Renner Kimberly McWilliams, CMC, Clerk of Council Monday, June 9, 2014 Council Committee Rooms Immediately Following Committe of the Whole ROLL CALL: Present 7 - Brian D. Larick, Jamie Leeseberg, Karen J. Angelou, Michael Schnetzer, Ryan P. Jolley, Stephen A. Renner, and Thomas R. Kneeland ADDITIONAL ATTENDEES: Karl Wetherholt, City Attorney Ewald, Dottie Franey, Jennifer Teal, Tony Collins, Rory Gaydos, Niel Jurist, Sue Wadley, General Williams, Anthony Jones, Clerk McWilliams ITEMS-From the Director of Finance 2014-0058 2015 Tax Budget 1. Tax Budget Teal said we are looking for Motion Resolution accepting tax budget proposal authorizing me to submit it to the County; validates amount of property tax they need to collect and keeps us on list of municipalities needing government funding; it is not binding; not as critical for us to get into details at this point; this is derived fully from sustainable operating model; no numbers have changed; the way they are laid out may be a little different; Council will take action to approve in September; appropriations would take place alongside that. RECOMMENDATION: Motion Resolution, Consent Agenda. 2. Comprehensive Plan Jones will speak to this; since last committee, administration has gotten together and thought it important to identify all plans we have (list of plans with summaries were distributed); these are plans Parks, Service and Development follow; there will be additional summaries of 2 additional plans that will be put on T drive; our team also collected City of Gahanna Page 1 Finance Committee Meeting Minutes June 9, 2014 about 8 different Requests for Proposals (RFP) that cities across Ohio have put together for comprehensive plans as well as 11 comprehensive plans; can post this on a drop box account so everyone can read all that at their leisure; our hope is Council reviews this and can get more detail on what an RFP will look like for the next committee meeting. Larick said we're doing a lot of work with regard to things we began at beginning of year; at same time, think this is a very important item to be worked on and completed; should not step in front of or get behind what we're already working on; think this should be tasked on Planning Commission. Jones said he would not be in favor of that; comprehensive plan is much larger than land use; would take full time commitment of staff to administer; that seems beyond their overall scope; Planning Commission is reviewing each of land use area plans one at a time and will be speaking to West Gahanna plan this week. Larick said they would use the same resources we would have; they would have ownership of it; no different than that initiative sitting here with us; seems appropriate. Jolley disagreed; as elected representatives we should be responsible for this process; not in favor of delegating it down; feel like there is nothing more important than this; doesn't seem anything more important for the future of this City than the comprehensive plan. Angelou agreed with Jolley; should not be delegated to Planning Commission; are these the only plans in use; there are many more plans than this. Jones said these are what we use when making our decisions. Angelou said each time a plan was done, it was put with the others. Schnetzer said trust Jones judgment; does everyone feel Council should own this process. Kneeland said feel comprehensive plan is important; think it is going to take more than Council; Planning Commission does have an integral part of the plan; lot of room for inclusion; take somewhat of a stand to get this moving; can't afford to not pursue this. Renner said agree Council should take ownership of this process; support comprehensive plan; Planning Commission reviews plans and maps and advises Council on those things; Council should lead the plan but Planning Commission should have input. Angelou said perhaps we should have a delegate from Planning Commission and Parks Board here. Leeseberg said he feels like we just had this conversation with competitiveness; don't think it is up to the 7 of us to create this in a vacuum; need that outside input; whether we do some of that legwork or hire someone to do it needs to be decided; lot of talented people and resources at hand. Schentzer said we need to identify who the players are and how to get them to the table. Larick asked what that means. Schnetzer said we could reach out to those folks. Jolley said incorporating other stakeholders is what they do as part of the comprehensive plan process; deciding what scope we want will lead to consultant guiding us with who to reach out to; they can organize that systematically. Schnetzer said it could go that way or be a true community comprehensive plan; do we want a master plan on a diet City of Gahanna Page 2 Finance Committee Meeting Minutes June 9, 2014 with a focus on economic development or do we want a community wide concept. Kneeland said competitiveness is a subset of the comprehensive plan; may come down to doing an RFP to get a consultant; are we going to kick this off officially or continue to talk about it. Larick said we need to move forward; how do we accomplish that along with everything else that needs to get done; want to make sure we don't derail. Angelou said we should get some idea of the cost. Kneeland said RFP defines the pieces we want and associated costs. Jones said since Blackford has been on board, we have decided to go over each land use plan with Planning Commission; this could result in plans being completed or plans that are modified or plans that require much more community input; going to be a very interesting process; we will have some recommendation from the Commission to Council; will keep moving forward without being slowed down. Jolley said we should look at 8 RFPs and 11 plans and think about what we want in our RFP in next 2 weeks and get that out. RECOMMENDATION: Back to Committee.
