Larick, Jamie Leeseberg, Karen J. Angelou, Ryan P. Jolley, Stephen A. Renner, Thomas R. Kneeland, and Michael Schnetzer ITEMS FROM THE DIRECTOR OF FINANCE 1. TIF Reimbursement Supplementals Teal said we are bringing supplemental requests forward for our TIF districts; forecasted revenues come in, they are evaluated; requesting supplemental appropriations to make-whole the reimbursement agreements. RECOMMENDATION: Consent Agenda. 2. Q3 Update Teal said this is the third quarter financial status update; the method by which this report is being provided is fairly standardized; we are on track with where things were in Q2; our expenses are about 4% ahead of where we were in terms of last year; wrote some large checks last year; will see things pick up now that the season is over; the Q3 performance dashboard is attached to the document; looking forward to the implementation of our strategic planning process; proud to give feedback on the LeanGahanna report; since the end of Q2, the improvements are noticeable; the energy and excitement that the employees have brought has been terrific; there are differences already within the City; getting updates from employees regularly on things they have implemented; we are also in the process of getting Gahanna on board with opencheckbook.com; getting the template and seeing how we will update our database; confident it will be an easy to use system. 3. Citywide Strategic Plan Update City of Gahanna Page 1 Finance Committee Meeting Minutes November 9, 2015 Teal said this is just a quick update; both contracts are now signed; will have some introductory planning meetings starting tomorrow; with planningNEXT alone, and with both firms together; Managing Results plans to be here the week of December 7th for one-on-one interviews; they also plan to come out the week of January 25 for the onsite strategic planning retreat; also want folks to be thinking about the civil engagement process; these are citizens in the community that are not elected; believe they are a thought leader in their own perspectives; want to draw people into our engagement process; asking if Council has name suggestions, who may be a good fit, encourages them to reach out to her; will begin reaching out to folks on Monday the 16th; great way to bridge the gap between those of us who do this everyday and the community members. 4. 2016 Budget Request Teal said we will not be doing the typical big show; are providing the budget in paper form tonight; also attached electronically; will be up on the website this week; would like Council to take the time to review and review the messages; at the next meeting, will provide a formal presentation, during the meeting; if you have questions, you can forward those on; will be able to give an in depth review at that time; also has copies of the budget calendar if needed; this will be discussed at two additional committee meetings more in depth; asking for final passage on December 21st; following last years practice; will get everything complete for the beginning of the year; excited to bring this forward; represents the sustainable operating model; hopes they will be impressed with the document. 2015-0284 Finance Supporting Documents ADJOURNMENT 7:35 p.m. Kayla Holbrook, Reporting City of Gahanna Page 2
