ITEM - From the Director of Emergency Operations 2015-0110 General Williams supporting documents 1. Everbridge Mass Notification System General Williams gave an overview of the attached PowerPoint presentation for Code Red; program is two phases, provides weather warnings and emergency notifications to citizens; any numbers registered with white pages are automatically registered with the system; those with a cell phone had to manually register; $15,000 a year; $7500 for weather warning; $7500 for emergency notification capability; had since 2007; used widely for emergencies; Franklin County has switched to Everbridge system; totally different than Code Red; Code Red was not given a bid; different from the siren systems, which is an outdoor warning system; program will be operated by Franklin County Emergency Management Agency (EMA); City of Gahanna going to training on the program June 2-4th; we may lose the mapping capability we have with Code Red; we currently can draw a map of an area and those residents in the area will be notified, we may lose that with this new system; cost for Gahanna is $6,678.09 for 2015; will be less in the future years at around $6,068; the City is City of Gahanna Page 1 Committee of the Whole Meeting Minutes May 26, 2015 required to participate and pay into the system; Everbridge is charging $260,000 to start the program; Code Red is National Weather Service generated while Everbridge will be Franklin County EMA generated with the exception of tornado, high winds, derecho warnings; Gahanna will be able to use the system with selective notification but with limited mapping capabilities; this will be a savings for Gahanna if we drop Code Red; all those registered with cell phones will have to re-register for Everbridge; will market the new system on the website, media, and notification via Code Red; planning a transition of one year; currently have a contract with Code Red that runs through July 2016; money is already in the appropriation; requesting money to pay for Everbridge; will have to have two systems during the transition, temporarily; increase proportionate share for Gahanna of $2117; siren cost remain at $7,200; requesting supplemental appropriation of $8,000 to cover all programs; will ensure Gahanna residents get notified for another year via Code Red and will allow for the transition to Everbridge Angelou asked how often we use; Dottie Franey said they use Code Red for boil alerts, possibly once a month; Angelou asked if it is possible to keep a portion of Code Red; Mayor said we may be able to go into contract for a portion of Code Red; General Williams agreed and said we can look into that if we are not happy with Everbridge; Mayor said it is a transition and we need to give Franklin County EMA a chance for the system; will have a better idea of how Everbridge works in another year; we may not need both systems Larick asked what the registration count is for Code Red; General Williams said the number fluctuates; likely around 4,000; Niel Jurist has exact numbers; Larick asked if there is a penalty for not participating in Everbridge; General Williams said the City has the option not to participate but will have to follow certain guidelines set by the code; telephone notifications would case a hole for Gahanna; Mayor Stinchcomb urges us to see what Everbridge can offer; Larick asked if we can opt-out for 2015 to test the system for Everbridge; Mayor Stinchcomb said there will always be a transition period; we need overlap; would like to see us stay with the County; will take time as the two companies are competing; Kneeland said we are giving up a lot of features and struggling to see the value in switching systems; General Williams said a grant was obtained to do a study; Columbus and Upper Arlington use Everbridge; going through the training manuals online; will know more in June; Kneeland asked why we would not opt-out with less features; Mayor Stinchcomb said we are not sure if there are less features; General Williams unsure about the mapping, still training; Leeseberg asked what the contract length with Everbridge is; General Williams said 3 years and cost will decrease after the first year implementation; Leeseberg asked if there are municipalities without a notification system; General Williams and City of Gahanna Page 2 Committee of the Whole Meeting Minutes May 26, 2015 Mayor Stinchcomb said yes there are several; General Williams said there are 14 members of the board, no one voted against the new system; Mayor Stinchcomb suggested we have other agencies using Everbridge give insight; urges us to go through the training; Kneeland said there are registered residents that have become accustomed to Code Red and now we have to tell residents the system is changing and costing us more funds; General Williams said they will market the new system and encourage residents to sign up; Mayor said she would not like to cancel Code Red, would like to transition; General Williams said he can and will follow up on the features and satisfaction of Everbridge; Leeseberg asked when the contract for Franklin County is; General Williams said January to January as Code Red is July to July; we owe currently now and have an invoice; Larick is we have a contract with an expenditure; asked if we hold off on Everbridge until January and we will still have a six month overlap; Leeseberg wants that transition period; asked if we can opt out of Everbridge for 2015; Mayor said FC will have to raise prices for other municipalities for 2015 and resend invoices; Leeseberg concerned we are paying 6 months that we did not use; Mayor Stinchcomb said it is prorated as it is more expensive for the first year; General Williams said a contract was signed with Everbridge in January 2015 and they requested 5 months to design the program for Franklin County; Angelou asked if we can opt-out of Code Red; Mayor Stinchcomb and General Williams said we asked and that is not an option; Angelou concerned how County can ask us to pay for a double service; Mayor said there are contractual issues with each municipality; Mayor Stinchcomb suggested we go through the training and come back with more details on the capabilities; General Williams said he can come back to the first Committee of June and give more information after the training. No Legislation. RECOMMENDATION: back to Committee of the Whole June 8, 2015. ITEM - From Council 1. TIF Larick introduced the possibility for moving forward on a new residential TIF; asked Anthony Jones, Director of Development, if this would be beneficial to the City; asked if we can get value from these TIFs to put toward other infrastructure needs; Jones said have current projects that we can create a TIF, would have to run some numbers; Kneeland said not an increase in any tax; will be an improvement from the time the TIF is established; asked what happens if the TIF district under performs; will it cost the city; Jones said only way is if we issue debt we would have to back that up; Angelou asked for an example of City of Gahanna Page 3 Committee of the Whole Meeting Minutes May 26, 2015 a residential TIF; Jones said Manor Homes, Olde Gahanna or West Gahanna; Angelou asked about the value in residential TIFs on commercial property; Larick gave an example of the apartments off Hamilton Road was undeveloped land; the valuation prior to the apartments and the valuation after represents the opportunity gap; putting the TIF on it allows us to hold onto that value and put back into the infrastructure needs; the language in ORC represents parcel and a district; can map within a district a footprint that would fall within the range of that district and the funds can go back into that district and not specifically that parcel; Jones said we have done that in the past; identified areas where new increment would be captured from new or redevelopment; prioritized needs for infrastructure improvements; married revenue and cost parameters to create a district to offset the funds; some of our TIF districts are large, to include Olde Gahanna and West Gahanna; Schnetzer asked for clarification from Jones if the $8200 per million per market or per county; Jones said one million dollars per market value; Leeseberg identified recent TIF at Hamilton Road and Morse Road to US-62; Renner thinks it is a great idea; referenced the Detroit rebuilds; Mayor Stinchcomb said caution TIF funds raised in that particular district have to be spent in that district; Renner asked if we have Detroit rebuilds in that area; Jones confirmed, Gahanna Heights; Renner asked if there is a time frame for the TIF; Jones said as soon as possible; will be able to report something back by next committee meeting; Larick said this is an introduction to an opportunity but is aware there is research and work to be done; Kneeland said it is hard to see the downside; Angelou asked if we can do that now; Jones said yes; TIF will be calculated January 1; has not been marked on the parcel at the auditor's office; currently at the baseline; have to move fast to get it in place; we have established a TIF prior to Franklin County in the past; Jones said developer does not have to sign off; some state review on TIF districts but those are not in effect; Jones will bring more to next Committee of the Whole meeting.
