A. CALL TO ORDER
Chairwoman McGregor called the Committee of the Whole meeting to order at
7:40 p.m. with all members in attendance.
B. DISCUSSIONS
1. ITEM FROM THE CLERK OF COUNCIL
ORD-079-2020 ORDINANCE TO ACCEPT AN APPLICATION FOR ANNEXATION OF
0.8 +/- ACRES FROM JEFFERSON TOWNSHIP, COUNTY OF
FRANKLIN, STATE OF OHIO, TO THE CITY OF GAHANNA, OHIO (Greg
A. & Paula Stonerock PID#170-000215-00).
Mrs. Beggerow presented the annexation request. The Resolution for
services was issued in August and this is the Ordinance to accept the
annexation.
There were no questions.
RECOMMENDATION: Consent Agenda.
2. ITEM FROM THE DIRECTOR OF PUBLIC SERVICE & ENGINEERING
ORD-080-2020 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A
CONTRACT WITH EMH&T FOR ENGINEERING & DESIGN OF
IMPROVEMENTS TO THE INTERSECTION OF TAYLOR STATION AND
CLAYCRAFT ROADS.

Mr. Crawford presented his legislative file. His report is attached.
Ms. Bowers asked if that intersection, is the hill/incline able to handle a
roundabout.
Mr. Moorehead replied that they took that incline into consideration in the
proposal and it will be designed/proposed accordingly.
Mr. Schnetzer asked about the timeline.
Mr. Moorehead said that they're hoping to award the design/survey
contract this year. The official map out would be expected in the fall of
2020, this would allow for applications for funding through OPWC and
other funding sources. Based on that, design in 2021 and construction
following if funding is available.
Mr. Schnetzer asked if 2021 would be breaking ground.
Mr. Moorehead replied no, 2021 would be finalizing design completely
and going for grant applications to seek funding for construction.
Mr. Schnetzer asked if the funding path is via grants.
Mr. Moorehead said that this is a good candidate for OPWC funds.
Mr. Schnetzer asked if this was on the Capital Needs Assessment.
Mr. Crawford said it was but there are no construction dollars on there as
we don't know what those would be but we are seeking outside funding to
offset the cost for that.
Mrs. McGregor asked if this will accommodate tractor trailers.
Mr. Moorehead said that this will be designed so the center is mountable
if a tractor trailer does cut it close it would be suitable.
Mrs. McGregor said she was happy to see that it was a roundabout
proposed.

3. ITEMS FROM THE CHIEF OF POLICE
ORD-081-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH THOMAS SHELBY AND COMPANY, FOR
PURCHASE OF DISPATCH CONSOLES; WAVING SECOND
READING; AND DECLARING IT AN EMERGENCY.
Chief Spence presented both 081 and 082 together as they are similar.
His report is attached to both items.
Mrs. McGregor asked why the emergency is necessary.
Chief Spence said he was trying to stay in line with the construction
schedule and is dependent on the architecture. The requests are to stay
on top of the construction schedule to keep everything moving.
RECOMMENDATION: Regular Agenda.
ORD-082-2020 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH MOTOROLA SOLUTIONS INC., FOR PURCHASE
RADIO CONSOLE EQUIPMENT AND CONNECTIVITY
INFRASTRUCTURE FOR THE CO-LOCATION OF EMERGENCY
COMMUNICIATIONS CENTERS WITH MIFFLIN TOWNSHIP; WAIVING
SECOND READING; AND DECLARING IT AN EMERGENCY.
Chief Spence presented his legislation together with ordinance 081. The
report is attached.
This item updates the software licensing and puts the platforms on the
latest releases.

4. ITEM FROM THE DIRECTOR OF HUMAN RESOURCES
ORD-083-2020 AN ORDINANCE AMENDING ORD 0121-2019 TITLED: ORDINANCE
ESTABLISHING THE BENEFITS FOR PERSONNEL OF THE CITY OF
GAHANNA, EFFECTIVE JANUARY 1, 2020.
Ms. Vollmer presented her legislation. The report is attached.
Mr. Leeseberg asked what the impetus is for the ask.
Ms. Vollmer said that due to the pandemic the individuals listed in the
ordinance were not able to take vacation and if they had asked it would

have been denied. It also puts them in line with union employees and
gives senior leadership the opportunity to take the time that wasn't able
to be approved.
Mr. Leeseberg asked if this was one time or will this continue.
Ms. Vollmer said for the senior leadership it is just until 2022 but the
increase of the bank to 300 will be carried over into future years.
Mrs. McGregor asked who increases to 300 forever.
Ms. Vollmer replied all of the unclassified employees.
Mrs. McGregor asked what the steelworkers contract is.
Ms. Vollmer said it is 240 but there is an automatic payout provision.

5. UPDATE ON GAHANNA CARES ASSISTANCE PROGRAM
Ms. Bury said that with the supplemental, there will be an available
$630,000 for small businesses and residents. There has been a
successful launch and we've already received a number of them. A
selection committee has been established.
Mayor Jadwin said they've received about 20 applications and most of
them are residential. Information has been going out via various
channels including a postcard that has gone out to over 14,000
households in Gahanna. It is also on Facebook and in a prominent place
on our website.
Mrs. McGregor asked how long it goes.
Mayor Jadwin replied November 6th.

MEETING NIGHT ADDITION
ORD-073-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF
GAHANNA, OHIO: Repealing existing Chapter 1181 PERSONAL
WIRELESS SERVICE FACILITIES; Enacting new Chapter 1181
PERSONAL WIRELESS SERVICE FACILITIES.
This item was added as it was to come back to Committee after
introduction.
Scheduled for public hearing on October 5th.
Mr. Larick said at the moment he didn't have questions.
C. ONGOING DISCUSSIONS
Discussion: Additional Amendments to Gahanna City Code Chapter 1171
Fences.
Mrs. McGregor said there is nothing new but that she wanted to keep this
on the agenda.
