A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular session on Monday, October 18,
2021, in Council Chambers. President of Council Brian Larick, called the
meeting to order at 7:00 p.m. Vice President of Council Nancy
McGregor, delivered an Invocation followed by the Pledge of Allegiance.
Agenda for this meeting was published on October 15, 2021.

D. PRESENTATIONS
Update from Gahanna Convention & Visitors Bureau (CVB)
2021-0225 CVB Update to Council, October 18, 2021.
Lori Kappes, Executive Director of Visit Gahanna (Convention & Visitors
Bureau), provided an update on the CVB (see attached presentation).
Larick stated that Ms. Kappes came to the city during one of the most
challenging times; thanked her for her efforts and supporting travel to the
city. Bowers asked if there will be a financial report from the festival that
will be presented to Council. Kappes stated that once all invoices are
processed, will make those numbers available.

G. ORDINANCES FOR INTRODUCTION, WAIVER & ADOPTION:
ORD-0059-2021 AN ORDINANCE TO LEVY THE ASSESSMENTS FOR CERTAIN REAL
ESTATE LOCATED AT 3737 HINES ROAD, FOR SANITARY
SERVICES.
Bowers stated that the there was some discussion at Committee of the
Whole in terms of waiving the second reading; is a 20 year assessment
for a low amount at the request of a resident; the annual amount owed to
the City is approximately $600; concerned with waiving second reading;
does this really meet the criteria for health, safety and welfare; has the
homeowner been notified and does he consent; spoke with Roth and
Mularski and the homeowner understands the assessment being levied.
Jadwin stated that the Administration had reached out to the property
owner; he was in favor and surprised that the process was still going on;
has been in environmental court; resident being required to tie in due to
failing septic, as a matter of public safety.
Moorehead stated that the resident had not tapped in yet; he could afford
to fund the actual connection, but not the fees associated with
connecting; he has a contractor ready to move forward within 10-14 days;
has permitting in place; the connection will resolve the case in
environmental court.
McGregor stated that when there is a failing septic system, the sewage
must run somewhere; it's going downstream or running downhill; despite
taking a while to do this, is glad we are moving forward with it.
A motion was made by Renner, seconded by Leeseberg, that the Ordinance be
Introduced, Second Reading Waived, and Adopted. The motion carried by the

following vote:
Yes: 6- Leeseberg, Renner, Schnetzer, Larick, McGregor and Angelou
No: 1- Bowers
Bowers reiterated her objections and concerns; clarified that the vote is
not on whether or not the homeowner ties in, but rather the timing of the
assessment.
A motion was made by McGregor, seconded by Leeseberg, to reconsider the
item and that the Ordinance be Introduced, Second Reading Waived, with the
amendment that the Ordinance be Adopted as an Emergency. The motion
carried by the following vote:
Yes: 6- Leeseberg, Renner, Schnetzer, Larick, McGregor and Angelou
No: 1- Bowers

Community Improvement Corporation (CIC) - Leeseberg

Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that they met last Thursday; celebrated Hispanic Heritage
Month which takes place between 9/15-10/15; It began as a heritage
week under President Johnson and President Reagan later extended it
to one month; MORPC is now using a consent agenda; the Summit on
Sustainability was held the day after; thanked everyone for joining; the
Build Back Better region challenge was reviewed to accelerate
economic recovery from the pandemic; discussed passenger rail project;
passed a resolution for a regional economic strategy plan; wants to
bolster bicycle community; working with Franklin County on lead testing;
highlighted an aggregation workshop on the benefits of a regional
approach to bundle electricity and leverage buying power; the Census
data and MORPC data were within one percent of each other; the next
meeting is moved due to Veterans' Day.

2021-0220 Mayoral Proclamation.
Jadwin thanked Council for the invitation to the table for the MORPC
Summit on Sustainability; Director Crawford presented there on cart
tagging, partnered with Ohio State University and SWACO; welcomed a
new Finance Manager; Franklin County Sheriff's Office will hold a
prescription drug drop off this Saturday; Gahanna Goblin Trail is sold out
for Friday but there are tickets still available for Thursday; First
Responders' Day proclamation is attached; welcomed back City
Attorney Mularski.

L. COUNCIL COMMENT
Angelou welcomed Mularski back; condolences to the family of Colin
Powell who passed away; had the opportunity to see him present at a
National League of Cities event; congratulated Director Crawford on his
excellent presentation at the MORPC Summit on Sustainability. Bowers
welcomed Mularski back; shared about West Side Community Pride
Day coming up on Saturday; will meet at COTA park and ride for litter
cleanup; will have donuts for volunteers, provided by Gahanna
Foundation; looking forward to Goblin Trail; the Summit was fabulous and
inspirational; thanked Angelou for her years of service with MORPC;
thanked Mayor for recognizing first responders; noted that October is
Breast Cancer Awareness Month. Leeseberg welcomed Mularski back.
Renner welcomed Mularski back; have received multiple emails and
phone calls about bringing back the Community Pride Day. Schnetzer
welcomed Mularski back; thanked Kappes for the CVB presentation;
thought the breakout sessions from the Summit were informative;
welcomed the new Finance Manager aboard.
McGregor explained the process of what happened with the assessment
ordinance; it was a sewer project due to a failing septic system; it is
expensive to tap into the city sewer; sometimes in those instances, the
city will front the money and the homeowner's property taxes are
assessed over a 20-year period; that way the homeowner can pay it
incrementally; by passing this as an emergency tonight, the city can begin
recouping the money in 2022 rather than 2023; also stated that the high
school choir is fantastic; had the opportunity to attend a concert over the
weekend and it was a packed house; one of the students is special
needs and it was wonderful to see the other students support him. Larick
stated that it was wonderful to see students in the audience tonight;

recognized Breast Cancer Awareness Month; has lost a loved one to the
terrible disease; is a painful thing to go through.
