CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 4, 2021, in Council Chambers. President of Council Brian Larick called the meeting to order at 7:00 p.m. Vice President of Council Nancy McGregor delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on October 1, 2021. Present 7 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Nancy R. McGregor, Karen J. Angelou, and Merisa Bowers B. ADDITIONS OR CORRECTIONS TO THE AGENDA: none. C. HEARING OF VISITORS. Brenda Hoffman, 279 Highmeadow Drive: wanted everyone to know that despite a tenuous battle with Strawser Paving, the curb that was not ADA compliant was ripped out this week; the form was wrong again, and so the Administration was contacted; a member of the Service Department came out to inspect and confirmed that it was wrong and it will be corrected; wanted to commend and acknowledge when due. John Petrick, 712 Fleetrun Avenue: has complaints about parking on the streets; the fire trucks can’t make it through; there’s room in driveways to park; have contacted the Police with complaints; the street has never been able to be swept completely or have snow removed completely due to people parking on the streets; there are leaves on the street from last fall; people should have to park in the driveway if there is space; frustrated that taxes are paid for sweeping and removal services and yet City of Gahanna Page 1 City Council Meeting Minutes October 4, 2021 the services cannot be completed; is very narrow when driving through; suggests having a person to go around and watch for this type of thing; the street is not a parking lot. D. CONSENT AGENDA: 1. Minutes - To Approve: 2021-0208 Council Meeting Minutes for Approval. These Minutes were Approved on the Consent Agenda. 2. Resolutions: RES-0035-2021 A RESOLUTION RECOGNIZING OCTOBER 17-23, 2021 AS STORMWATER AWARENESS WEEK IN THE CITY OF GAHANNA. This Resolution was Adopted on the Consent Agenda. 3. Motions: MT-0014-2021 A MOTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE & ENGINEERING PERMISSION TO BID STREET SWEEPING SERVICES. This Motion was Approved on the Consent Agenda. End of/Pass Consent Agenda A motion was made by Leeseberg, seconded by Renner, to Pass the Consent Agenda. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers E. ORDINANCES FOR INTRODUCTION / FIRST READING: Leeseberg Introduced the Item under Section E. ORD-0057-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH MEACHAM & APEL ARCHITECTS, INC., FEINKNOPF MACIOCE SCHAPPA ARCHITECTS, INC., TOOLE & ASSOCIATES, EIGHT ONE CONSULTING, AND WILLIAM E. CONROY II, FOR PLAN REVIEW, BACK-UP PERSONNEL, AND INSPECTION SERVICES. This item was introduced. City of Gahanna Page 2 City Council Meeting Minutes October 4, 2021 F. ORDINANCES FOR SECOND READING / ADOPTION: ORD-0056-2021 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION- Various Accounts. A motion was made by Renner, seconded by Bowers, that the Ordinance be Adopted. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers G. CORRESPONDENCE AND ACTIONS: Clerk- none. Council- none. H. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated that the Executive Meeting will be held this Thursday; The Summit on Sustainability will be on Oct. 15; was able to attend the Columbus Metro Club for a presentation on inclusive communities. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg stated that the CVB is still reconciling things from Creekside Blues & Jazz Festival but it looks like there were about 8,500 people in attendance. Discussions are getting ready to take place regarding the date and location of 2022 Blues & Jazz Fest. The new Visitors Guide for Gahanna is ready for distribution. Copies are available at the Visitor Center located at 110 Mill Street. The Creekside Pumpkin Crawl is back for its second year. The event will be held on Wednesday, October 27 from 5-8 pm and feature live entertainment, a trail of decorated pumpkins (that can be voted on), restaurant specials, and other activities. Enter a decorated pumpkin to win prizes. Stay tuned on social media for more details. City of Gahanna Page 3 City Council Meeting Minutes October 4, 2021 School Board (SB) - Schnetzer No report. I. OFFICIAL REPORTS: Mayor 2021-0210 Mayor Laurie Jadwin's Monthly Report. Jadwin stated that there was an incident overnight involving a suspected robbery which resulted in a homicide; commended the Dispatcher who received the call, as well as the Police force involved; provided a summary of the attached report; stated that the proposed Charter amendments have been uploaded to the city website for review ahead of voting; stated that the Creekside Hops & Vines Fest was a success; thanked all the volunteers. City Attorney No report. J. COUNCIL COMMENT Angelou: attended a reception honoring Marilyn Brown; Councilman Renner was also in attendance; it was wonderful to honor her for her service; Hops and Vines was fun; things are coming back to normal after COVID; was able to speak virtually, answering questions concerning leadership and legacy; was truly moving and felt good to reflect back on career; was first elected in 1981; it's wonderful to part of the MORPC organization Bowers: attached Constituent Report for September; Sgt. Utt was involved with investigating a crime that occurred in the city, and the attorney who worked with him praised his investigation and for preserving the victim; thanked Mayor’s office and is happy to hear about the prescription drug take back day and posting the charter review amendments; thanked Make Gahanna Yours; congratulated the Historical Society for the success of the Mill Street Market. Leeseberg: congratulated officer Huffman and appreciates all the School Resource Officers. City of Gahanna Page 4 City Council Meeting Minutes October 4, 2021 Renner: thanked Mayor and Council colleagues; congratulated officer Huffman and is a supporter of the SRO program; is nice to know that we have that program inside our schools. Schnetzer: thanked the Parks & Rec Foundation and Parks & Rec Department for volunteering at Hops & Vines. McGregor: is great to have so many events back to back; thanked the City for their help on the Mill Street Market; worked well together; Kari Hawk was great at managing it; the weather was perfect; Hops and Vines was another great event. Larick: reminded everyone that Coffee with Council will be this Saturday, 10/9/21 at the Lew Griffin Gallery; agreed that Hops and Vines was a great evening; is nice to have the Mill Street Market back; it’s a wonderful way to raise funds for the Historical Society. 2021-0209 Council Member Merisa Bower's Constituent Report.
