CALL TO ORDER Gahanna City Council met in Regular session on Tuesday, January 18, in Council Chambers. President of Council Stephen Renner called the meeting to order at 7:00 p.m. Rev. Joel L. King delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on January 14, 2022. Present 7 - Nancy R. McGregor, Karen J. Angelou, Merisa K. Bowers, Trenton I. Weaver, Kaylee Padova, Michael Schnetzer, and Stephen A. Renner B. ADDITIONS OR CORRECTIONS TO THE AGENDA: Bowers moved to add RES-0003-2021 under Section F. C. HEARING OF VISITORS: None. D. CONSENT AGENDA: 1. Minutes - To Approve: 2022-0017 Council Meeting Minutes for Approval. These minutes were approved on the Consent Agenda. End of/Pass Consent Agenda. A motion was made by Schnetzer, seconded by Angelou, to Pass the Consent Agenda. MOTIONS: MT-0001-2022 Motion to accept the resignation of Krystal Gonchar, as Clerk of Council, effective January 28, 2022. A motion was made by Bowers, seconded by Weaver, that the Motion be Approved. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner MT-0002-2022 Motion to appoint Pam Ripley as Interim Clerk of Council, effective January 29, 2022. A motion was made by Schnetzer, seconded by Weaver, that the Motion be Approved. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner F. RESOLUTIONS: RES-0002-2022 A RESOLUTION RECOGNIZING MARTIN LUTHER KING JR. DAY AND NATIONAL DAY OF SERVICE, JANUARY 17, 2022. A motion was made by Schnetzer, seconded by Angelou, that the Resolution be Adopted. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner RES-0003-2022 A RESOLUTION TO HONOR AND COMMEND KRYSTAL GONCHAR FOR HER SERVICE TO THE CITY OF GAHANNA. ORDINANCES FOR SECOND READING / ADOPTION: ORD-0093-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH GPD GROUP FOR PROFESSIONAL SERVICES FOR THE 2022 STREET REBUILD AND WATERLINE REPLACEMENT DESIGN PROJECT. A motion was made by Bowers, seconded by Schnetzer, that the Ordinance be Adopted, with the amendment of EXHIBIT A- Consultants Proposal FNL Highlighted, being the final EXHIBIT A. CORRESPONDENCE AND ACTIONS: City of Gahanna Page 2 City Council Meeting Minutes January 18, 2022 Clerk- none. Council- none. I. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner, Weaver Renner said they had their first meeting of the year this morning, at the Golf Course. It was an organizational meeting, and Betty Collins was appointed Chair, George Mrus appointed as Vice Chair, and Jeff Kessler will be treasurer. The Chair for the CIC Finance Committee will be Jeff Kessler, Governance Committee Chair will be Kelly Fox, Real Estate Chair will be Jodelle Carter, and the Technology Committee Chair will be John Hicks. During the Regular meeting, they were presented a quote to handle CIC's finance statements and annual audits. The Mayor provided an update on 2022 goals, and there was discussion on the bylaws change, which reduced the board from 13 members to 11; more discussion to follow. The Real Estate Committee reported on some required repairs to an outside staircase of a unit owned by the CIC. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated that they have not met in January, but they have been working on one-hour COVID presentations; worked with OSU on topic of masks. The MORPC 2022 State of the Region will be held on March 16 at the Greater Columbus Convention Center from 11-1:30 p.m. Weaver stated that he's looking to dive into sustainability issues. Angelou stated that officially, there are only two members, her and the Mayor, based off MORPC rules; have spoken with Mr. Murdock about the potential of having Weaver included on some things. Renner stated that Weaver would have a non-voting position. Convention & Visitors Bureau (CVB) - Padova Padova stated that the CVB is hosting the Creekside Cocktail and Chocolate Walk on Sunday, February 13 from 3 to 6 p.m. This is the perfect way to celebrate Valentines or Galentine's Day. Tickets are available on the Visit Gahanna website and Facebook page. There is a limited amount of tickets being sold, and they are close to being sold out City of Gahanna Page 3 City Council Meeting Minutes January 18, 2022 so don’t delay, get your tickets today. Also mark your calendar for the Visit Gahanna Annual Meeting, which will be held on Friday, March 11 from 11:30 to 1 p.m. at La Navona. This is a great way to learn about the CVB’s accomplishments in 2021 and what is planned for this year. There will be lunch, an educational speaker, and swearing in of new board members. School Board - Bowers Bowers stated that the School Board held its organizational meeting this month; members Sue Horn, Kara Coates, and Dion Manley were sworn in. Daphne Moehring will serve as Chair for Finance Committee, Coates will serve as the Chair for Student Learning and Achievement, Manley will Chair the Governance Committee. Their first meeting will be on Jan. 20, and they will discuss facilities. J. OFFICIAL REPORTS: Mayor 2022-0021 Mayor Reports & Proclamations. Mayor Jadwin thanked Rev. King for attending tonight and for opening the meeting with prayer; have attached a Proclamation for Martin Luther King Jr. Day. No report attached, will send out tomorrow. The American Red Cross has reached out to inform us that they are extremely low on their blood supply; will partner with Mifflin Twp. Fire to host a blood drive event on Feb. 3, from 2-7 p.m. COVID testing is a concern in our community and the Franklin County Health Dept. has created a resource for mapping and locating testing; testing kits are also available through the USPS now. Jadwin stated that there would be a Facilities Workshop meeting tomorrow at the Senior Center from 6-8 p.m. Renner stated that everyone received a copy of the slides that were presented last week. City Attorney Mularski thanked Gonchar for her service. No report. K. COUNCIL COMMENT All Council Members thanked Rev. King for attending tonight, and for his service to the Community. They each thanked Gonchar for her service. Angelou stated that the pandemic is not over but that it's imperative that City of Gahanna Page 4 City Council Meeting Minutes January 18, 2022 we move forward. Padova stated that she hoped the snow didn't keep too many people home for their day of service. Weaver stated that it was wonderful to see all the quotes from MLKJR that were shared on social media yesterday. He was also impressed with the conditions of the roads. Schnetzer thanked the Road Warriors for an excellent job clearing the snow; thanked the Parks staff who helped clear the trails so that people could continue utilizing those despite the weather. Bowers informed the Council Members that they now have a membership with the Columbus Metropolitan Club and can attend their events which cover a wide range of topics; have also joined the National League of Cities and can utilize their resources. Stated that the Labor movement was a force that transformed misery and despair into hope and progress; we need to ensure that our workers have a safe and healthy environment. Renner stated that it's notable that when visiting Washington D.C., you can see the Washington Monument, Jefferson memorial, Lincoln memorial, and then the Martin Luther King Jr. memorial in that complex; is important for our constitutional values. Renner stated that they are seeking appointments for some openings on boards and commissions as well as seeking candidates for Clerk of Council. Lastly, he stated that COVID hit his household last week, but thankfully due to vaccines, they were not hospitalized. 2022-0020 Council Member Merisa Bowers' Constituent Report. L.
