Renner Michael Schnetzer Kimberly Banning, Clerk of Council Monday, April 24, 2017 7:00 PM Council Committee Rooms CALL TO ORDER Chair Leeseberg called the meeting to order at 7:00 p.m. Present 7 - Brian Metzbower, Nancy R. McGregor, Karen J. Angelou, Stephen A. Renner, Brian D. Larick, Jamie Leeseberg, and Michael Schnetzer UPDATES FROM THE FIRE DEPARTMENTS - 2017-0097 Mifflin Township Chief Kauser provided an update from March; slight uptick in runs; had a structure fire almost every day across the region in the month of March; averaging about 40 runs a shift; put medic 131 in service on April 19; on April 6, said they were not involved, coincidence that all three engine trucks transported to St. Ann's and caught inside the tape; April 8 was their most significant run; was a well advanced fire; response time was 4 minutes; no updates on the building across the street; working with City administration on preliminary thoughts and discussions; more activity to come in May; gave an update on the CPR training available; launched community paramedic program; the Opiate Town Hall was for awareness; have been monitoring this for several years; time for community discussion. - Jefferson Township Chief Shull said trustees approved hiring of three additional full time firefighters; promoted a new Lieutenant; part of their succession planning; anticipate several retirements coming in the next few years; planning to have the experience; currently planning for the department's 50th anniversary this fall; getting close to the joint console project; have been working with Gahanna Police on this project; all hardware has been delivered; installation started last week City of Gahanna Page 1 Committee of the Whole Meeting Minutes April 24, 2017 at the PD; will start this week at MECC; Lieutenant Murphy has been great in assisting; getting to the time of the year for two wheels; the YMCA has been a big advocate of bike safety; May is Bike Safety Month; more than half a million injuries reported to the hospital each year; ranking second, only to basketball injuries; see a lot of people out without helmets on; more information is available at www.nsc.org. 2017-0101 Jefferson Township 4-24-17 UPDATE FROM THE DIRECTOR OF PUBLIC SAFETY 2017-0085 March 2017 Public Safety Report to Council Mark Thomas said a report copy was provided; last month there were 449 9-1-1 calls; several types of reports were taken; there were 18 narcotic related offenses; 63 motor vehicle accidents last year with 17% injury; 270 accounts for 37% of crashes; March crashes were down 10% from last year; we were able to send out 140 false alarms resulting in $6K in fees; said a presentation was given by the Deputy Chief on the Police Departments Customer Service base; all members of the Division will see that soon; Metzbower asked when we see a decrease in crashes, do we go through and see why we think there may be a decrease; Thomas said will look into and try and get an answer; believes it could be from stepped up enforcement; the Highway Patrol has also stepped up visibility; Larick asked about the calls for service, are the 9-1-1 calls included; Thomas said yes; Larick asked what the others are for, the type of calls; Thomas said could be complaints of someone speeding down street, locked out of car, suspicious cars or people, skateboarders, a wide variety; Angelou asked about the fatality, was it a resident; Thomas said yes, one was. ITEM FROM THE CHIEF OF POLICE ORD-0029-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH THE GAHANNA-JEFFERSON SCHOOL DISTRICT FOR THE PROVISION OF SCHOOL RESOURCE OFFICERS TO THE GAHANNA-JEFFERSON SCHOOL DISTRICT FOR THE 2017-2018 SCHOOL YEAR. Chief Murphy asked to enter into contract for the School Resource Officers; they pay half, we pay half. RECOMMENDATION: Consent Agenda. ITEM FROM THE CITY ENGINEER SR-0001-2017 TO DECLARE THE NECESSITY AND INTENT TO APPROPRIATE City of Gahanna Page 2 Committee of the Whole Meeting Minutes April 24, 2017 CERTAIN REAL ESTATE AT 319 JAMES ROAD FOR SANITARY SEWER SERVICES. Priestas said this is a request for sanitary sewer system; has been ordered by Franklin County Board of Health; have expressed financial hardship; this is typical; Schnetzer asked if this follows the property; Priestas confirmed; McGregor asked how many others on James Road are not; Priestas said 19-20 properties in the area; working on Price Road Phase II, which will extend; they will have to tie in, may offer an assessment; McGregor asked if available, is it required; Priestas said yes; Metzbower asked if the tap fee is like a mini TIF; Priestas said is a one-time fee; not going to generate any revenue; Leeseberg said they will get a bill for their usage; Larick asked about the existing sewer, is that the only one that has expressed interest; Priestas confirmed; said it is on the west side of the road. RECOMMENDATION: Consent Agenda. DISCUSSION: Kneeland added that Anthony Jones and himself will be presenting to Chinese students this week; said we are always asked to talk to these students; thought the material from what we really did when we visited China recently would be relevant; also a group wants to talk about a sister-city partnership; the Chinese students will be in Chambers at 12:45PM on Thursday; Angelou confirmed COTA is tomorrow night. ITEM FROM THE DIRECTOR OF PUBLIC SERVICE ORD-0030-2017 SUPPLEMENTAL APPROPRIATION - Insurance Claims Proceeds. Franey said quarterly we bring forward a request for insurance claims; do not have any auction money at this time that we typically ask for; would like these funds transferred back. RECOMMENDATION: Consent Agenda. COMMITTEE REPORTS - no action required. 2017-0084 Committee Reports - April 24, 2017 Barr said he provided a written report; includes an update on McCutcheon Road and the VFW purchase; here to answer any questions; the VFW purchase is on track; expect a late June, early July closing on that; will be additional information with OHM doing pre-engineering services; will bring those when they are ready; Leeseberg confirmed Arbors Day is Thursday; Larick asked about the floodplain at VFW park, there was discussion around the fields that City of Gahanna Page 3 Committee of the Whole Meeting Minutes April 24, 2017 are used by St. Matthews, is that discussion or a tentative agreement; Barr said needs to research to get more information; not sure where any documents or files are at this time; there is an ongoing process for who he needs to speak to; Angelou said believes it should be archived; Ewald said have not found that; Kneeland said may have been verbal; Barr said will check with St. Matthews; Teal said agreements about maintenance and use have not been located; Ewald said we can put a portfolio of all the documents together for Council; Larick said the overall project should encompass the full space and should be handled in tandem; Metzbower asked about the timeframe and the agreement; Barr said late June, early July; Ewald said will have it to Council next month.
