Larick, Jamie Leeseberg, and Michael Schnetzer FIRE DEPARTMENT UPDATE - Fire Chief Kauser - Mifflin Township (report under Committee Reports) Chief Kauser said we upgraded CAD system and will get reporting out this week; entering cold weather season; will see natural gas incidents; no updates for structures; new buildings are in que; another month away before we begin programing; thinks the board will be reaching out about formal ask to share site for dispatching portion; expect formal communication; board authorized purchasing two replacement firefighting apparatus'; will see a different design; driver in front and back; slightly less expensive; expect both trucks by October 2018; will be gone for about 6 weeks; still will have office hours; Assistant Chief will be acting Chief; expecting things to run the same; will have him here in his absence next month; Leeseberg asked about increase in natural gas; asked if their staff has been through Columbia Gas; Kauser said starting that now; McGregor asked about the community paramedic; Kauser said is going well; welcomes feedback; GPD has an officer that is filling a similar role; Larick asked about fleet is it handled with finances; Kauser said out of operating funds; uses today’s cash and will replace in next turn; built into the budget; kind of like a car payment that never goes away; found that is a better way to manage those kinds of assets; Metzbower asked the lifespan; Kauser said 10-12 years and goes into reserve status; rescue is 7-8 years; engine 6-7 years; a standard fire City of Gahanna Page 1 Committee of the Whole Meeting Minutes October 23, 2017 engine is about $550K. ITEMS FROM THE CITY ENGINEER ORD-0071-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH MEACHAM & APEL ARCHITECTS, INC., FEINKNOPF MACIOCE SCHAPPA ARCHITECTS, INC., TOOLE & ASSOCIATES, AND WILLIAM CONROY, FOR PLAN REVIEW SERVICES FOR PLAN REVIEW, BACK-UP PERSONNEL, AND INSPECTIONS. Priestas said will renew four contracts; annual; Angelou confirmed we still have staff in City; Priestas confirmed. RECOMMENDATION: Consent Agenda. ORD-0072-2017 TO AUTHORIZE THE MAYOR TO PROVIDE CONSENT LEGISLATION TO THE OHIO DEPARTMENT OF TRANSPIRATION (ODOT) FOR DO6 GUARDRAIL END TREATMENTS FY18, PID 104166, TO ALLOW THEM TO REPLACE GUARDRAIL END TREATMENTS ON HAMILTON ROAD IN THE VICINITY OF I-270; AND TO DECLARE AN EMERGENCY. Priestas said this is for an ODOT guardrail project; two fall in our jurisdiction; existing are not compliant; based on their schedule they have requested emergency; Larick confirmed this is state funded; Priestas confirmed; Angelou asked the deficiency; Priestas said crash standards. RECOMMENDATION: Consent Agenda. ORD-0073-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH THE CITY OF COLUMBUS FOR WATER QUALITY LAB TESTING SERVICES FOR 2018 AND 2019. Priestas said we contract with the City of Columbus for water quality lab testing; will maintain current fees; is a cost savings and provides ability to work with a municipality; they test every 3 months; test several sites throughout City. RECOMMENDATION: Consent Agenda. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE ORD-0074-2017 SUPPLEMENTAL APPROPRIATION - Fleet Program Auction Proceeds. Franey said this is a standard supplemental. Franey said this is also standard. RECOMMENDATION: Consent Agenda. ORD-0076-2017 SUPPLEMENTAL APPROPRIATION - Water Meter Proceeds. Franey said this is new but similar as it will be standard; we provide meters to new developers; would like that money back in expense account versus in general fund; this is transferring those dollars. RECOMMENDATION: Consent Agenda. ORD-0077-2017 TO AMEND CHAPTER 135, DEPARTMENT OF PUBLIC SERVICE AND ENGINEERING, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said annually the Service Department goes through code; explained each change as outlined in the report and code change; Metzbower questioned if these have been reviewed by legal; Ewald confirmed they have. RECOMMENDATION: Consent Agenda. ORD-0078-2017 TO AMEND CHAPTER 136, CITY ENGINEER, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. RECOMMENDATION: Consent Agenda. ORD-0079-2017 TO AMEND TITLE ONE, STREETS AND SIDEWALK AREAS, TO INCLUDE CHAPTER 903, CHAPTER 907 AND CHAPTER 909, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said this is street and sidewalk areas; fine is double permit fee; removing a requirement to attach a document; clarifying the responsibility is what in driveway pipe requirements; clarifying questions that have come up through the year; caught an area we did not change for the Building and Zoning fee schedule. RECOMMENDATION: Consent Agenda. ORD-0080-2017 TO AMEND CHAPTER 921, SANITARY SEWER CONNECTIONS AND RENTAL RATES, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said sewer footage fees - tried to make it more clear; no changes to calculations; and put in new rates; McGregor asked how long the consent order is; Franey said EPA wanted it to be 20 years; would have been an enourmous charge; Columbus tried to get moved to a 40 year; believes EPA has remained silent; Columbus is working on their 40 year City of Gahanna Page 3 Committee of the Whole Meeting Minutes October 23, 2017 and other modifications; Metzbower confirmed the rate increases are coming from Columbus; Franey said we have their rate increases but we don't just pass that along, we use our own as well. RECOMMENDATION: Consent Agenda. ORD-0081-2017 TO AMEND CHAPTER 925, SURFACE WATER DAMAGE, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said the only change is clarifying the penalty is per day per violation. RECOMMENDATION: Consent Agenda. ORD-0082-2017 TO AMEND CHAPTER 927, STORM SEWERS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said clerical change. RECOMMENDATION: Consent Agenda. ORD-0083-2017 TO AMEND CHAPTER 929, WATER CONNECTIONS AND RATES, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said clarified definition of fixture; wanted the wording to be more clear; same for footage fees - making it more clear; clarified property owners responsibility; put in new rates; have increased monthly cost of hydrant permit to cover all costs; added penalty for unauthorized water use. RECOMMENDATION: Consent Agenda. ORD-0084-2017 TO AMEND CHAPTER 933, BACKFLOW PREVENTION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said one clerical word change. RECOMMENDATION: Consent Agenda. ORD-0085-2017 TO AMEND CHAPTER 941, GARBAGE AND RUBBISH COLLECTION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said wording clarification; made a change to say you cannot leave your cans at the end of the driveway; had trouble enforcing that; put limits on that; currently bill in advance for refuse; new software will not bill in advance; will be current; making a change in code to allow that change to happen. RECOMMENDATION: Consent Agenda. ORD-0086-2017 TO AMEND CHAPTER 943, SANITARY REGULATIONS, OF THE City of Gahanna Page 4 Committee of the Whole Meeting Minutes October 23, 2017 CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said there was a requirement to keep a hard copy in office that is available online. RECOMMENDATION: Consent Agenda. ORD-0087-2017 TO AMEND CHAPTER 945, WEEDS AND GRASS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said clarifications for weeds; McGregor said examples given, those are different than ORC, is there a reason why; Barr said you can have the weed but cannot grow into grass or right-of-way; Franey said will get with City Arborist and provide clarity. RECOMMENDATION: Consent Agenda. ORD-0088-2017 TO AMEND CHAPTER 1301, BUILDING CODE, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Franey said we removed the notation for the Chief Building Official saying they had duties over zoning regulations; clarified definitions; added requirement for general contractors to register with the City; removed bonding requirement for contractor registration; caught more places where the Building and Zoning fee schedule were not addressed; Larick asked the registration for general contractors, the reason for the requirement; Franey said believe that is a miss to not have them register; Larick asked how it will be enforced; Franey said same way as others; they annually register; Priestas said they will not be able to get their permit if they are not registered; will not be able to pass their inspections; Franey said were finding things falling through the cracks; Priestas said could be a general permit for the project; Larick asked cost; Priestas said $100/annually; Leeseberg said when he got his basement done his contractor was surprised he did not have to register; Priestas said it is typical in the industry; Larick said this has to do with permit required work - asked the scope this addresses - section D; Priestas said would exclude trade permits; Larick said if you rent, you cannot frame; Priestas confirmed; scope of work allowed or not allowed to work on; depends on if you occupy the structure; what is the work that requires a vendor to do; Priestas said anything that would require a building permit would require a permit; Larick confirmed if you are property owner for the property, you can do the work if you register; Priestas confirmed and said you have to meet the insurance requirements; those are defined on the application. UPDATE ITEM FROM THE DIRECTOR OF PARKS & RECREATION City of Gahanna Page 5 Committee of the Whole Meeting Minutes October 23, 2017 - Columbus Blue Jackets Foundation Grant Award (report under Committee Reports) Barr said the Columbus Blue Jackets Foundation issued a $100,000 check for the construction of the playground at the westside park; we were the second largest award; we are at 80-90% plans reviewed; will hopefully break ground next year; are making progress; Metzbower asked if we went through a formal grant writing for that; Barr said yes; explained the internal decision making progress for applying for grants; Mayor Kneeland said all of the grant recipients had some form of physical activities; ours was awarded because it is an all inclusive park; the highest award went to kids dental health; was a great connection between kids, health and fitness; is a Blue Jackets theme out there but their logo will be out there and some of their vertical support columns will look like a hockey stick; will not be too over the top.
