CALL TO ORDER
Chair Larick called the meeting to order at 7:00 p.m.
ADDITIONAL ATTENDEES: Kim Banning, Fire Chief Fred Kauser,

UPDATES FROM THE FIRE DEPARTMENTS
1. Mifflin Township Fire Department
Fred Kauser said he has a report; had a tragic loss of life; a 75 year
old man killed in a house fire; occurred at 5:45 p.m.; despite quick
action by a passerby and quick response times he had already passed
away due to smoke and fire conditions; all need to be reminded to
take this opportunity to push out more press releases and post on our
website that no one is immune to having a fire in their home; if you do
not see the fire start in your home there is a real likelihood you will not
escape it; need to prevent fires in the first place; poorly maintained
and installed heating appliances are a challenge; decorative flames
and fireplaces are a challenge in addition to cooking; ask we make it
part of the Safety Committee agenda in the future to get more
information out to the community; discussing making themselves
available to groups within the City to talk about real incidents that
occur; in 2015 responded to more than 10,000 runs; 80% are EMS or
medical related; around 2,000 are fire related; many of their runs
involve mutual aid; for the month of December the runs were up
slightly; on a structure fire about every 24 to 48 hours, which is normal
for this time of year; spent the beginning of the year managing
appropriations; first period is the calendar year and the second is for a
five year budget period which will take them through the next ballot
cycle; not a lot of major capital expenses going on in 2016; have

concrete needs at two fire stations; one in particular is the station
across the street; will be discussing that with the City; Station 134
needs all new concrete around the station; the Board of Trustees
expects to increase Fire Department staffing; will have a public notice
for a test and will be posting for that in mid-February; approved 3
replacement ambulances that should arrive by May 2016; the
Hamilton Road project is still going; have yet to have any significant
delays or impact due to the project; open to any questions.
2. Jefferson Township Fire Department (no update)
2016-0063 Update from Mifflin Township
ITEM FROM THE DIRECTOR OF INFORMATION TECHNOLOGY
1. Contract - CDW-G
ORD-0005-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO A STATEMENT OF
WORK (SOW) WITH CDW-GOVERNMENT FOR THE DUAL CORE
ROUTER REPLACEMENT FOR THE CITY OF GAHANNA'S
NETWORK INFRASTRUCTURE.
Gaydos said the agreement amount is just over $21K; was
appropriated in the 2016 budget and will be pulled from an existing
purchase order; will replace our core router with dual core routers;
project has been planned for quite some time.
RECOMMENDATION: Consent Agenda.
ITEM FROM THE CLERK OF COUNCIL
1. Liquor Permit - Himalyan Grille
MR-0004-2016 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION
TO THE TRANSFER OF A D1, D2, D3, D3A, D6 LIQUOR PERMIT
FROM CHRISTOS CUSTOM HOMES, INC. TO SEVEN GUYS
LIMITED DBA HIMALAYAN GRILLE, 1307 STONERIDGE DRIVE,
UNIT 3, GAHANNA, OHIO 43230.
Banning said she received a transfer for the same permit classes for
the Himalyan Grille; the Police Department had no objections.
RECOMMENDATION: Consent Agenda.

1. Amendments to Salary Ordinance for Part-Time Personnel
ORD-0006-2016 TO AMEND ORD-0141-2015, ORDINANCE FOR THE PART-TIME
PERSONNEL OF THE CITY OF GAHANNA JANUARY 1, 2016
THROUGH DECEMBER 31, 2016.
Cochran said the first two go hand in hand; will be bringing forward
two new positions; Kneeland said currently had a Director of
Emergency Management and will not be backfilling that position as he
will be taking on some of those duties; want to get the marketing
components together from the economic development perspective;
Cochran said the second position is the Part-Time Parks & Recreation
Coordinator; this position would be in the Herb Center; someone
would be running that center; not requesting a waiver or emergency;
Angelou asked if this will keep the Herb Center open longer hours;
Cochran said the person who is working there now is working a
reduced schedule and this will open up the programming
opportunities; Larick asked if there was an outline to the structure of
the Emergency Management position; Kneeland said he will play a
role and the Director of Public Safety will take on some of those roles;
in the beginning of setting up those roles and outlining those duties;
Angelou said the Herb Center is a vital part of Creekside and the Herb
community; asked if it will be the same person; Cochran said it will be
the same person; Teal said the classification the person is in does not
meet the job requirements and this will take it to that level.
RECOMMENDATION: Consent Agenda.
2. Transfer of Funds - Director of Marketing and Communication position.
MR-0005-2016 MOTION RESOLUTION TO AUTHORIZE THE TRANSFER OF
FUNDS IN THE AMOUNT OF $42,797 FOR THE PURPOSE OF
FUNDING THE NEWLY CREATED DIRECTOR OF MARKETING
AND COMMUNICATION. TRANSFER DETAIL ATTACHED.
Cochran said this is a request to transfer funds for the newly created
position; Metzbower asked if there was a goal to make this person full
time; Kneeland said he does not want to approach that right now;
would make sense down the road but right now it will work as a
part-time position.
RECOMMENDATION: Consent Agenda.
3. Addendum to Extend Agreement - Sedgwick Claims Management
Services, Inc.
ORD-0007-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO ADDENDUM TO
City of Gahanna Page 3

EXTEND SERVICE AGREEMENT FOR A THREE YEAR PERIOD
WITH SEDGWICK CMS, AS THE PROVIDER FOR THIRD PARTY
ADMINISTRATION SERVICES FOR THE SELF INSURED
WORKERS COMPENSATION PROGRAM AND STATE FUND
CLAIMS.
Cochran said this is a three year agreement; the cost goes down each
year; in 2011 we switched from being state funded; need less and less
each year.
RECOMMENDATION: Consent Agenda.
