McGregor, Karen J. Angelou, Stephen A. Renner, Brian D. Larick, and Jamie Leeseberg Absent 1 - Michael Schnetzer ITEM FROM THE DIRECTOR OF HUMAN RESOURCES ORD-0024-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO NEGOTIATED LABOR AGREEMENT TITLED "AGREEMENT BETWEEN CITY OF GAHANNA AND UNITED STEEL, PAPER & FORESTRY, RUBBER, MANUFACTURING, ENERGY, ALLIED INDUSTRIAL AND SERVICE WORKERS INTERNATIONAL", TO BE EFFECTIVE JANUARY 2, 2017 THROUGH JANUARY 1, 2020. Cochran said they voted to ratify their agreement; recommending we ratify the agreement as well; Leeseberg asked if the City Attorney has reviewed the agreement; Cochran said he was copied on the email, but not specifically; we have outside counsel that has reviewed; Metzbower said for the record, there has been substantial discussion on this item. RECOMMENDATION: Consent Agenda. ITEMS FROM THE DIRECTOR OF FINANCE ORD-0025-2017 SUPPLEMENTAL APPROPRIATION - Central Park TIF Fund. Bury said we were not expecting it to produce and it has; Larick asked what portion this is in; Teal said we can get that information from Development. City of Gahanna Page 1 Committee of the Whole Meeting Minutes April 10, 2017 RECOMMENDATION: Consent Agenda. ORD-0026-2017 SUPPLEMENTAL APPROPRIATION - Federal Equitable Sharing Funds. Bury said this is housekeeping; due to federal requirements these funds must be in a special fund; need a transfer to make this happen this year; we have a process for this but there are quite a few dollars that come in; we also have overtime grants; majority of time things are posted correctly; most of the time the process works very well. RECOMMENDATION: Consent Agenda. ORD-0027-2017 SUPPLEMENTAL APPROPRIATION - Bond Capital Fund Bury said this is also housekeeping; was a premium that was posted and is allowed by law only to be used in a certain way; this is a balance of the premium; this is for an interest only payment. RECOMMENDATION: Consent Agenda. ITEM FROM THE CITY ENGINEER MR-0012-2017 MOTION RESOLUTION TO AUTHORIZE PERMISSION TO BID THE PIZZURRO PARK BRIDGE REPLACEMENT. Priestas said the bridge is rated in poor condition; design is near complete; funds have been appropriated; McGregor asked if the road will be maintained and open while being replaced; Priestas said will be open to traffic; cost is $285K. RECOMMENDATION: Consent Agenda. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE ORD-0028-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO PROPERTY/LIABILITY INSURANCE RENEWAL CONTRACT FOR THREE YEARS WITH THE OHIO MUNICIPAL JOINT SELF-INSURANCE POOL. Franey said the City has been with the current provider for the last 10 years; since 2007, their base rates have been dropping; this year they are offering a 2.5% reduction to base rate; they have 3 year renewal terms; last renewal was 3 years; if we agree, it holds it for another 3 years; would like to renew for 3 years. MR-0013-2017 MOTION RESOLUTION TO AUTHORIZE THE CITY OF GAHANNA TO PARTICIPATE IN THE SOUTHWEST OHIO PURCHASERS FOR GOVERNMENT (SWOP4G) 2017-2018 SEASON ROAD SALT COOPERATIVE BID PROGRAM. Franey said we have some we need to purchase from the state; program is designed to require purchase if we told them we will; this year we want to bid through another consortium; does not require you to purchase what you say you will; Leeseberg asked how much was used this year; Franey said does not have that number with her; possibly less than 1,000 ton; Angelou asked who is in the SWOP4G; Franey said multiple municipalities; could be further than central Ohio; Metzbower asked about the rates; Franey said it is different in different years; the state swears they are lower; hard to compare; are all comparable.
