INTRODUCTION AND ADMINISTRATION OF OATH OF OFFICE: Mayor Laurie Jadwin welcomed everyone and congratulated the newly elected Council Members, welcomed back the re-elected Council Members. Council Members were sworn at the start of the meeting. 1. Stephen Renner, Council Ward 1, Oath Administered by City Attorney Ray Mularski 2. Michael Schnetzer, Council Ward 2, Oath Administered by Chief of Police Jeff Spence 3. Kaylee Padova, Council Ward 3, Oath Administered by Beryl Piccolantonio 4. Trenton Weaver, Council Ward 4, Oath Administered by Evan Ecos B. CALL TO ORDER: ORGANIZATIONAL MEETING BY MAYOR LAURIE JADWIN. Invocation, Pledge of Allegiance, Roll Call. Gahanna City Council met for their annual Organizational meeting, followed by the first Regular meeting of the year on Monday, January 3, 2022. Mayor Jadwin called the meeting to order at 7:09 p.m. Council Member Karen Angelou delivered an Invocation followed by the Pledge of Allegiance led by Council Member Nancy McGregor. Bowers, Trenton I. Weaver, Kaylee Padova, Michael Schnetzer, and Stephen A. Renner C. ELECTION OF PRESIDENT. A motion was made by McGregor, seconded by Schnetzer, to elect Stephen Renner as President of Council. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner Mayor Jadwin then turned the meeting over to the President. D. ELECTION OF VICE PRESIDENT. A motion was made by Schnetzer, seconded by Angelou, to elect Merisa Bowers as Vice President of Council. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner E. ASSIGNMENTS BY THE PRESIDENT: 1. Finance Committee Chair- Michael Schnetzer. 2. Community Improvement Corporation- Stephen Renner, Trenton Weaver. 3. Mid-Ohio Regional Planning Commission- Karen Angelou as Executive Committee, Trenton Weaver as MORPC Technical. 4. Convention & Visitors Bureau- Kaylee Padova. 5. School Board- Merisa Bowers. 6. Incentive Advisory Board (2 Members of Council) - Merisa Bowers, Michael Schnetzer. 7. Volunteer Peace Officers' Dependents Fund (2 Members of Council) - Nancy McGregor, Stephen Renner. F. COUNCIL APPOINTMENTS TO BOARDS & COMMISSIONS: A motion was made by Schnetzer, seconded by Bowers, to appoint the members listed under Section F to fill the seats on the respective Boards & Commissions. Motion to Appoint Jason Ruark to the Property Appeals Board (Seat 5) for a term expiring on 12/31/2024. 4. Motion to confirm Mayor appointments to the Community Improvement Corporation. A motion was made by Schnetzer, seconded by Bowers, to confirm the Mayor appointments to the Gahanna CIC. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner H. ESTABLISH TIME AND DAY OF REGULAR CITY COUNCIL MEETINGS & COMMITTEE MEETINGS: 1. Regular Meetings to be held at 7:00 p.m. on the 1st & 3rd Mondays of the Month, unless a holiday falls on a Monday when City Hall is closed, then on the Tuesday following. 2. Committee Meetings to be held at 7:00 p.m. on the 2nd & 4th Mondays of the Month, unless a holiday falls on a Monday when City Hall is closed, then on the Tuesday following. I. ADJOURNMENT OF ORGANIZATIONAL MEETING. Meeting adjourned at 7:21 p.m. A. CALL TO ORDER: REGULAR MEETING. President Renner called the regular meeting to order at 7:22 p.m. B. ADDITIONS OR CORRECTIONS TO THE AGENDA. A motion was made by Weaver, seconded by Schnetzer, to postpone Resolution RES-0001-2021 to a future meeting, in order for the Faist family to be present. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner C. HEARING OF VISITORS: None. D. CONSENT AGENDA: 1. Ordinances for Second Reading: ORD-0092-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH SCA OF OH, LLC (SWEEPING CORPORATION OF AMERICA) FOR STREET SWEEPING AND PARKING GARAGE CLEANING SERVICES. This Ordinance was Adopted on the Consent Agenda. End of/Pass Consent Agenda. A motion was made by Schnetzer, seconded by Bowers, to Pass the Consent Agenda. RESOLUTIONS: RES-0001-2022 A RESOLUTION TO HONOR AND COMMEND MIKE FAIST FOR HIS TALENTS AS AN ACTOR AND CONTRIBUTIONS TO THE ARTS. This item was postponed to a future meeting. F. CORRESPONDENCE AND ACTIONS: Clerk - None. Council - None. G. REPRESENTATIVES: 1. Community Improvement Corporation: No report. 2. Mid-Ohio Regional Planning Commission: No report. 3. Convention & Visitors Bureau: No report. 4. School Board: No report. H. OFFICIAL REPORTS: Mayor Mayor Jadwin stated that their focus during the year would be on three main categories: rebuilding, reinforcing, and re-imagining; will work aggressively on deferred projects; will see in 2022, a redevelopment plan for the Creekside District, Parks & Recreation Master Plan, long-term Capital Improvement Plan; looking forward to working together. 2022-0019 Mayoral Proclamation for Jan. 3, 2022. City Attorney Mularski stated that he appointed Michael Greenberg to the Community Urban Redevelopment Corporation (CURC), to fill an unexpired term, ending 12/31/2023. He also provided the attached annual report. City of Gahanna Page 6 City Council Meeting Minutes January 3, 2022 2022-0005 City Attorney Annual Report to Council. I. COUNCIL COMMENT. Angelou - stated that what we do here as a council is really rubber meets the road kind of work, not partisan politics; doesn't matter who gets credit, but rather that things get done and that they work together. Being president and vice president is a tough job; has been president six times during her 33 years as a Council Member; wished them the best of luck. McGregor - wished everyone a Happy New Year; welcomed back Renner and Schnetzer; welcomed Padova and Weaver. Weaver - thanked the community for their support, his family, and volunteers during campaigning. Was born and raised in Gahanna, in Ward 4, of which he now represents; believes in duty to safeguard finances, improve the city's infrastructure, and to invest in the future. Gahanna embodies the spirit of giving; thanked those who volunteered to serve on boards and commissions. Padova - stated that she is honored to be here tonight to serve as a Council Member; is grateful for all the support; we all want to see Gahanna be successful even if we have different ways of getting there. Schnetzer - stated that he is happy to hear that the Mayor has an ambitious plan for the year ahead; welcomed the newest members; is happy to support them as he has been there before; looking forward to the new year. Bowers - stated that as we begin a new chapter, we hope to build on what we have accomplished and evaluate how to improve on it; will use this opportunity to work towards shared values; we have a new chapter to write together; looking forward to the re-imagining that Mayor Jadwin mentioned. Renner - stated that it is emotional and sacred to take the oath of office; serves all residents, not just those who voted for him; thanked his family; is a sacrifice to serve the city because of missing moments with family; thanked colleagues for lessons learned and relationships built; there is a transition between campaigning and serving; is privileged to be the president; will treat the governance as the governance is supposed to be; Council acts as one not as individuals. EXECUTIVE SESSION: to go into Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. A motion was made by Schnetzer, seconded by Angelou, to go into Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. Council rose to report into Executive Session at 7:47 p.m., entered the Committee Room, will all members present as well as the Mayor, City Attorney, and Director of Administrative Services.
