Renner Kimberly Banning, Clerk of Council Monday, December 11, 2017 Council Committee Room Immediately Following Committee of the Whole CALL TO ORDER Chair Schnetzer called the meeting to order at 7:27 p.m. Present 7 - Michael Schnetzer, Stephen A. Renner, Nancy R. McGregor, Karen J. Angelou, Brian D. Larick, Brian Metzbower, and Jamie Leeseberg 2018 BUDGET DISCUSSION ORD-0102-2017 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2018. Larick asked last year or maybe two years ago; assessment saying under planned expenditures; if we are under, we haven't done something we thought was important, we misestimated, or something is out of line; what is being done to strengthen that; so we can do more with planned funds; Bury said mainly falls in operational; not with salaries in benefits; made a change to try to bring that estimate closer to what we believe is the actual; used past 3 year actual average to start as the base; anyone to go above that had to provide justification; cut down by a little over a million; Larick said okay, feels better; pool liner is small line; are we seeing better use of those funds; leave it to Council; preference is to put off that project; other adjustments not included in general statement; believes we have time to make those decisions; Schnetzer asked the alternative to the liner; Barr said same work we did last year; fill up with water and one day you lose several tons of gallons of water; feels this has been going on for a number of years; maybe half has been resurfaced in some way; asking for that in the 2018 budget; risk is greater each year; pool will close if we have an emergency; that is worst case scenario; Schnetzer asked for all in cost of fixing that type of scenario; a concrete City of Gahanna Page 1 Finance Committee Meeting Minutes December 11, 2017 patch option; Barr said revenue will depend on when; beginning of season would be daily passes and memberships; Leeseberg asked if you could close the pool and still need staff for everything else; if we abandoned pools, will still need staff to take care of them; Barr said sooner we get the liner in, reduces the risk of pool bottom failing; Angelou asked how long it takes to have liner ready to go; Barr said would be done in the fall; regardless, would not occur this summer; needs to be warm enough to do the work; Larick asks that it be brought as a supplemental with report and photos and the situation this year, and not be put into appropriations; Angelou said liner smooths bottom surface; weren't some people cutting their feet; is a safety issue; Barr said liner smooths that out; company would prep that pool bottom; Angelou said planning to get pool ready and not put this in until Fall; Barr said correct; would still prep pool bottom as we always do in the spring; get through the season, get the company hired and contracted and then do the work in the fall; Angelou said does appear there is a possibility to bring this back; Larick said exactly; good information to have now; what is lead time; Barr said would get pictures in late April early May; lead time would be no more than 90 days; would come back in June likely with pictures and report and the funding at that time; Schnetzer asked, what is the difference; seems like a formality; Leeseberg asked when warranty would start; Barr said when project is complete he imagines; Leeseberg said 10 years from then, reality is, we do not have a lot of planning and zoning for this type of project; is it a reality that we will have placement for this pool in next 10 years; Metzbower said we do not know; Renner said feels similar as Mr. Schnetzer; said Barr said risk is missing 200 gallons of water; same risk as last year; Barr said you run the risk each year without liner; Renner asked if he sees the risk increasing with time; Barr said absolutely; Renner asked what work can be done so that you would not have a supplemental in June; Barr said no work can be done to not need the liner; liner is needed no matter what; Larick said it is not coming out now; it is going to happen; can make an informed decision in the summer; Renner asked if Barr has information to convince we need it now; Barr said other than information that has been provided; nothing we can do but patch and repair; still doing patch and repair work; is $11K; still run the risk this year; not enough lead time between good weather and pool opening to get it done this year; Schnetzer asked how a $110K supplemental will be reflected; Bury said will get booked as appropriation; will show we bumped appropriations with all supplementals; Schnetzer asked if it will be a wash or a negative; Bury said a wash if it is spent; a positive if we do not spend the funds; Barr said can get with company on lead time to get on their schedules; all of their work in the mid-west is being done at the same time we need it done; if this is approved, will call first thing 2018 to get on their schedule; Larick said still bring a supplemental, if timing is earlier, bring it earlier; City of Gahanna Page 2 Finance Committee Meeting Minutes December 11, 2017 would prefer we have a picture; seems to be more logical; Barr said we have some pictures from previous years; can get that together; Larick said has been discussion for many years; was an epoxy solution put in with some level of warranty with some cost associated; not sure what that was; Barr said will get that information; Larick said a supplemental is not a bad thing in itself; everything being a supplemental, is a bad thing; regular things as a supplemental are bad; things driven by unknown causes or should not have been part of ordinary budget, nothing wrong with those supplementals; have come a long way with supplementals; should be better planned; doing an awesome job; Metzbower said feels like we are splitting hairs; this is an important item to not just get this done now; Angelou said this is a 50+ year old pool that has had a band-aid approach; what is the best guess that the entire thing could fail; Barr said 1990-1991, walls and gutter system completely re-done; those are approaching 30 years old; those are in good shape for another 20 years; bottom is what is in trouble; added a main drain to meet flow rate for sanitary rate; cost was roughly $35K; also got a new boiler; pool liner gives us a guarantee of 10 years; could be longer to help the bottom; Leeseberg said understands desire for more information; agrees with Mr. Barr, is a matter of when not if; one small hole can cause more damage; not protected this year; looking at 6-8 years for the next planned phase of a pool; will use majority of that lining’s warranty; no brainer; respect desire for more information; have used the pool himself; something needs done; Barr asked if we can get the liner prior to pool opening, but it would then open late like July 1, is there a desire; Larick asked for requirements to do it and get it open on-time; Barr said he is not sure but can call the company and ask; Larick asked if it is a top or base; Barr said floor and walls; additional protection to walls; Barr said fall is likely only option; McGregor asked where they do swim lessons; Barr said Hunters Ridge. Angelou asked about smart streets policy, and safe routes to school, are we including broad-band; Priestas said do not have smart streets policy yet; would expect a smart streets policy; already looking at ways to expand fiber network; Angelou said it is becoming another utility; need to address it within City policies; Mayor Kneeland said we do have policy, but it is not specific to smart cities; add conduit; asking vendors for communication infrastructure when they install conduit; Angelou said we need to address that; Mayor Kneeland said has been pitching this for years.
