McGregor, Karen J. Angelou, Stephen A. Renner, Brian D. Larick, Jamie Leeseberg, and Michael Schnetzer ITEMS FROM THE DIRECTOR OF DEVELOPMENT - Discussion Item: Medical Marijuana Moratorium Jones said administration met a few weeks ago to being discussing our code as it pertains to medical marijuana; there is cultivation, processing, and dispensaries; have received a lot of phone calls; we are requesting Council give us time to make a determination; requesting a moratorium; state allows cities to prohibit or limit these types of activities; working with City Attorney's office to draft language; Ewald said will probably mimic a sister city; their legislation is good; will work with administration to see what the willingness of Council is to entertain this; Angelou said on a moratorium, is just a specific time period; Ewald confirmed; Bexley went the longest at he believes 18 months; Renner said not opposed to 6 months; real meat of this is why; was not anything in the Council packet to talk about this; this issue has a lot of pieces and parts; thought the state already did something; what is our role; Jones said authorized a certain number of facilities; does allow cities to limit the use or types of activities in their city if they have a zoning code; we have the freedom; Johnstown is very accepting; wants it cultivated there; Dublin wants more time to evaluate; is a new industry; trying to take a closer look; getting frequent requests on a regular basis for realtors and others in the business; Renner said this is an evaluation to understand what code we need to put in place on this; Jones said yes; trying to understand how this will play out and not re-invent the wheel; Teal said COMMA has not taken a collective City of Gahanna Page 1 Committee of the Whole Meeting Minutes October 9, 2017 stance or discussed the issue; Ewald said will be a recommendation coming from administration; Teal said Mayor requested to get the ball rolling on this; wanted to introduce the item; starting the movement is where we are tonight. ORD-0070-2017 TO APPROVE THE RECOMMENDATIONS OF THE TAX INCENTIVE REVIEW COUNCIL (TIRC). Jones said we have recommendations from the TIRC; is an annual meeting held to determine City's compliance with CRA tax abatement program; happy to report that 41 businesses have outperformed by 52%; 13 residential abatements; annual review takes place to make recommendations; no recommended action is requested; those without compliance have reasons why; we are creating more jobs than anticipated; Metzbower asked when the meeting took place; Jones said believes end of second quarter; Metzbower asked if we can get that report; Jones said provided in Council report; has every parcel and the abatement with number of jobs created; McGregor asked if it has Creekside residences; Angelou asked how long those run; Jones said 15 years for the 13 residences; started in 2008. RECOMMENDATION: Consent Agenda. ITEM FROM THE CLERK OF COUNCIL MR-0028-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION TO TRANSFER OF A D2 LIQUOR PERMIT FROM LOLAS MICROWAVE COOKERY TO AMORE CUCINA INC. DBA LOLA AND GIUSEPPES TRATTORIA, 100 GRANVILLE STREET. Holbrook said this is for a transfer of a liquor permit for 100 Granville Street; Police had no objections. RECOMMENDATION: Consent Agenda.
