A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call.
Gahanna City Council met in Regular session on Monday, August 2,
2021, in Council Chambers of Gahanna City Hall, 200 S. Hamilton Rd.
President of Council Brian Larick, called the meeting to order at 7:00
p.m. Vice President of Council, Nancy McGregor, delivered an Invocation
followed by the Pledge of Allegiance. Agenda for this meeting was
published on July 30, 2021.
Present 6 - Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Nancy R.
McGregor, Karen J. Angelou, and Merisa Bowers
Absent 1 - Jamie Leeseberg

C. HEARING OF VISITORS.
- Proclamation Honoring Steve Nye
Mayor Jadwin shared the sad news of the passing of Steve Nye, who
worked for the Gahanna pools; called on his family members to present
the proclamation (see attached in file 2021-0149 below); will celebrate
Steve Nye Day at the Gahanna Swimming Pool on August 14; will be a
celebration of his life.

ORD-0035-2021 AN ORDINANCE TO AMEND PART NINE, STREETS AND PUBLIC
SERVICES CODE, CHAPTER 913, LANDSCAPING REQUIREMENTS,
OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA.
This Ordinance was Adopted on the Consent Agenda.

A motion was made by Renner, seconded by Bowers, to Pass the Consent
Agenda. The motion carried by the following vote:
Yes: 6- Renner, Schnetzer, Larick, McGregor, Angelou and Bowers

E. MOTIONS
1. Board of Zoning and Building Appeals Appointment
A motion was made by Schnetzer, seconded by Renner, to appoint Ross
Beckman to the vacant seat on the Board of Zoning and Building Appeals. The
motion carried by the following vote:
Yes: 6- Renner, Schnetzer, Larick, McGregor, Angelou and Bowers
Absent: 1- Leeseberg
F. ORDINANCES FOR INTRODUCTION / FIRST READING:
Schnetzer Introduced the item under Section F.
ORD-0049-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH AECOM FOR THE CLAYCRAFT ROAD
WATERLINE REPLACEMENT; AND TO REQUEST A
SUPPLEMENTAL APPROPRIATION.
This Ordinance was Introduced.

ORD-0048-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH ASTRO POOL COMPANY FOR THE
CONSTRUCTION OF A SPLASH PAD AT GAHANNA SWIMMING
POOL; WAIVE SECOND READING; ADOPT AS EMERGENCY.
Bowers thanked Director Ferrell for her explanation of having just the one
bid; this will be a real asset to families with young children. Larick stated
that we want to ensure that we continue looking at pools as part of a
larger strategy.
A motion was made by Schnetzer, seconded by Bowers, that the Ordinance be
Introduced, Second Reading Waived, and Adopted as an Emergency. The
motion carried by the following vote:
Yes: 6- Renner, Schnetzer, Larick, McGregor, Angelou and Bowers
Absent: 1- Leeseberg
H. CORRESPONDENCE AND ACTIONS:

2021-0150 Notice of Franklin County Commissioner's Resolution for Expedited 2
Annexation; Passed July 13, 2021, for Parcel ID No. 191-003163; Johnny
Torres-Guzman & Amelia Sifuentes-Torres, applicants.
Clerk stated that this is the next step in the annexation process, and
Council must wait a minimum of 60 days before passing any additional
legislation; tentatively scheduled for the September 13 Committee of the
Whole meeting.

I. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Leeseberg
Not present. Larick stated the next meeting is August 24, here at City
Hall.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that the next Executive Meeting will be held in their new
offices this week; will be their first in person meeting in over a year and a
half.

Convention & Visitors Bureau (CVB) - Leeseberg
Not present. Mayor Jadwin stated that they are continuing their Mid Week
At the Creek; they are getting ready for the Creekside Blues & Jazz
Festival.
School Board (SB) - Schnetzer
Schnetzer stated that there are continued discussions on the school
compensation agreement, with an internal deadline of end of week for a
new draft agreement; discussions will continue after that.
J. OFFICIAL REPORTS:
Mayor
2021-0149 Mayoral Proclamations and Report for August 2, 2021.
The Gahanna Division of Police submitted their 2020 Annual Report; full
scope of operations; full of data and metrics; commends Chief Spence
and Deputy Chief Lawless; worked with the marketing team to finalize;
tomorrow evening is the National Night Out from 5:30-8 p.m. at Sunpoint
Park; this Saturday Pelotonia will travel through Gahanna for the first time
in its history; the Corvette Club will have a classic car show on Saturday
at Creekside as a fundraiser for Nationwide Children's Hospital; will be
bringing back Support Gahanna day; Creekside Hops & Vines tickets
are now available; last day for pool operations is coming up in August
and September; have been working with Angelou on source of income
legislation and so the development team is looking into that to
understand the needs of residents; COVID regulations and guidelines
are ever changing but no changes at City Hall for now; have attached a
proclamation for National Black Business Month in support of our
black-owned businesses.
City Attorney
Mularski stated that the Speed Way Towing case has been appealed.
K. COUNCIL COMMENT
Angelou said that she missed having people be a part of the meetings
and is glad to see people in the audience; is celebrating her 55th
wedding anniversary this week. Bowers attached two reports, one for
June and one for July; thanked residents for reaching out; thanked the
Parks Department for great communication; stated that schools will

begin soon and to be mindful when driving. Renner stated that he's
grateful to be back at the dais and see the community and be able to
connect; thanked Mayor Jadwin for the Steve Nye proclamation; it is
paramount to the community that we have dedicated people for a cause;
that is what builds community; told the story of how he was going to the
CVS nearby his home and when he arrived, there was yellow tape
covering the door and there was a police presence; if not delayed by
neighbors then he would have been at the store when it was held up;
have taken active shooter training but when it happens near your home it
is a different level of awareness; lastly, the street poles are being
repainted which looks great. Schnetzer stated that he sends his
sympathies to the Nye family; hopes they find comfort in his lasting
legacy. McGregor stated that she had four grandchildren taking lessons
with Nye over the winter; appreciated his efforts in getting the kids
exercise despite COVID; is such an important life skill; all her
grandchildren have learned endurance by being part of the swim team;
Nye will long be remembered by many of his students. Larick stated that
the temporary Gahanna Library is open at the Hunter's Ridge Shopping
Center while the new branch is under construction; so many lives were
effected by Steve Nye; the pools are a success in part due to him.
