A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular session on Monday, July 19, 2021,
in Council Chambers of City Hall, 200 S. Hamilton Rd. President of
Council, Brian Larick, called the meeting to order at 7:00 p.m. Vice
President of Council, Nancy McGregor, delivered an Invocation followed
by the Pledge of Allegiance. Agenda for this meeting was published on
July 16, 2021.
Present 6 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick,
Nancy R. McGregor, and Karen J. Angelou
Absent 1 - Merisa Bowers
B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None.
C. HEARING OF VISITORS.
- Commendation from The Department of Public Safety
Chief of Police Jeff Spence presented Mark Brown with a Certificate of
Appreciation; Mr. Brown assisted the police with an incident involving a
victim of domestic violence and kidnapping by providing the police with
an extremely detailed account of the incident.
Chief Spence and Safety Director Keith Winn introduced Doug Reisinger
and Brenda Johnson, who completed the 135th Police Academy. Chief
Spence and Winn thanked Council for their continued support. Mayor
Laurie Jadwin welcomed them to the Gahanna Community.

ORD-0045-2021 AN ORDINANCE DECLARING IMPROVEMENTS TO CERTAIN REAL
PROPERTY LOCATED WITHIN THE CITY OF GAHANNA, OHIO TO BE
A PUBLIC PURPOSE AND EXEMPT FROM REAL PROPERTY
TAXATION; REQUIRING THE OWNERS OF THOSE PARCELS TO
MAKE SERVICE PAYMENTS IN LIEU OF TAXES; ESTABLISHING A
MUNICIPAL PUBLIC IMPROVEMENT TAX INCREMENT EQUIVALENT
FUND FOR THE DEPOSIT OF THOSE SERVICE PAYMENTS;
SPECIFYING THE PUBLIC INFRASTRUCTURE IMPROVEMENTS TO
BE MADE THAT DIRECTLY BENEFIT THE PARCELS.
This Ordinance was Adopted on the Consent Agenda.

ORD-0041-2021 AN ORDINANCE TO AMEND PART ELEVEN, PLANNING AND
ZONING CODE, CHAPTER 1153, GENERAL COMMERCIAL
DISTRICTS, SECTIONS 1153.03 - CC COMMUNITY COMMERCIAL
DISTRICT, OF THE CODIFIED ORDINANCES OF THE CITY OF
GAHANNA.
A motion was made by Schnetzer, seconded by Leeseberg, that the Ordinance
be Adopted. The motion carried by the following vote:
Yes: 6- Leeseberg, Renner, Schnetzer, Larick, McGregor and Angelou
Absent: 1- Bowers
F. CORRESPONDENCE AND ACTIONS:
Clerk- none.
Council
Leeseberg stated that he received some letters from residents, and the
Service Department is aware of it, that there have been some
deficiencies in the Strawser Paving work. Mayor Jadwin stated that the
street program is underway, and to please submit any concerns to Jason
Collins, the project coordinator and copy John Moorehead, City
Engineer.
G. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Leeseberg
Leeseberg stated that there will be a meeting tomorrow morning.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that MORPC is still in summer session; will be attending
the Rapid5 presentation on Wednesday on design for connecting central
Ohio waterways.
Convention & Visitors Bureau (CVB) - Leeseberg
Leeseberg stated that a third stage has been added to the Creekside
Blues & Jazz Festival; to view the band lineup, visit
www.creeksidebluesandjazz.com; the summer edition of the Herbal
Cocktail Trail has been released and runs through September 30; Visit

Gahanna will continue their presence at the farmers market through fall;
Mid-Week at the Creek kicked off down at Creekside; the new website
for Visit Gahanna is up and running.
School Board (SB) - Schnetzer
No report.
H. OFFICIAL REPORTS:
Mayor
2021-0137 Mayor Report for July 19, 2021.
Mayor Jadwin read from the attached report; stated that the Columbus
Metropolitan Library groundbreaking for the new Gahanna branch was
Wednesday; is a significant investment and commitment to our
community; Planning Commission approved the plans last week; thanked
the donors for contributions. Jadwin welcomed the new staff members.
City Attorney
City Attorney Ray Mularski stated that Speedway Transportation had a
case in federal court that was dismissed by the judge as failing to state a
claim; however, on the 30th day the appeal was filed.
I. COUNCIL COMMENT
Angelou stated that Steve Nye had passed away and sent her
condolences to his family; he was a swim coordinator with the pools; best
wishes for quick healing for former County Commissioner Brown.
Leeseberg wanted to give a shout out to the 20 young Ohio ladies who
went out to North Dakota to wrestle in a national tournament; 4 of the girls
are now All Americans; this is great for our state. Leeseberg also stated
that there is a self-defense class coming up, and one is ideal for teens.
Renner stated that he spent ten days in Alaska; wanted to remind people
who travel with pets, that due to the temperatures, be mindful of how
quickly the cars heat up; and don't leave infants in the car.
McGregor stated that she looks after the Lily Stone Bed and Breakfast
for the Gahanna Historical Society; Lily Stone's husband was a part-time
Mayor; the historical society purchased the home in the 1980s, and it
was built around 1910; received a phone call from their
great-granddaughter, who lives in McArthur, Ohio; she will be visiting the
City of Gahanna Page 4

home this week; will try to record some of her memories of Lily Stone's
life and time in Gahanna.
Larick stated that he is happy to have business back in city hall; spent
some time away at a Scout ranch in New Mexico; the boys hiked nearly
100 miles in the back country; afterwards spent some time in Kensington,
Ohio at another Scout camp. Larick stated that Steve Nye worked on
saving the pools back in 2013; he worked to secure funding to keep
those pools open; he was so incredibly active in the community and will
be missed.
J. EXECUTIVE SESSION: to go into Executive Session under authority of
Section 5.40(a) of the Council Rules of Procedure to consider the
appointment, employment, dismissal, discipline, promotion, demotion, or
compensation of a public employee or official, or the investigation of charges
or complaints against a public employee, official, licensee, or regulated
individual, unless the public employee, official, licensee, or regulated
individual requests a public hearing.
A motion was made by Leeseberg, seconded by Angelou, to go into Executive
Session under authority of Section 5.40(a) of the Council Rules of Procedure to
consider the appointment, employment, dismissal, discipline, promotion,
demotion, or compensation of a public employee or official, or the
investigation of charges or complaints against a public employee, official,
licensee, or regulated individual, unless the public employee, official,
licensee, or regulated individual requests a public hearing. President Larick
invited Council Members to attend.
Council rose to report to Executive Session at 7:32 p.m. and Council rose to
report from Executive Session at 7:43 p.m. with no action taken.
The motion carried by the following vote:
