Larick UPDATES FROM THE FIRE DEPARTMENTS 2018-0166 8-27-2018 Mifflin Township Fire Chief Kauser Chief Kauser of Mifflin Fire Department discussed highlights from the report he previously submitted to Council (see attachment). No questions from Council. PRESENTATION FROM THE MAYOR & STAFF - GAHANNA GATEWAY IMPROVEMENT PROJECT UPDATE Jeff Barr stated that in 2015, Council approved funding for the Gateway project. Anthony Jones provided a PowerPoint update on the project. Jones provided background on the project, based on the GoForward Gahanna plan, including street signage and the new brand project. Jones stated monies have already been appropriated, approximately $95,000, and will be approved in 2019. Jones stated the new signage will enhance all primary, secondary, and tertiary access points, including Hamilton Rd/Claycraft Bridge enhancements. Cost estimates will be captured and implementation plans determined. Hamilton Road at 270, trail access, and the downtown bridge are primary access points for visitors/residents. These will enable those using the trails and visiting the downtown area will help individuals. There will be three concept plans for each of the three areas, which will include cost estimates, and decisions can be made among them. Currently only in planning phase. City of Gahanna Page 1 Committee of the Whole Meeting Minutes August 27, 2018 McGregor said MetroParks has a sign that marks their user trails that is consistent throughout the whole system. Any thought to mimicking those so it’s similar and we don’t reinvent the wheel. Barr said on the Big Walnut trail, we would coordinate with MORPC on that signage. Other trails throughout the city will have different information. Larick asked McGregor whether she was speaking about style or information content. McGregor said she hoped that eventually everything would be connected and hoped we’d participate. Barr said MORPC doesn’t tell you where to put signage either. McGregor asked whether the wood signage would be replaced (Welcome to Gahanna). Barr said yes. McGregor said there is a discussion on social media about updating the wood signs and 99% said NO, they really like the signs, it’s like coming home. Angelou asked whether those were people actually living in Gahanna, and McGregor said they were familiar names, but she wasn’t expecting that viewpoint. PENDING LEGISLATION: ORD-0065-2018 TO AMEND SECTION 161.081, CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY, OF CHAPTER 161, INCOME TAX, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, RELATED TO THE SUBMISSION TO THE ELECTORS OF THE CITY OF GAHANNA AT THE GENERAL ELECTION TO BE HELD NOVEMBER 6, 2018, AN ORDINANCE TO AMEND ORDINANCE 75-76, PASSED AUGUST, 1976, SO AS TO INCREASE THE GAHANNA INCOME TAX FROM A RATE OF ONE AND ONE-HALF (1.5%) PERCENT TO A RATE OF TWO AND ONE-HALF (2.5%) PERCENT. City Attorney Ewald said he has not received any input, asked if Council has received any feedback. No one indicated any feedback received. RECOMMENDATION - September/October Committee of the Whole as needed; October 22 Special Meeting; Second Reading ITEM FROM THE PARKS & RECREATION DIRECTOR ORD-0077-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO LEASE AGREEMENT FOR PERSONAL WIRELESS COMMUNICATION FACILITY LOCATED AT ACADEMY PARK. Barr said this item replicates the cell tower agreement. Reviewed lease agreement for another site just north of Academy Park, near guard rail, there is a flat area there where tower would go. Monopole based on elevation from Cherry Bottom Rd, don’t expect negative feedback with location as trees will hide it. Capital contribution and rent is the same as the previous agreement at golf course approved by Council. Ewald received feedback from Service. Need to make revisions to exhibit. Capital contribution will be $50,000 instead of $35,000. Additional comments are worked into draft. City of Gahanna Page 2 Committee of the Whole Meeting Minutes August 27, 2018 McGregor asked exactly where this is located. Ewald provided verbal description in relation to baseball diamonds. Between trail and the brush. Schnetzer said when you go up Cherry Bottom there’s gravel access near the trail, it is further south. Metzbower said this is the reincarnation of the other project. Barr said it is additional. One at the golf course, one at Academy Park. We’ll have two. The agreement, the capital contribution is an additional $15,000 but the rent, frequency, and duration are the same. Metzbower asked about the status of the golf course tower. Barr said they still need to bring forward the appropriate application and go through design review. It has been approved by Council, but it’s now in the developer’s hands for the application process. Went away from the barn silo to the monopole near the center line of the soccer field and goes into the woods. Pole is maybe 120 feet, trees are 80-90 feet, but it sits maybe 150 feet off the road, so you may see the top third. Leeseberg asked when the terms begin. Ewald said they have the right to abandon it, but there is no term to start construction. Leeseberg asked when rent begins. Ewald said after the application process and get their first tenant attached. Schnetzer asked how this would get booked on revenue. Bury said we actually have a line item for rent. RECOMMENDATION - 1st Reading, back to Committee, 2nd Reading Regular agenda ITEMS FROM THE DIRECTOR OF FINANCE MR-0036-2018 MOTION RESOLUTION TO TRANSFER APPROPRIATIONS FOR YEAR-END PROJECTION OF SALARIES AND BENEFITS. Bury said we did a projection to the end of the year. Normally we would bring it mid-year. First action is a motion resolution due to changes in staffing and insurance levels. Leeseberg asked when we go year to year, how do we track these changes. Bury said we set the appropriations, and as things change throughout the year, we don’t make changes. We pull out what’s actual versus appropriates. If there’s a shortage, we look if we were over somewhere else and move things around so nothing comes up short. RECOMMENDATION - Consent Agenda ORD-0078-2018 SUPPLEMENTAL APPROPRIATION- End of Year Salaries & Benefits Bury said we couldn’t identify where to move money from, so this is for supplemental. Dispatcher hadn’t previously elected insurance. For streets and highway, there’s been more requests for road closures so need funds due to those events. Larick said looking at the supplementals, 20 for street fund, 5 for highway, there was a plan that changed throughout the year and we’re coming back for a supplemental. That is the way it should work. We have a plan, if something changes, we have a request and explanation and go from there.
