CALL TO ORDER The Committee of the Whole was called to order at 7:47p.m. by Chairwoman Nancy McGregor. The meeting was held via Microsoft Teams due to the continuing COVID 19 emergency. All members were in attendance. B. DISCUSSIONS 1. ITEMS FROM THE PLANNING & ZONING ADMINISTRATOR ORD-040-2020 ORDINANCE AUTHORIZING AN AGREEMENT WITH WAREHOUSE SPECIALISTS LLC, FOR TAX ABATEMENT FOR PROPERTY LOCATED AT 650 TAYLOR STATION ROAD; PARCEL ID NO. 025-013386; FOR A PERIOD OF TEN YEARS, FOR ONE HUNDRED PERCENT TAX ABATEMENT ON THE INCREASED VALUE OF THE PROPERTY; PART OF COMMUNITY REINVESTMENT AREA #1. First reading was on 5/04/2020. Mr. Blackford offered clarification on how the school compensation agreement would work: any job within the 52,000 addition will be shared with the schools. New job or existing job. That income tax will get shared with the schools. Ms. Bowers said she appreciated the time from the administration in answering her concerns and questions. Mr. Schnetzer asked Mr. Blackford about a clause where if not enough City of Gahanna Page 1 Committee of the Whole Meeting Minutes May 4, 2020 jobs are created the city loses money, if there is language to that point. Mr. Blackford stated yes, there is an annual review and there is a claw back for under performing companies and this is no different. Recommend Second Reading/Adoption on Regular Agenda 2. ITEMS FROM THE DIVISION OF POLICE ORD-047-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Amending Section 529.07 Open Container Prohibited of Chapter 529 Liquor Control Chief Spence presented his legislative files. The first is to add language for a DORA exception. The language will negate the sections of open container for businesses operating under the DORA. This language would only be in effect once the DORA is enacted. Mrs. Angelou asked if the DORA is going to come forward soon and did they follow the Hilliard way, or is it different. Mayor Jadwin said there are some final touches being done and it should be ready in the next couple of weeks. Mr. Larick asked if Mr. Mularski has reviewed the law and if there were any concerns. Mr. Mularski replied that he is satisfied with the language. RECOMMENDATION: Regular Agenda. ORD-048-2020 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - Federal Law Enforcement Trust Fund Chief Spence presented his legislation. The funds will be utilized to fund the purchase of COVID PPE and UV light sanitation systems. Mrs. Angelou asked if these expenditures can be paid by COVID reimbursement funds. Chief Spence said yes, but we need the items now and once those funds (Federal stimulus funds etc..) come in we can reimburse the fund. RECOMMENDATION: Consent Agenda. City of Gahanna Page 2
