CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in virtual session on Monday, May 17, 2021, via Microsoft TEAMS. President of Council, Brian Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on May 14, 2021. B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None. C. HEARING OF VISITORS. Brenda Hoffman, 279 Highmeadow Dr.; wanted to commend Herb Center Staff and volunteers for an excellent Herb Day; the event made for a nice reserve in proceeds; due to health orders it was a little different than previous years. D. CONSENT AGENDA: 1. Minutes - To Approve: 2021-0089 Council Meeting Minutes for Approval. City of Gahanna Page 1 City Council Meeting Minutes May 17, 2021 2. Resolutions: RES-0013-2021 RESOLUTION AUTHORIZING THE TRANSFER OF APPROPRIATIONS AMONG VARIOUS ACCOUNTS. This Resolution was Adopted on the Consent Agenda. 3. Ordinances for Second Reading: ORD-0026-2021 ORDINANCE AUTHORIZING A SUPPLEMENTAL APPROPRIATION - Parks Materials and Supplies. 4. Ordinances for Second Reading, Adoption as an Emergency: ORD-0027-2021 ORDINANCE TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH STRUCTUREPOINT FOR PARKING LOT AND MULTI-USE TRAIL IMPROVEMENT DESIGN AND ENGINEERING; DECLARING AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda. End of/Pass Consent Agenda A motion was made by Renner, seconded by Angelou, to Pass the Consent Agenda. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers E. ORDINANCES FOR INTRODUCTION / FIRST READING: Leeseberg Introduced the items under Section E. 1. ORD-0028-2021 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - Insurance Proceeds Due to Damage of City Property. This Ordinance was Introduced. 2. ORD-0029-2021 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - Sale of Assets. This Ordinance was Introduced. 3. ORD-0031-2021 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION- Various Accounts. This Ordinance was Introduced. F. CORRESPONDENCE AND ACTIONS: 1. Clerk: None. None. 2. Council Bowers stated that Council received an email from Charter Communications; important to get out to folks; the Federal Communications Commission has launched emergency broadband benefits to help with households that qualify; households can get $50 per month to go toward broadband bills; there is a link for applications and for more info at fcc.gov/broadbandbenefit; thanked Spectrum for the press release and getting that info out. G. REPRESENTATIVES: 1. Community Improvement Corporation (CIC) - Leeseberg Leeseberg stated that CIC will be meeting tomorrow morning at 8 a.m. 2. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou provided a summary of the MORPC meetings; meeting materials are available online at morpc.org; a couple of events are coming up; the Northeast Regional Collaboration, the Regional Housing Strategy Peer to Peer Exchange and Grant Camp week; the US Economic Development Administration has awarded MORPC $400,000 to update the Columbus region's Comprehensive Economic Development Strategy. 3. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg stated that the Blues & Jazz Festival will be moved to September 17 - 19, 2021 this year, due to COVID; the Herbal Cocktail Event is at seven (7) local restaurants until June 30. 4. School Board (SB) - Schnetzer No report. City of Gahanna Page 3 City Council Meeting Minutes May 17, 2021 H. OFFICIAL REPORTS: 1. Mayor 2021-0092 Mayor Report for May 17, 2021. Mayor Jadwin provided a summary of the attached report. The Gahanna Veteran's Committee will hold a virtual celebration for Memorial Day; there will be two (2) Flags of Honor displays, one at City Hall and one at Veteran's Memorial Park with thousands of flags on display to Honor those who have given the ultimate sacrifice and service to all of us and our Country. May 16 - 22 is National EMS Week, when we honor the dedication of those on the front line of live saving initiatives. Mayor Jadwin thanked the EMS personnel who are part of the Mifflin Division of Fire who serve our Community. We are very grateful for their service. 2. City Attorney Mularski stated that he will be gone for one week due to vacation; will be at trial immediately following his return; responses may be delayed. I. COUNCIL COMMENT Angelou congratulated Mayor Jadwin on the Economic Summit; which was a wonderful event. Angelou stated that Broadband is one thing, however Fiber is what we need to be looking into the most; MORPC has been giving old IT items to students who need them. Bowers shared that Gahanna recently lost a wonderful resident Ed Toney who passed away; Ed was an Air Force Veteran and a 38 year resident of Gahanna who was very involved civically and with the Senior Center; Bowers extended her sincere condolences to the Toney Family. Renner thanked Mayor Jadwin on the Economic Summit; the venue was one of the best and it was nice to get out. Larick stated that in the region there is a situation that is going on recently; there are mobs of motorcyclist and ATV riders; un-licensed, un-plated riding down Hamilton Road doing wheelies, running lights, etc; Gahanna Police Officers followed and monitored them to the best of their ability; some people were concerned and asked why the Police didn't pull them over; Larick stated that by right, we have the ability to enforce our City of Gahanna Page 4 City Council Meeting Minutes May 17, 2021 laws; but as in the situation that occurred as difficult and inappropriate and fundamentally illegal as some of the activities were there is a safety aspect with regard to attempting to pursue someone; this is a difficult situation that is occurring throughout the region; Larick deferred to Chief Spence for comment. Chief Spence stated that there is an article on 10TV website about these street style takeovers, it is not isolated to Columbus; it is a national issue; the department has reached out to other agencies, Nashville Metro and some of the western New York Cities who are experiencing the same issue to try and come up with strategies to address this problem; discussions will continue on how to address the issues; the ATVs are not licensed and cannot be ridden on public roadway, these riders gather in groups of usually organized via social media; if they have license plates they remove them, they engage in intimidation tactics with drivers on the roadway, they will drive on the sidewalks, all kinds of dangerous behaviors; the group last week was a spontaneous group that entered the City; Officers essentially ran interference to get them out of the City; unfortunately the group continued into Whitehall and one of the riders was involved in a near fatal crash at Broad and James Rd; they not only pose a substantial risk to the public but also a substantial risk to those that engage in it; staff continues to come up with strategies to address it. Larick thanked Chief Spence for the information; thanked the Mayor for an excellent Economic Event last week; it was something that he needed, not just in regards to economic development but also in regards to the positive future that continues to excel in the City by the work that everyone is doing.
