the
United Rubber Workers Local 186, which represented the largest group
of black union members in Memphis. As the strike gained momentum
over the following weeks, it attracted the attention and support of the civil
rights movement, including the NAACP and the Rev. Martin Luther King.
Dr. King flew to Memphis on March 18, speaking to thousands of strikers
and supporters and drawing the national eye to the cause. All of which
culminated in a massive public protest on March 28, 1968, led by a
grassroots local civil rights group, local union leaders, local ministers, the
NAACP and Dr. King. When the protest was disrupted and ended
prematurely by Memphis police, it was rescheduled for April 5. Which is
why Dr. King was standing on the balcony of the Lorraine Motel in
Memphis on April 4, 1968.
