A. CALL TO ORDER
Chair McGregor called the Committee of the Whole to order at 8:36 p.m.
B. DISCUSSIONS
1. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE & ENGINEERING
ORD-057-2020 ORDINANCE AUTHORIZING THE MAYOR AND DIRECTOR OF
PUBLIC SERVICE & ENGINEERING TO ENTER INTO A CONTRACT
WITH GREENLOTS TO EXECUTE THE SOFTWARE AS A SERVICE
(SAAS) AGREEMENT.
Mr. Crawford presented the legislation. This is to enter into contract with
Greenlots to provide management software for the operation of the
stations. The pricing structure is set up to cover maintenance costs and
will be cost neutral.
Ms. Bowers asked to add language into the statute stating that it is
revenue neutral.
Mr. Larick asked if this is a request to limit the charge.
Ms. Bowers replied that she would like to see language in the ordinance
that enshrines that desire (revenue neutral).
Mr. Mularski said there could be so many factors, like what is neutral,
how is that defined. He needs to think about it.

Mr. Leeseberg directed that this was a discussion for the agreement with
Greenlots. The next ordinance is about enacting the statute.

ORD-058-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF
GAHANNA, OHIO: Enacting Sections 351.21 PARKING AT
ELECTRICAL VEHICLE CHARGING STATIONS of Chapter 351
PARKING GENERALLY and Section 949.01 ELECTRIC VEHICLE
CHARGING STATIONS Chapter 949 ELECTRIC VEHICLE CHARGING
STATIONS.
Mr. Crawford presented his legislation to amend and enact new sections
within the City Code.
Mr. Larick asked if the expectation that the fees would be set in
accordance with other fees in the fee table. We establish based upon
evaluations and they bring them back to council for approval, is that the
structure we will work with.
Mr. Crawford said he would defer to the Mayor and City Attorney.
Mayor Jadwin said it might be harder to set a specific fee in the fee table
due to fluctuating electrical charges.
Mr. Mularski replied yes, it will go into the fee table because it will be
easier to change.. and that something could be added for Ms. Bower's
request.
Mr. Larick asked Mr. Mularski to compare the language and make sure
that it matches.
Mr. Mularski said that they wanted the flexibility to adapt to changing
electric charges.
Mrs. McGregor asked how the three hours was going to be enforced.
Mr. Crawford replied that there isn't a formal plan to send someone out to
monitor 24/7 but the code section is designed to ensure that someone
doesn't park and leave their car there.
Mayor Jadwin said the goal is always to have voluntary compliance and if
someone is abusing that, the code is designed to take care of that.

Mr. Mularski said that the company was supposed to aid in establishing
the fee structure.
Mr. Crawford said that is correct.
Mr. Mularski then asked Mr. Larick if he feels that it may not be neutral.
Mr. Larick said correct.
Mayor Jadwin said that the charging stations are limited to charging for 3
hours so there would be no benefit to park any longer.
Ms. Bowers said that she wanted to make sure we were encouraging
sustainable practices and not deterring that.
This item was referred for first reading and will return to committee.
RECOMMENDATION: Introduction/First Reading; Back to Committee on August
3, 2020.
2. ITEMS FROM THE DIRECTOR OF PARKS & RECREATION
ORD-059-2020 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL
APPROPRIATION - Parks & Recreation
Mrs. Ferrell presented her legislation. They are both a request to
appropriate funds from the General Fund to the accounts specified. They
are for grants and sponsorships that have been received.
This item referred to the consent agenda.
RECOMMENDATION: Consent Agenda.
ORD-060-2020 ORDINANCE TO ACCEPT GRANT FUNDS IN THE AMOUNT OF
$1,500 FROM THE OHIO PARKS AND RECREATION ASSOCIATION
TO USE TOWARDS AN UPDATED TRAIL MAP; AND TO
SUPPLEMENTALLY APPROPRIATE SAID GRANT FUNDS.
Mrs. Ferrell presented her legislation.

3. ONGOING DISCUSSIONS
Discussion: Additional Amendments to Gahanna City Code Chapter 1171
Fences.

Mrs. McGregor stated that we added this item to have continuing
conversations on the fence legislation and possibly the lighting issue.
Mr. Larick asked if there have been any progress updates.
Mayor Jadwin stated that City Attorney Mularski is working with Mr.
Blackford on some of these issues.
Mr. Mularski said he asked Mr. Blackford to address some of the simpler
issues and he would let him discuss that. Also they discussed best way
to deal with enforcement on old fences.
Mr. Blackford said there was a meeting tomorrow morning to look at
some of the simpler items the good side of the fence and the finials and
hopefully there will be some new code language. He said that in the
code, there is a requirement for down facing lighting in a different section
of the code, so that is covered.
