CALL TO ORDER
Chair Leeseberg called the meeting to order at 7:31 p.m.
Present 7 - Brian Metzbower, Nancy R. McGregor, Karen J. Angelou, Stephen A.

ITEM FROM THE MAYOR
- Summary of Visit to China
Mayor Kneeland said they had the students taking Chinese at
Gahanna Lincoln High School here today; wanted to highlight what
they did in the country; said there are development districts in China;
the purpose of the trip was relationship building and to increase
business development; said we have several companies in Gahanna
that do international business; one is Crystal Mountain; another goal
was to learn best practices; to be more innovative and efficient; in
some ways they lead us; showed the group of folks that were part of
the contingency; original was 12 mayors and their staff; ended up with
only the City of Westland, Michigan and Gahanna; met the Mayor of
Charlotte at an event there; the Tai Initiative is a nonprofit group that
builds bilateral communication; Anthony Jones, Director of Planning
and Development, said started in Shanghai, is the largest city in the
world; showed photographs; compared the French architectural style;
visited their market district; showed a think tank; Larick asked if there
is a comparable in the States; Jones said he was not sure; explained
how they are funded and what they are a part of; connected with
people and learned how others leveraged their public infrastructure to
support industry growth; next visited the Jiading Industrial Zone; took
some time to understand the business regulations there; visited two
industries - Cenat, develops batteries and Zhongke Shenjiang, an
electrical vehicle company; nuclear power is a big thing there; Mayor

Kneeland said they are getting away from coal; added that it was
interesting how they conduct business and their process for planning
to spend money and budget; Jones said next visited Changzhou - the
Tianning district; they are really good at selling their product; really
smart in showing how much they understood; they were very
welcoming; said Black Peony in Science Park - company that
produces fabric and other clothing; started their own business park in
2010; the Hundsun Science and Technology Park grow eco-friendly
space and businesses; provided gift packets to some of them; they
were very pleased; was very formal; received several gifts as well;
keeping in contact with several elected officials they networked with;
showed a medical industrial park; had an interesting list of medical
things they think we will be dealing with in the future; showed a
development zone called the West Taihu Lake Development Zone
that used to be a neighborhood; have one property owner that won't
sell to the government; they cannot just take the property with eminent
domain; visited the Israel Innovation Park; visited the National Green
Building Industrial Zone; showed images of the building; rooftops with
grass on them; Mayor Kneeland said most of their buildings are
designed by US architects; Jones said interesting to see the
differences where the market allows; next visited Shenzhen,
Guangdong Province; said they were the size of Gahanna 50 years
ago and are now the size of Ohio; one of the fastest growing cities in
China; average age was 34; met with the Vice Mayor there; said they
pay people for recycling and riding their bikes and giving back to the
environment; discussed a poorer part of Shenzhen they visited and
the nonprofit group that helps lower income families use more
environmentally sustainable practices to improve their quality of life;
ended at the Shenzehn bay Club; held a networking event themed "A
Night in Gahanna"; talked about their life and life in Gahanna; good
ending to a trip; the next steps are to keep in contact; share
information with JobsOhio and Columbus2020; Schnetzer said he
watched a documentary about selling businesses to China; Ford for
example; asked if they came across that; Jones said not specifically
but does know you have to be connected; is a restricted market;
Mayor Kneeland said you have to build relationships there before any
business conversation is held; Angelou asked how they traveled;
Mayor Kneeland said they flew one place and took a train to another;
one was a three hour flight; Mayor Kneeland said they have a sister
city just south of Beijing; collaborating with the schools.
ITEMS FROM THE CITY ENGINEER
ORD-0031-2017 TO ACCEPT DEEDS OF EASEMENTS FOR THE MINOR STORM
SEWER EXTENSION FOR 490 WHITLEY DRIVE AND 498 WHITLEY
DRIVE.

Priestas said this request is for two easements; easements are
recorded by the property owner; ready for acceptance.
RECOMMENDATION: Consent Agenda.
ORD-0032-2017 TO ACCEPT THE DEED OF EASEMENT FOR SANITARY SEWER
AT 471 N. HAMILTON ROAD; SA 1022.
WHEREAS, Park Crossing/The Parc is a multi-family development
located at 471 North Hamilton Road that is near completion; and
WHEREAS, the construction of the development required the
installation of a sanitary sewer; and
WHEREAS, a sanitary sewer easement was necessary for the
installation and construction of the sanitary sewer extension; and
WHEREAS, the necessary easements have been granted by the
property owner and have been recorded and are ready for acceptance;
and
WHEREAS, the City Engineer has determined the value of these
appurtenances to be $23,923.
NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That this Council hereby accepts the DEED OF
EASEMENT for the purpose of constructing, using and maintaining a
Sanitary Sewer and appurtenant works in any part of said strip,
including the right to clean, repair and care for said Sanitary Sewer,
together with the right of access to said strip for said purpose; said
Deed of Easement attached to this ordinance as EXHIBIT A, and
made a part herein.
Section 2. That this Ordinance shall be in full force and effect after
passage by this Council and 30 days after date of signature approval
by the Mayor.
Priestas said this is for a sanitary sewer easement for Park
Crossing/TheParc; near completion; necessary for installation of
sewer extension; ready for acceptance.
RECOMMENDATION: Consent Agenda.
ORD-0033-2017 TO ACCEPT SANITARY SEWER INFRASTRUCTURE FOR 471 N.
HAMILTON ROAD; SA 1022.
Priestas said this is to accept sanitary sewer infrastructure; developer
has requested this; met all basic requirements; passed all inspections

and testing; requesting it be accepted; Leeseberg asked if we have a
time between installation; Priestas said yes, we do.
RECOMMENDATION: Consent Agenda.
ITEM FROM THE CLERK OF COUNCIL
MR-0014-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION
TO THE TRANSFER OF A C1, C2, AND D6 LIQUOR PERMIT FROM
ED DAVIS ENTERPRISES LLC DBA ALPINE DRIVE THRU TO JB &
B LLC DBA ALPINE BEVERAGE DRIVE THRU, 210 GRANVILLE
STREET, GAHANNA, OHIO 43230.
Banning said this is a transfer; Police Chief did not have any issues
with the transfer.
RECOMMENDATION: Consent Agenda.
ITEM FROM THE CITY ATTORNEY
ORD-0034-2017 TO AMEND CHAPTER 563, PARK CONDUCT, SECTION 563.05,
FIREARMS; WEAPONS, OF THE CODIFIED ORDINANCES OF THE
CITY OF GAHANNA.
Leeseberg said this is from the Code Review Committee they
established at the beginning of the year; Ewald said we want to allow
flexibility for urban deer program or urban programs through the Boy
Scouts; our code prohibited open carry; some cases in Ohio have
restricted this; looking to adjust this code; this was taken before the
Committee reviewing different code sections; Police Chief Dennis
Murphy said they are big proponents of this; McGregor asked if this is
new; Ewald said will replace existing; Metzbower asked about point a;
said then you list situations where you can; Ewald said second line
deals with not being allowed to carry in the park; separating carrying
from discharging; originally law enforcement were allowed to carry in a
park; and people with permits; we didn't allow open carry; Larick said
this is an interpretation issue; Ewald said is a constitutional issue;
Schnetzer said this would permit open, concealed and law
enforcement; Ewald said yes; this is defensible and our current code
is not; McGregor said if you have a concealed carry and you cannot
use it but you have to; Ewald said there will be circumstances; cannot
allow discharging for no reason; very similar to Westerville's code;
self-defense is separate; would be dismissed; is a defense to the
charge; Schnetzer said the current code is not consistent with Ohio
law but the proposed code is; Ewald confirmed; Metzbower asked if
this was reviewed by outside counsel; Ewald said written in house and

reviewed by outside counsel; Metzbower said we have had issues in
recent years of code being interpreted different ways; would like
outside perspective; Ewald said has been reviewed carefully; our
Police Department and Parks Department have also reviewed;
Angelou asked if pools are included; Ewald said they would be
considered parks.
RECOMMENDATION: Consent Agenda.
