Larick, Jamie Leeseberg, Michael Schnetzer Kimberly Banning, CMC, Clerk of Council Monday, September 28, 2015 7:00 PM Council Committee Rooms CALL TO ORDER Chair Renner called the meeting to order at 7:00 p.m. Present 5 - Thomas R. Kneeland, Jamie Leeseberg, Karen J. Angelou, Michael Schnetzer, and Stephen A. Renner Absent 2 - Brian D. Larick, and Ryan P. Jolley UDPATES FROM THE FIRE DEPARTMENTS 1. Mifflin Township Chief said appreciates being pushed up on the agenda. Up from last month. Saw about 800 EMS reported accidents. 117 vehicle accidents, 35 happened on Easton Way, 670, and E. Broad. Had roughly 200 fire related incidents, majority were automatic fire alarms and other kinds of service runs due to fires. Reports of structure fires and gas leaks are pretty common during this season. Interesting news: for about a decade, six agencies have become a part of an informal technology sharing. Will expand and share the New Albany PD system, currently sharing with Whitehall. 5 of the 6 agencies voted to create a Regional Council Governance that will improve shared governance in a more formal way and allow to function as an entity to take on new shared services. For past 10 years it has been really well. Dispatching, EMS, and Technology are those services. Will hear more about that and framework in the upcoming months. HAMILTON RD WIDENING PROJECT is going very well. It has been a clean site and managed well. No negative impact so far. Hats off to those managing well. Mr. Angelou in 2013-2014, due to economic changes. Need full time ambulances in service. Due to staffing challenges there has been some coverage issues. Needs 3 ambulances. Will finalize decision within two weeks. Fire Prevention Month starts in October. Theme is “Hear the beep when you sleep.” Every sleeping space should have detector as well as common spaces. Wants them wired or talking to each other so that when one beeps, they all beep. Smoke Detectors/batteries should be replaced no less than 10 years. Please contact office to get assistance with obtaining alarms, or get advice. Kneeland asked about programs for reduced costs for residents. Chief said they provide free battery detectors. Currently no provisions for wired detectors, working on it at the state level. Recently gave out 200-300 during a campaign. Kneeland asked if cost is a reason that people don’t install them. Chief said people don’t know where to put them. or need help installing them. Mayor asked if the ambulances were replacement ambulances. Chief said yes, and they replace about 3 years, this is routine replacement cycle. Angelou commented that the EMS workers provide comfort not the actual vehicle. Renner congratulated Chief on recent promotion. 2. Jefferson Township Chief said thank you for involvement. Said he has a symbiotic relationship. Fire department/Open House is on 10/4. Established partnership with Lowe’s on E Broad. The store has donated fire detectors. Because of new homes most have wired detectors. Working on getting knox-box access to elderly homes. Impacting public safety, Halloween Scarefest is 10/24. Great deal of emergency planning since there are 4,000 people in the dark. Invites all to come. Along with growth in township, the township is involved in a new plan for economic planning and development. The first meeting is next week. This is a 20 year comprehensive plan. In the community the median age is 39. Projects growth and planning for challenges. Calls are not heavy other than assisting Mifflin. Township just became an open book on OhioCheckBook.com. Just completed auditor’s state performance and results will be posted soon. Did a great job scaling the organization to core operations and forecasting economic environments. Applaud Chief of Mifflin for spearheading affiliate agencies. Kneeland asked Chief to describe a knox-box. Chief said it’s a shared key only for fire departments to get into. Residential knox-boxes are loaners. Owners have a key locked in the knox-box for the fire department and this prevents damage done to the home. Renner thanked them for coming. PENDING LEGISLATION ORD-0093-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH MANAGING RESULTS, LLC FOR THE PURPOSE OF FACILITATING THE STRATEGIC PLANNING PHASE OF THE CITYWIDE STRATEGIC PLAN; AND TO DECLARE AN EMERGENCY. Renner thanked Teal for providing contact information for the CEO of Managing Partners. Was able to discuss some things but had limited time. One of the suggestions was to have a retreat. Similar to budget season, which is done every year, which is a mini strategy done over a year, through successive committees. Gives council time to get to know and understand data. Already has that in place. Still trying to understand how this retreat is this different? Kneeland will follow up with the CEO, about items. Wants to see council complete this task. Wants questions answered first, but sounds like interpretation is key. Had a good conversation and hopes to have another one hour conversation. Renner asked for any other comments. Were none. Kneeland said put it on agenda for a second reading to determine. Angelou asked if not able to talk on Thursday, would there be a postponement. Asked Kneeland if he would know by the end of the week. Kneeland said does not wish to see this fail. Renner said it is time to redo the plan. This is really down to cost. The retreat is $14,500 thousand dollars. Wants to understand value of contract. Angelou said years ago a retreat was done. There was a whole process to come up with important ideas and visions. It was two days long, but does not remember costs. Mayor said does not want folks to think this is something where we are going to a resort to do this. It is open to the public. Wants to try to not jam this in when there is a lot on the agenda. Wants no distractions. People can focus on one topic.
