A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in virtual session on Monday, May 3 2021, via
Microsoft TEAMS. President of Council, Brian Larick, called the meeting
to order at 7:00 p.m. Vice President of Council, Nancy McGregor,
delivered an Invocation followed by the Pledge of Allegiance. Agenda for
this meeting was published on April 30, 2021.

SCHOOL RESOURCE OFFICER (SRO) CONTRACT WITH GAHANNA
JEFFERSON PUBLIC SCHOOLS (GJPS) FOR THE 2021-2022
SCHOOL YEAR.
This Ordinance was Adopted on the Consent Agenda.
3. Ordinance for Second Reading, Emergency Adoption:
a. ORD-0023-2021 ORDINANCE TO AUTHORIZE A SHARED SERVICES AGREEMENT
BETWEEN THE CITY OF GAHANNA AND CITY OF NEW ALBANY FOR
MAYOR'S COURT SERVICES AND TO DECLARE AN EMERGENCY.
This Ordinance was Adopted on the Consent Agenda.

A motion was made by Leeseberg, seconded by Renner, to pass the Consent
Agenda. The motion carried by the following vote:

E. RESOLUTIONS:
1. RES-0012-2021 RESOLUTION OF THE COUNCIL OF THE CITY OF GAHANNA TO
RECOGNIZE AIR QUALITY AWARENESS WEEK: MAY 3-MAY 7, 2021.
Bowers thanked Angelou for working with her on this Resolution; thanked
Renner for moving to adopt.
A motion was made by Renner, seconded by Bowers, that the Resolution be
Adopted. The motion carried by the following vote:

PART OF COMMUNITY REINVESTMENT AREA #1.
A motion was made by Angelou, seconded by Leeseberg, that the Ordinance
be Adopted. The motion carried by the following vote:
Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and McGregor.
No: 1- Bowers.

1. Community Improvement Corporation (CIC) - Leeseberg
No report.
2. Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that the Executive Meeting will be Thursday, and the full
meeting will be a week from then.
3. Convention & Visitors Bureau (CVB) - Leeseberg
Leeseberg stated that Herb Day was held on Saturday and there was a
great turn out. The plant sale was successful and the 20 vendors were
pleased. There are a handful of plants still left for purchase at the Herb
Center.
A 1/3 page ad promoting Gahanna was placed in the Experience
Columbus Spring/Summer Visitors Guide.

Herb’n Restaurant Week is currently underway until May 8. There are 13
locations featuring herb-infused entrees, drinks, and desserts this week.
Find the list of participants on VisitGahanna.com and on Visit Gahanna’s
Facebook page and keep an eye out for contests on social media. We’ll
be giving away gift cards to participating restaurants this week.
The music line up for Creekside Blues and Jazz will be announced soon!
Reminder: the dates are September 17-19.
4. School Board (SB) - Schnetzer
No report.
J. OFFICIAL REPORTS:
1. Mayor
Mayor Jadwin said they have been fielding calls for missed pickup for
trash and recycling; the delays are not unique to Gahanna but are
regional; caused by multiple factors such as an increase in trash, labor
shortage; Rumpke is hiring and offering sign on bonus; asks for patience
during this process; we are in daily contact with Rumpke; utility billing has
a list of residences that have been missed.
Looking for people for summer jobs for Parks & Recreation; listed under
"find a job" on city website; many opportunities; need to be able to staff
pools and camps.
Welcomed Mr. Camacho as the new project inspector. Thanked Bowers
and Angelou for Air Quality Awareness Resolution; included a
proclamation for that as well as Herb Week and National Small Business
Week (see attached). Next year will be the 50th anniversary of Herb
Capital designation. This week is also Public Service Week. Thanked
Visit Gahanna and Herb Center staff for the Herb Day this past weekend.
Congratulated Jon Cooper and Cameron Cheesemen, Gahanna Lincoln
High School graduates for being drafted into the NFL.

K. COUNCIL COMMENT
Angelou congratulated the Gahanna grads for being drafted into the NFL.
Jadwin said Cooper went out and played with the neighbor kids on draft
day. Bowers provided a summary of her attached Constituent Report for
the month of April; has had much discussion on housing needs in the
community; attended a legislative roundtable hosted by the Ohio
Municipal League; congratulated the Gahanna grads. Larick said there
are questions that continue to come up on the tax lawsuit, but the city
continues to move forward and believes things will get better.

L. EXECUTIVE SESSION- to go into Executive Session under authority of Section
5.40(a) of the Council Rules of Procedure to consider the appointment,
employment, dismissal, discipline, promotion, demotion, or compensation of a
public employee or official, or the investigation of charges or complaints against
a public employee, official, licensee, or regulated individual, unless the public
employee, official, licensee, or regulated individual requests a public hearing.
A motion was made by Leeseberg, seconded by McGregor, to go into
Executive Session under authority of Section 5.40(a) of the Council Rules of
Procedure to consider the appointment, employment, dismissal, discipline,
promotion, demotion, or compensation of a public employee or official, or the
investigation of charges or complaints against a public employee, official,
licensee, or regulated individual, unless the public employee, official,
licensee, or regulated individual requests a public hearing.
Council invited Clerk of Council and went into Executive Session at 7:16 p.m.
Council reported back from Executive Session at 7:40 p.m., with no action
taken.
The motion carried by the following vote:
Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers
