CALL MEETING TO ORDER Chair Schuler called the meeting to order at 6:58pm B. ROLL CALL Present: 6 - Cynthia Franzmann, Eric Miller, Andy Piccolantonio, Jan Ross, Jill Schuler and Ken Shepherd C. APPROVAL OF MINUTES 2016-0023 Parks Board minutes - Org 1-6-2016 Motion was made by Tremante, seconded by Shepherd, to approve the January 6, 2016 Organizational meeting minutes. Motion carried by the following vote: Yes: 7- Franzmann, Miller, Piccolantonio, Ross, Schuler, Tremante and Shepherd 2016-0024 Parks Board minutes 1-6-2016 Motion was made by Shepherd, seconded by Miller, to approve the Januarjy 6, 2016 Regular meeting minutes. Motion carried by the following vote: Yes: 7- Franzmann, Miller, Piccolantonio, Ross, Schuler, Tremante and Shepherd D. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. E. HEARING OF VISITORS-NONE F. OLD BUSINESS-NONE G. NEW BUSINESS City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes February 3, 2016 Fee Policy Disscussion: The Board reviewed and discussed the draft Fee Policy dated February 3, 2016. The Board made the following changes: Page 6, IV B. GDPR Sports Leagues: $20 per non-resident on roster is to remain in the document, it was mistakenly stricken.The Board added on page 7, V. 5. Amount of refund based on individual programs and rental policies. Motion was made by Ross, seconded by Tremante,to make a recommendation to Council to approve the 2016 Fee Policies with changes. Motion carried by the following vote: Yes: 7- Franzmann, Miller, Piccolantonio, Ross, Schuler, Tremante and Shepherd 2016-0046 2016 Fee Policy H. CORRESPONDENCE AND ACTIONS-NONE I. DIRECTOR'S REPORT Euton stated the department is going applying for a Clean Ohio Trail Fund Grant (COTF) for the Big Walnut Trail, Section 4. It will connect the golf course trail with the Nob Hill trail. The intent this year was to plan section 4 and 8 and get in position for grant writing next year. However the Grant Administrator from ODNR contacted us and shared that the COTF grant amount was increased by legislation for this year only, and instead of the grant being due February 1, the deadline was moved to April 1st. There is also an RTP grant that we will be applying for. Staff will be meeting with Stoneybrook Church and the residents near the church along the creek. J. COMMITTEE REPORT'S a. Aquatics Advisory Committee Nothing b. Bicycle & Trail Advisory Committee (BTAC) Piccolantonio shared that BTAC attended the Go Forward Gahanna meeting regarding Parks and Recreation. Several people mentioned wanting more businesses to have bike racks available. City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes February 3, 2016 c. Implementation Team Euton stated at this time the Implementation Team is no longer needed. d. Natural Resources Advisory Committee-Nothing Nothing. e. Veteran's Advisory Committee Nothing K. POLL MEMBERS FOR COMMENT Gahanna Parks & Recreation Foundation Ross stated the Board voted on Officers; Lee Tucker, Chair, Kelley Law, Vice Chair, and Jan Ross, Treasurer. The Board approved the 2016 Budget. The Board will have a planning session in February. School Board Report Schuler stated the Board is meeting on February 9, 2016 and will meet with the search firm for the new Superintendent. L.
