Gahanna City Council met in Regular session on Monday, July 6, 2021.
Vice President of Council, Nancy McGregor, called the meeting to order
at 7:00 p.m. and delivered an Invocation followed by the Pledge of
Allegiance. Agenda for this meeting was published on July 2, 2021.

WAIVE SECOND READING.
A motion was made by Schnetzer, seconded by Angelou, that the Ordinance
be Introduced, Second Reading Waived, and Adopted. The motion carried by
the following vote:

G. RESOLUTIONS MOVED FROM CONSENT AGENDA:
1. RES-0019-2021 TO PROVIDE FOR THE SUBMISSION TO THE ELECTORATE AN
AMENDMENT TO THE GAHANNA CITY CHARTER PERTAINING TO
QUALIFICATIONS OF COUNCIL.
Bowers thanked the members of the Charter Review Commission, and
for those who applied, for serving the community; the resolutions are
recommendations from the Commission, appointed members who
volunteered; the interpretation of the Charter is that the recommendations
be forwarded to the Board of Elections; for consideration by the
electorate. City Attorney Ray Mularski confirmed. Bowers stated that by
voting to send these recommended changes to the electorate, it does not
constitute an endorsement by Council members; the changes in
Resolution 19 change the qualifications of potential Council members; it
would extend the residency requirement; the intent is to clean up the
current language, but unsure that three (3) months makes much
difference; regarding the later point, of adding in "compensated", is not
sure that the issue has been corrected; the Attorney General's Office
offers guidance on this matter; the concern is the words " could be in
conflict"; that is potential for conflict; we don't have guidance on what that
means.

Angelou stated that we have to put these on the ballot because these
have been submitted by our Charter Review Board; if you don't like them,
you don't have to vote on them; there is no precedent to say that Council
can make changes; there was a discussion around this at the Committee
of the Whole Meeting; stated that she was concerned about people
running for council and the potential to not be able to serve or have to
leave their job; stated that the Commission members worked hard on this
and thanked those members for serving.
Mularski stated that the word "could" is interchangeable with "would" in
this case.
A motion was made by Leeseberg, seconded by Schnetzer, that the Resolution
be Adopted. The motion carried by the following vote:

2. RES-0024-2021 TO PROVIDE FOR THE SUBMISSION TO THE ELECTORATE AN
AMENDMENT TO THE GAHANNA CITY CHARTER PERTAINING TO
PLANNING COMMISSION RECOMMENDATIONS TO COUNCIL.
Bowers stated that the concern with this Resolution, was the proposed
change to rezonings; the removal of the additional time for Council to
review recommendations from Planning Commission; this proposal
would strike the 60 day extension option; again this vote is not an
endorsement on the proposed change, simply moving this to the
electorate.
A motion was made by Leeseberg, seconded by Schnetzer, that the Resolution
be Adopted. The motion carried by the following vote:
Yes: 5- Leeseberg, Schnetzer, McGregor, Angelou and Bowers

Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that there are no meetings this month.
Convention & Visitors Bureau (CVB) - Leeseberg
A third stage is being added to the Creekside Blues & Jazz Festival,
presented by Byers Auto. Visit www.creeksidebluesandjazz.com for
updates on bands that are being added to the line-up. Currently, Soul
Kitch’n is scheduled on Friday night (they were previously scheduled for
Saturday afternoon on the Blues Stage) and Hurricane Jerry and the
Surge is scheduled on Saturday night on the new stage.
The summer edition of the Herbal Cocktail Trail was just released and it
runs through September 30. Last season, 50 people participated and
turned their passports in for a prize.
Visit Gahanna had a space at the Gahanna Farmer’s Market last
weekend and will continue to set up once a month through September.
Creekside Blues & Jazz Festival and other information was distributed.
“Mid-week at the Creek(side)” happened for the first time on
Wednesday, June 30. The group called Chaz and Nikki performed. The
next event will be Wednesday, July 7 and the Shuman Band will perform.
A new website for Visit Gahanna is being launched next week.
The Ohio Herb Center hosted a Tea Cup Fairy Garden Workshop for
adults, and a child’s birthday party that included the same workshop.
School Board (SB) - Schnetzer
Schnetzer stated that representatives from the City and GJPS met to
discuss a school compensation agreement; continue to work through
strategies; will have another update after the draft is sent from the City to
the schools.

Mayor Laurie Jadwin presented a proclamation to Director of Parks &
Recreation, Stephania Ferrell; to recognize the month of July as Parks &
Recreation Month.
2021-0125 Mayor's Report to Council for July 6, 2021.
Mayor Laurie Jadwin welcomed Council back to chambers; welcomed
visitors back; this is our first opportunity to live stream in hi-definition; will
continue working through the technology; COVID opened an opportunity
to explore new ways of interacting with the community; last year we
began with our Communications Manager Carrin Wester streaming
through Facebook on a mobile device; thanked Kevin Shultz, IT Manager,
for working so diligently on getting this project up and running.
Jadwin provided a summary of the attached Mayor's Report; the City is
hiring lateral Police Officers; jobs can be found on the City website; next
week the Columbus Metropolitan Library will hold a groundbreaking for
the new branch; the public is welcome; July 4th weekend was the first
time in 18 months our community has gathered en masse; it was a
wonderful event and made possible by Mifflin Township Fire, Kemba
Financial Credit Union, Gahanna Lions; Police, Public Service and
Engineering, Parks & Recreation; this is the first of many events to come;
there will be City shredding day this month, Capital City Corvette show on
August 7, Parks & Rec programming in the interim, the Blues & Jazz
Fest in September, followed by Creekside Hops & Vines.
Angelou asked about the groundbreaking this Thursday. Jadwin stated
that there's an event scheduled for the Walnut Creek Surgical Suites,
which is the newest addition to the Crescent at Central Park.
City Attorney
K. COUNCIL COMMENT
Angelou thanked the Parks & Recreation team; the site for the fireworks
was perfect; it was missed by the community last year.
Bowers stated that the homicide rate in Franklin County is the highest it
has ever been; we have seen this spill over into our community; wanted to
highlight some work that the Police Department is doing; last year the
Gahanna PD produced its first annual report under Chief Spence, which
quantified data on race-based stops; all officers are receiving training on
implicit-bias, and crisis intervention; we are building back personnel with
younger and more diverse candidates; the department is modestly
funded; recently announced the implementation of body-worn cameras;
commends the administration; encouraged police officers to apply for

those lateral positions.
Schnetzer echoed the statements made previously about how nice it was
to be a part of the July 4th parade and events; thanked everyone, City
staff and Volunteers for their hard work pulling off a great event.
McGregor said there were a lot of people in the parade and watching; it
was great to see.
