Renner, Brian Metzbower, Karen J. Angelou, Nancy R. McGregor, Michael Schnetzer, and Jamie Leeseberg Absent 1 - Brian D. Larick 2017 BUDGET DISCUSSION - CITY ADMINISTRATOR: ORD-0118-2016 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2017. Teal said there have been no questions from the public; happy and ready to answer any questions; Angelou asked when they received this; Teal said the book was provided October 24; Leeseberg asked if we can get the ward map updated; Schnetzer asked about some of the summary data; page 8 of 24 in the PDF; that is the comparison from 2007; that was a stereotypical year from the crisis; estimate is for grants; didn't we pass a resolution for the trail; Teal said after we received notice that we received this grant; we do not generally book the grants to the general fund; was a grant for the Clean Ohio Trail Fund for Big Walnut Trail Fund; for $850K; Schnetzer said we had already budgeted for the sustaining operating model; Angelou asked if we have only a year to use that; Barr said would need to expend that by 2018 but they would like it completed by 2017; there are extensions; our plan is to finish in 2017; Angelou asked if there is any other grant; Priestas said not at this time; Schnetzer asked where he can find the the intrafund transfer; Teal said the outlay is in the line item detail toward the end; will put out the appropriate place to City of Gahanna Page 1 Finance Committee Meeting Minutes November 14, 2016 find that; Franey said it is in the revenue; shows a dramatically higher amount than expected; Leeseberg said page 109 in the book; looks like we are losing a dispatcher and adding two police officers; Teal said from a staffing standpoint, we have a position of funding trying to maintain a level of 55 sworn officers; we know with the lead time of recruiting, we start recruiting ahead of time; might look like we are exceeding more than 55, we are actually not; always end where we are supposed to; if we did not do that we could be a year or two with a vacancy; McGregor said page 37 of the book, what is charge for services; Bury said the license permits and fees comes from court and building and zoning; charge for services; also for utilities; Leeseberg said page 152 of the book; this is the City owned properties; asked if we just signed a lease for one of those; Franey said we put in for two properties; was prior to leasing the Lustron House; the Hamilton House we believe needs demolished; Leeseberg asked if we are still pursuing leasing; Franey said it is done; will research all options at that point; Teal urged questions to come in real time; will get those answers out as soon as possible.
