Larick, Jamie Leeseberg, Michael Schnetzer Kimberly McWilliams, CMC, Clerk of Council Monday, June 8, 2015 7:00 PM Council Committee Rooms CALL TO ORDER ADDITIONAL ATTENDEES: Shane Ewald, Troy Euton, Jennifer Teal, Robert Priestas, Michael Blackford, General Williams, Chief Dennis Murphy, Jeffrey Spence, Kim McWilliams, Sue Wadley, Dottie Franey, Rory Gaydos, Niel Jurist, Jeannie Hoffman, George Mrus, Glen Pratt. Kneeland called the meeting to order at 7:00 p.m. Present 6 - Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Karen J. Angelou, Michael Schnetzer, and Ryan P. Jolley Absent 1 - Stephen A. Renner ITEM FROM THE DIRECTOR OF EMERGENCY OPERATIONS - 2015-0110 General Williams supporting documents 1. Supplemental Appropriation: Everbridge Mass Notification System General Williams said he recently attended the Everbridge training with Jennifer Hamilton; believes there are advantages to the new system; will likely have more options with Everbridge; there are less limitations than Code Red offers; will have the capability to use the system for more than just emergencies; Everbridge has a greater mapping capabilities; already has a map lined out of Gahanna; have in the past been limited to the number of users; will be able to have multiple users with this new system; will have a robotic voice instead of a staff member recording; there will be no launch or pin code as we had to have with Code Red; there will be a template for a boil alert we can utilize for each time; residents will continue to get the weather warnings; believes it is well worth the investment; begining in 2016 we will save $9,000; it is important that we have this supplemental to pay the Code Red bill; keeping Code Red will allow a smooth transition to allow the City to put on a marketing campaign; Kneeland was asked to pass along from Renner that the folks at Franklin County had nothing City of Gahanna Page 1 Committee of the Whole Meeting Minutes June 8, 2015 but good things to say about the system; Leeseberg asked City Attorney Ewald about news getting out of the Code Red contract; Ewald said there is no update; Angelou thanked General for going through the training and providing the committee with information. RECOMMENDATION: Consent Agenda. ITEM FROM THE DIRECTOR OF PLANNING & DEVELOPMENT - 2015-0115 Supporting Documents from the Development Department 1. Columbus Academy Bond Issuance Blackford requesting approval for ordinance for tax-exempt bonds; emergency requested to meet the Columbus Academy's timeline; will benefit the City and Columbus Academy; Academy will receive a lower interest rate than a bank could offer; no city funds would be required; City has entered into similar agreements; the last in 2009; at the June 22nd Committee meeting there will be a representative there to speak about the bond; said Glen Pratt and George Mrus are here tonight to answer any questions; Larick said he talked with Marc earlier on; said it is a good opportunity for Columbus Academy; Kneeland confirmed we have done this before; Schnetzer said he understands there are no legal ramifications to the city; makes sense; Kneeland said it brings dollars back into the City. RECOMMENDATION: Consent Agenda; Emergency Legislation TOPICS OF DISCUSSION - 1. Strategic Plan Kneeland said administration has strategic plan proposals and wanting to schedule for the 5th Monday to bringing to Council; block of time for candidates to participate; Mayor said had 7 proposals and have 3 now; one local one flying and one semi local; would like them to come and speak to administration in afternoon and Council in the evening; will select the finalists; important to find the best fit; all are qualified now; will regroup tomorrow. New Request for Council Action (RCA) Process McWilliams said there is a new process for departments submitting items for Council action; will be a change to Council members as they will not see all the emails that are sent between directors and the Mayor; sat down with Mayor and President Kneeland and came up with a plan; will now see reports on the agenda; Angelou thanked McWilliams and said it is a much better process. All members approved and agreed with the new process.
