A. CALL TO ORDER
Vice President Renner called the Committee of the Whole meeting to
order at 7:00p.m.
B. ITEMS FROM THE CLERK OF COUNCIL
ORD-0093-2019 AN ORDINANCE TO AUTHORIZE THE MAYOR TO ENTER INTO AN
EASEMENT AND RIGHT-OF-WAY AGREEMENT WITH MI HOMES
FOR THE PURPOSES OF A PATHWAY INTO HANNAH PARK.
Committee members were presented with the Easement Agreement and
Trail Access Agreements.
Mrs. Angelou asked if we could request that the $150,000 would be
specifically used for that park.
Mr. Ewald replied that Council could place any language desired in the
legislation but that it was a self-imposed limitation.
Mr. Larick asked if there were any standards to maintain the path.
Mr. Ewald replied that it would be maintained to City standards.
Mr. Larick asked about opportunities to make changes down the road
and is there an ability to make a unilateral decision.
Mr. Ewald replied that all changes would have to be agreed upon by both
parties.
Mr. Larick stated that what continues to be frustrating is that every action
the city takes to work with our neighbors and cooperate with them is

rebuffed. Council's actions to eliminate long term stay hotels in the city
as an example, continue to be ignored. Every step that we have taken
has been to be cooperative and that is not being responded to. He
pointed out quotes in recent news articles (August 22) where the
township had been quoted as saying "keep the township whole...
annexation by another entity would be scary... we're between a rock and
a hard place...", none of which are questions asking how we best build
our community as a whole and work together. "Protect ourselves from
annexation at all cost" is what has occurred. He says that at the end of
the day, every turn that we attempt to take to have a well-developed
community across the school system, they are developed parcel by
parcel as opposed to with thoughts about the future of the community.
Mrs. Angelou said she wishes we could have a relationship and she has
attempted to do that by bringing MORPC out to them and having them
join. There are people that live out there that understand but she is
unsure this can be solved.
Mr. Metzbower replied that he spoke before the township at a meeting
with a message that we are not communicating and that is when we get
sub-par projects so was disappointed to see the quotes in the local
paper from the township as well.
Mr. Leeseberg said that we didn't even get a response from the
Township. They have no interest in doing anything and it's disappointing.
That is what hung this up for so long.
Mrs. McGregor asked if the maintenance includes branches over the
path and tree maintenance.
Mr. Barr responded that the short distance it is, he would rather our
forester handle it.
Mr. Ewald pointed out that it was in the agreement.

RES-0010-2019 RESOLUTION CONCERNING SERVICES TO PROPERTY PROPOSED
FOR ANNEXATION: 0.7 +/- ACRES IN JEFFERSON TOWNSHIP (4478
E. Johnstown Road; John B. & Machiko Shafer, PID#170-001140) TO
THE CITY OF GAHANNA, AND CITY BUFFER REQUIREMENTS AS
PROVIDED IN OHIO REVISED CODE 709.023.
The Clerk of Council presented the Resolution for Services for
Annexation.
Mr. Leeseberg presented some background on the item. The gentleman

has a failing septic system and needs to annex to tie into the sewer line
on Johnstown Road.
RECOMMENDATION: Consent Agenda.
MR-0035-2019 MOTION RESOLUTION TO APPROVE A CONTRACT ADDENDUM
WITH MUNICODE TO REVIEW THE TRAFFIC (TITLE XLV) AND
CRIMINAL (TITLE XXIX) PORTIONS OF THE OHIO REVISED CODE
FOR REVISIONS, DELETIONS, OR ADDITIONS AND CODIFY
SEMI-ANNUALLY
The Clerk of Council presented a need to adopt an addendum to
Municode agreement so the comparative analysis of the ORC can be
done annually. Additionally the current traffic and general offenses
section of the Code will be analyzed and updated accordingly. This
process will take 3 months, but then the analysis will be done on an
annual basis and updates made as they are completed.
RECOMMENDATION: Consent Agenda.
C. ITEM FROM THE CITY ATTORNEY
ORD-0092-2019 SUPPLEMENTAL APPROPRIATION - THIRD QUARTER BUDGET
ADJUSTMENT
Mr. Ewald outlined the request for supplemental funds. Funds requested
are from outside legal expenses. Several cases have been closed out
but the final payments need to be issued.
RECOMMENDATION: Consent Agenda.
D. ITEM FROM THE DIRECTOR OF PARKS & RECREATION
ORD-0094-2019 AN ORDINANCE TO ADOPT THE COMPREHENSIVE LANDSCAPE
PLAN, DATED AUGUST14, 2019, FOR THE CITY OF GAHANNA,
OHIO.
Mr. Barr presented the Comprehensive Landscape Plan that is a
guideline that is updated every 3 years. Included are details on street
trees, park trees and Tree City USA programs. Plan is attached.
Mr. Larick asked if there were any significant changes.
Mr. Barr responded that there weren't any significant changes but the
Forrester listed more prohibitive and invasive rather than referring to,
where to go to find... giving common names and where to go to find the
inclusive list.
Mrs. Angelou asked if the pear was the Bradford Pear.

Mr. Barr replied that yes, it is now prohibited.

ORD-0095-2019 AN ORDINANCE TO AUTHORIZE THE MAYOR TO ENTER INTO
CONTRACT WITH THE CITY OF COLUMBUS FOR SNOW AND ICE
REMOVAL FOR THE 2019-2020 WINTER SEASON; AND WAIVING
SECOND READING.
Mr. Crawford presented his request to Committee, details are attached.
Requesting a waiver of second reading.

ORD-0096-2019 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL
APPROPRIATION - Refuse Fund
Mr. Crawford presented his request for a supplemental appropriation
which is attached.

F. ITEM FROM THE DIRECTOR OF HUMAN RESOURCES
RES-0011-2019 A RESOLUTION AUTHORIZING TEMPORARY WORK AT A HIGHER
CLASSIFICATION FOR THE DIRECTOR OF PLANNING AND
DEVELOPMENT
Mayor Kneeland presented his request to Committee to increase the rate
of pay for the Acting Director of Development. No additional
appropriation is requested.
