CALL TO ORDER Vice President of Council Nancy McGregor, called the meeting to order at 7:00 p.m. McGregor stated that all these items were carried over from the last Committee of the Whole Meeting, and have all been Introduced at the last meeting. The items were brought back in case Council Members who were absent at that meeting had questions. B. ITEMS CARRIED OVER FROM THE 6.28.2021 COMMITTEE MEETING: 1. RECOMMENDATION FROM PLANNING COMMISSION: ORD-0041-2021 AN ORDINANCE TO AMEND PART ELEVEN, PLANNING AND ZONING CODE, CHAPTER 1153, GENERAL COMMERCIAL DISTRICTS, SECTIONS 1153.03 - CC COMMUNITY COMMERCIAL DISTRICT, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Director of Planning, Michael Blackford, provided a summary of the discussion from the last meeting. Bowers said she had an opportunity to review the minutes; asked if the Economic Development Director supports the changes. Strum confirmed. Bowers asked if the City Attorney had weighed in; questioned if the pending applications that would be impacted by the code changes would still be considered under the previous code. ITEM FROM THE DIRECTOR OF ECONOMIC DEVELOPMENT: ORD-0045-2021 AN ORDINANCE DECLARING IMPROVEMENTS TO CERTAIN REAL PROPERTY LOCATED WITHIN THE CITY OF GAHANNA, OHIO TO BE A PUBLIC PURPOSE AND EXEMPT FROM REAL PROPERTY TAXATION; REQUIRING THE OWNERS OF THOSE PARCELS TO MAKE SERVICE PAYMENTS IN LIEU OF TAXES; ESTABLISHING A MUNICIPAL PUBLIC IMPROVEMENT TAX INCREMENT EQUIVALENT FUND FOR THE DEPOSIT OF THOSE SERVICE PAYMENTS; SPECIFYING THE PUBLIC INFRASTRUCTURE IMPROVEMENTS TO BE MADE THAT DIRECTLY BENEFIT THE PARCELS. Director of Economic Development, Nate Strum, provided a summary of the attached report to council; stated that this is in line with the previous ordinance passed back in April, for the Crescent at Central Park project.
