Angelou, Michael Schnetzer, Jamie Leeseberg Kim Banning, CMC, Clerk of Council Monday, January 11, 2016 7:00 PM Council Committee Rooms CALL TO ORDER Chair Larick called the meeting to order at 7:00 p.m. ADDITIONAL ATTENDEES: Kim Banning, Shane Ewald, Mayor Kneeland, Jennifer Teal, Joann Bury, Anthony Jones, Rob Priestas, Dottie Franey, Troy Euton, Chief Dennis Murphy, Niel Jurist, Residents. ITEM FROM THE MAYOR'S OFFICE 1. RES-0001-2016 TO RECOGNIZE JOANN BURY FOR THE CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR THE FISCAL YEAR ENDING DECEMBER 31, 2014 BY THE GOVERNMENT FINANCE OFFICERS ASSOCIATION. Mayor Kneeland wanted to recognize Joann Bury for her achievement; Teal said this is the second year for this award; said Bury has made big changes; most communities that recieve this award are big cities who have a number of people working on the report. RECOMMENDATION: Consent Agenda. ITEMS FROM THE CLERK OF COUNCIL 1. ORD-0002-2016 TO ACCEPT THE ANNEXATION OF 2.1+/- ACRES INCLUDING ROADWAY RIGHT OF WAY FROM JEFFERSON TOWNSHIP TO THE CITY OF GAHANNA, OHIO, LOCATED AT 6607 CLARK STATE ROAD; REQUESTED BY MARK D. LUDWIG, PROPERTY OWNER. Banning said this is the second piece; received the deed today; there are a few changes that need to be made; no emergency or waiver is requested. RECOMMENDATION: Consent Agenda. 2. ORD-0003-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE FRANKLIN COUNTY BOARD OF ELECTIONS FOR USE OF City of Gahanna Page 1 Committee of the Whole Meeting Minutes January 11, 2016 CITY PROPERTY AS POLLING LOCATIONS FOR THE YEAR 2016. Banning said this is to approve the Mayor to sign to have the election poll here. RECOMMENDATION: Consent Agenda. 3. City Council to appoint a member to the Landscape Board Banning said Ken Shepherd resigned from the Landscape Board and was appointed to the Parks & Recreation Board; Angelou suggested we advertise for the vacancy; may have someone who served on the Economic Development Community Engagement Committee that would be interested; Larick said to put an ad out in the Rocky Fork Enterprise on the 21st of January and close by 29th; Angelou also suggested putting on the website; Larick said all media at the earliest convienence and responses collected by end of day January 29th; requested Council receive them on Monday, February 1st. RECOMMENDATION: advertise vacancy and close deadline for applications on January 29, 2016. 4. City Council to appoint a member to the Community Urban Redevelopment Council Banning said this position was held by Kimberly Arnold who moved out of the City; Larick said will follow same process as stated above. RECOMMENDATION: advertise vacancy and close deadline for applications on January 29, 2016. ITEM FROM THE CITY ATTORNEY 1. ORD-0004-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT FOR THE 2016 FISCAL YEAR WITH THE FRANKLIN COUNTY PUBLIC DEFENDER COMMISSION TO REPRESENT INDIGENT PERSONS BEFORE THE FRANKLIN COUNTY MUNICIPAL COURT CHARGED WITH VIOLATIONS UNDER GAHANNA ORDINANCES. Ewald said this is an item being brought forward on behalf of Mayor's Court; is $77.64 per case; is up for renewal this year; would like permission to extend the Franklin County Public Defender Contract. RECOMMENDATION: Consent Agenda. ITEM FROM THE PRESIDENT OF COUNCIL 1. Sound System Update Renner said we have had complaints on people having trouble being City of Gahanna Page 2 Committee of the Whole Meeting Minutes January 11, 2016 able to hear in Council Chambers; hope this is not a large expense or update; having the Clerk look into prices and will report back with those. REPORTS FROM DEPARTMENTS 2016-0005 Reports - City Administrator; Parks & Recreation Department Teal said the report she put out had an update on the RITA security breach; said if there are any additional questions, do not hesitate; said we are getting closer to public engagement sessions; have 9 sessions scheduled; have had a lot of excitement and attention to the Facebook group; getting unsolicited emails from word of mouth; folks are truly discussing this; have flyers with the information on listening and learning workshops; will be getting the hard copies in tomorrow; flyer includes all the sessions on the workshops and will help answer any questions; asks Council to take business cards and flyers and get the word out to the residents; goal is that all residents know about these workshops; will continue to keep everyone posted; Kneeland said they are getting a lot of traction and the community is really embracing; there is a lot of excitement; believes its great the way this is being promoted; have also been promoting this with Anthony Jones and the Development Department in terms of economic development.
