CALL TO ORDER Chair Nancy McGregor called the meeting to order at 7:00 p.m. B. ITEMS FROM THE DEPARTMENT OF PARKS & RECREATION ORD-0035-2021 AN ORDINANCE TO AMEND PART NINE, STREETS AND PUBLIC SERVICES CODE, CHAPTER 913, LANDSCAPING REQUIREMENTS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Director of Parks & Recreation Stephania Ferrell provided a summary of the attached report to council and reviewed the amendments; stated that this legislation was first discussed back in June (presented at the May 24, Committee of the Whole, Introduced on June 7, later held in Committee on June 14) but was requested to be held in committee for additional changes; Landscape Board provided redline changes; the original request edits are in red and the news edits are in yellow. McGregor asked about accessory buildings; are they not required to screen. Ferrell stated that those requirements are covered in the Chapter 11 Zoning Code and still exist. Recommendation: Adoption on the Consent Agenda for 8/2/2021. ORD-0048-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH ASTRO POOL COMPANY FOR THE CONSTRUCTION OF A SPLASH PAD AT GAHANNA SWIMMING POOL; WAIVE SECOND READING; ADOPT AS EMERGENCY. Ferrell provided a summary of the request, as outlined in the attached report to council; stated that the purchase of Vortex playground equipment was previously approved by Council; this did go to bid as City of Gahanna Page 1 Committee of the Whole Meeting Minutes July 26, 2021 required; requesting a $16K supplemental due to increase in construction and labor costs. Leeseberg asked when construction will begin and end. Ferrell stated at the end of the pool season, at the end of August. Jadwin asked for confirmation that the request for waiver and emergency was also in part, due to locking in construction costs. Ferrell confirmed. Angelou asked what the original cost was for the pad. Ferrell stated that the total project was expected to cost $500K, with construction estimated to be between $250K-$275K; the bid came in at $290K; the engineer's estimate was $347K for construction cost. Angelou asked if that was typical. Ferrell stated it was, it depends on the scope of the project. Schnetzer stated that they approved half a million dollars for the splash pad; sees the $290K; there is a supplemental for $16K, but is there a materials and labor component to this and we are only seeing one side of that? Ferrell stated that Vortex equipment was already approved for $295K. Schnetzer reiterated that this request is for labor. Ferrell stated that was due to lead time required for cooperative bidding; takes about 16 weeks to get equipment. Bowers asked about the bid summary format because there is only one bid; asked if they only received one bid. Ferrell confirmed. Bowers asked if there was any insight on why there was only one applicant. Ferrell said it really comes down to what the scope and costs entail and who can do the work; not uncommon; OHM did the engineer work and they were worried at the time, of the possibility of having no bids. Bowers stated that she had an opportunity to visit a splash pad when out of town, which was similar in scope and size to what is presented; will be a real asset to young families. Larick asked about the overall park plan; how does this fit in to that long-term plan. Ferrell stated that the front pool is expected to be improved within 5-10 years; a pool liner was installed four years ago but has a 10 year warranty; the splash pad will be an addition to that expansion of the pool; will have improved play features for younger swimmers. Larick asked about redevelopment of parks. Ferrell said that is part of a facilities assessment; increased play brings increased traffic so the entire area will need to be looked at regarding its infrastructure. Mayor Jadwin said there are multiple iterations for that corridor, and the pool is included in all of those. Recommendation: Introduction, Waiver, Emergency on Regular Agenda for 8/2/2021. ITEM FROM THE DEPARTMENT OF PUBLIC SERVICE & ENGINEERING ORD-0049-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH AECOM FOR THE CLAYCRAFT ROAD WATERLINE REPLACEMENT; AND TO REQUEST A SUPPLEMENTAL APPROPRIATION. Director of Public Service & Engineering Grant Crawford read from the attached report to council; the line was installed in 1968 and has been prone to breaks; the request is for replacement and a supplemental to cover additional costs. Schnetzer asked if the Capital Water Utility fund was a proprietary fund. Crawford confirmed. Recommendation: Introduction for 8/2/2021; Consent Agenda for 8/16/2021. D.
