CALL MEETING TO ORDER Jill Schuler, Chair called the meeting of the Parks & Recreation Board to order on Wednesday, January 6, 2016, at 7:17pm at Gahanna City Hall. B. ROLL CALL Present: 7 - Cynthia Franzmann, Eric Miller, Andy Piccolantonio, Jan Ross, Jill Schuler, Vincent Tremante and Ken Shepherd C. APPROVAL OF MINUTES 2015-0419 12-2-2015 PR MINUTES D. ADDITIONS OR CORRECTIONS TO THE AGENDA New Business Codified Ordinance 563.25 E. HEARING OF VISITORS None F. OLD BUSINESS None G. NEW BUSINESS a. Recreation Division 2015 Euton distributed a Comparison of Revenues, Expenses and Net Operating costs 2011 to 2015. The cost recovery for 2015 was 91%. The summer started off slow with all the rain; however revenues were still up. City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes January 6, 2016 2016-0014 2015 Rec Div. year end financials b. 2016 Department Initiatives Euton distributed preliminary 2016 Parks & Recreation Initiatives with the Board. Staff is having a planning session where we will link our goals and initiatives in line with Mayor Kneelands’ top 10 Priorities (copies distributed). Some of the initiatives are the Big Walnut trail sections 4 and 8, a public planning process for the development of the new park on McCutcheon Rd. Once the final goals and initiatives are completed a copy will be presented to the board. 2016-0015 2016 Department Initiatives c. 563.25 DRAFT 2016-0029 563.25 DRAFT Euton stated that the department would like to make the following changes to City Ordinance 563.25. The Police Department request additional clarification regarding drones, etc. The board discussed the changes presented and is concerned if the wording of miniature still apply. 563.25 ENGINE POWERED MINIATURE MODELS AND TOYS. Engine powered miniature model, and toy airplanes, DRONES, HOVERBOARDS, SEGWAYS, chemically powered rockets, boats, cars, sirens and other noisemaking devices are not permitted PROHIBITED to be operated within the confines of the parks, except in areas designated by the Director. FOR CITY SANCTIONED USE. (Ord. 6-84. Passed 2-7-84.) Ordinance 563.23 changes Shepherd made a MOTION to recommend the changes to Council as intended; seconded by Franzmann. Yes: 7- Franzmann, Miller, Piccolantonio, Ross, Schuler, Tremante and Shepherd H. CORRESPONDENCE AND ACTIONS None I. DIRECTOR'S REPORT Euton shared some of the highlights from the Director’s Report. The Senior Center renovations are almost completed. Senior Center memberships are at 187 so far. The Big Walnut Trail section 5 is 95% completed. The 2016 budget City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes January 6, 2016 passage included several positive changes for the department; restoring a golf and aquatics supervisor positions. The Department with financial support from Gahanna Parks & Recreation Foundation are purchasing a Mobile Activities Trailer. The Department will provide residents the opportunity to rent the trailer for neighborhood parties. The trailer would include items needed for a block party. Euton shared with the Board the Go Forward Gahanna meetings, which is to develop the City Wide Master Plan. On January 26, 2016 is a meeting about Parks & Recreation. City Administrator, Jen Teal would like the Board to help host the meeting. Staff will invite the Landscape Board, Foundation, the sub-committees of this board and our consumers. 2016-0027 Director's Report J. COMMITTEE REPORT'S a. Aquatics Advisory Committee Nothing at this time b. Bicycle & Trail Advisory Committee (BTAC) Euton stated BTAC will be attending the January 26, 2016 Go Forward Gahanna meeting. c. Natural Resources Advisory Committee Nothing at this time K. POLL MEMBERS FOR COMMENT a. Gahanna Parks & Recreation Foundation Ross stated the Foundation nominated officers and re-elected and elected trustees. The final budget will be forwarded out for vote. b. Veterans Memorial Committee Nothing at this time. c. School Board Report Schuler stated the School Board Organizational Meeting is January 7, 2016. The search will begin soon for the Superintendent search. L.
