A. CALL MEETING TO ORDER - Roll Call.
Gahanna City Council met in Special Session on Monday, August 9,
2021, in Council Chambers of City Hall, 200 S. Hamilton Rd. President of
Council, Brian Larick called the meeting to order at 7:00 p.m. Agenda
for this meeting was published on August 6, 2021.
*Schnetzer was absent during roll call but arrived at 6:50 p.m.
Present 6 - Brian D. Larick, Stephen A. Renner, Michael Schnetzer, Karen J. Angelou,
Merisa Bowers, and Nancy R. McGregor
Absent 1 - Jamie Leeseberg
B. RESOLUTION:
RES-0028-2021 AN EMERGENCY RESOLUTION TO ACCEPT THE MATERIAL TERMS
OF THE ONEOHIO SUBDIVISION SETTLEMENT PURSUANT TO THE
ONEOHIO MEMORANDUM OF UNDERSTANDING AND CONSISTENT
WITH THE TERMS OF THE JULY 21, 2021 NATIONAL OPIOID
SETTLEMENT AGREEMENT.
City Attorney Ray Mularski stated that this is self-explanatory; there was a
settlement for millions of dollars and we are able to get a portion of those
funds; the Resolution presented is similar to others being passed
throughout the state; generally the Mayor signs agreements for the City,
but since this is a court case, the City Attorney has authority to sign .
Larick asked if there are any restrictions on the funds. Mularski stated
they are included in the attachments, but they need to be used to combat
the opioid epidemic. Mayor stated that it is listed in the Memorandum of
Understanding.

Chief Spence stated that there have been 46 overdose responses in
2017; there were 41 in 2018; 37 in 2019; to date for 2021 there have
been 14; 13 fatalities in all of those; through a grant from Ohio
Department of Health and Franklin County Public Health they have
received Naloxone at no cost and trained all officers; the Police
Department has used that 181 times since 2016. Larick stated that the
crises and impact to the community is real.
A motion was made by Renner, seconded by Angelou to Adopt the Resolution.
The motion carried by the following vote:
Yes: 6- Larick, Renner, Schnetzer, Angelou, Bowers and McGregor
Absent: 1- Leeseberg
