Renner Michael Schnetzer Kimberly Banning, Clerk of Council Monday, February 27, 2017 7:00 PM Council Committee Rooms CALL TO ORDER Chair Leeseberg called the meeting to order at 7:00 p.m. FIRE & POLICE DEPARTMENT UPDATES - Fire Chief Kauser - Mifflin Township 2017-0050 Gahanna Safety Committee Briefing 2/27/17 See attached report/notes. Larick asked about the 64 incidents, if they were overdoses or cardiac arrests; Kauser said there's a mix; said every overdose could become a cardiac arrest. Angelou asked how much the drugs cost; Kauser said Narcan is expensive but issued by the state. - Fire Chief Shull - Jefferson Township Not present. 2017-0048 Report from Director of Public Safety Thomas said will give a recap of 2016; Police Department responded to 30 overdoses since July; 41% of calls were heroin related; 3 resulted in fatalities; all officers are trained to administer Narcan and carry 2 doses; 5,174 calls to 911, 49% received through cell phone; responded to 34,999 calls for service; 9 robberies. Helping Jefferson Township as well. Doing speed checks on 270; began using Columbus PD to help train; will use method again this year; zero deficiency report for LEADS. Schnetzer asked about 30 overdoses, if City of Gahanna Page 1 Committee of the Whole Meeting Minutes February 27, 2017 that is only in 2016; Thomas said yes; there was an overdose today which was a fatality; Schnetzer asked how fast overdoses are speeding up; Chief Dennis Murphy said it is more than just heroin now; Larick asked about mutual aid, if that is a cost to us; Chief said this is no cost; we provide mutually and this is county wide. Leeseberg said he noticed Columbus PD cars parked at Fire Department; Chief said they park them safely there because they can't drive them home. Thomas reviewed 2017 report; wants to make a safe zone; did 46 house checks; currently in the 5th week of the citizen police academy; thanked Renner for VIPS program, a 12 week training program will be at Clark Hall; teaches basics of assisting first responders such as traffic direction, CPR, natural disasters could cause emergencies; will begin April 4; tell everyone to sign up; put on by Homeland Security with grant money. - Mark Thomas - Gahanna Director of Public Safety REPORT FROM LAURIE JADWIN, EXECUTIVE DIRECTOR, GAHANNA CONVENTION & VISITORS BUREAU 2017-0051 Convention & Visitors Bureau Report for February 27, 2017 See attached report. PENDING LEGISLATION - Director of Public Service ORD-0017-2017 TO AMEND PART ELEVEN, PLANNING AND ZONING CODE, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Last Committee of the Whole meeting brought forward some needed changes to zoning code; taken through Planning Commission and now going to Council for approval. McGregor said will email some questions to Dottie. RECOMMENDATION: Regular Agenda ITEM FROM THE POLICE DEPARTMENT ORD-0018-2017 SUPPLEMENTAL APPROPRIATION - ATTORNEY GENERAL POLICE OFFICER TRAINING ACCOUNT. Chief Dennis Murphy is they are requesting funds from Attorney General’s Office Peace Officer Training go to training account. City of Gahanna Page 2 Committee of the Whole Meeting Minutes February 27, 2017 RECOMMENDATION: Consent Agenda ITEM FROM THE DIRECTOR OF FINANCE MR-0007-2017 MOTION RESOLUTION TO TRANSFER APPROPRIATIONS IN THE AMOUNT OF $60,000 TO ACCOUNT NO. 101.348.5512, IT CAPITAL EQUIPMENT, TO PURCHASE AN ADDITIONAL SAN (STORAGE AREA NETWORK) FOR THE INFORMATION TECHNOLOGY DEPARTMENT. Bury said the IT Department would like to purchase equipment; looked into repairing versus replacing and it was decided that it was cheaper to purchase. RECOMMENDATION: Consent Agenda PRESENTATION FROM THE PLANNING & DEVELOPMENT DEPARTMENT 2017-0045 PLANNING & DEVELOPMENT REPORT Michael Blackford presented the attached report. Leeseberg said thank you for the report; echoed Schnetzer's comments on streamlining permit process; better for developers. Franey said bringing in a person from Lean Ohio to overhaul Building Division. Angelou said for plans that would be retired, would it be a formal action to archive them; Jones said adopted studies are permanent with ordinances. Angelou said we used to have more undeveloped land. Ewald said plans that are retired should be officially notified through ordinances. McGregor asked if this report was given to Planning Commission; Blackford said no. McGregor asked for a copy of those presented to Planning Commission and would like cost of all those plans; said comprehensive done in 2002 but two done after; things always changing but how do we prevent overlap; Blackford said the amount of growth that Gahanna had is different than now because there's less land; said every plan should be re-evaluated every 7 years to update policy and vision; Mayor said this conversation about overlap has concerned him for some time; wants to thank Blackford for the hours spent to gather data for this discussion; believes will be able to develop one plan as the oversight plan instead of various area plans; this will simplify things; Angelou said she thinks Economic Development Strategy will do that; Blackford said will be more in depth; Leeseberg said Economic Development Strategy did not cover all the areas. City of Gahanna Page 3 Committee of the Whole Meeting Minutes February 27, 2017 ITEM FROM COUNCIL OFFICE - Presentation from the Records Coordinator 2017-0049 2-27-2017 Records Coordinator Presentation Krystal Gonchar, Records Coordinator for the City of Gahanna, presented the attached information as it relates to the transformation of the records program in the last couple of years; Larick stated he asked Gonchar to present the overhaul in Council Office; said the records process has changed quite a bit; he pointed out Sharon Montgomery did a great job over the years; thanked Council office for their work; Mayor thanked Council office for getting things organized; Angelou stated that she learned a lot from the records presentation from Pari Swift from the Ohio Attorney General's Office; learned a lot about keeping up on disposal.
