CALL THE ORGANIZATIONAL MEETING TO ORDER Mayor Kneeland called the Organizational Meeting of the Parks & Recreation Board to order on Wednesday, January 10, 2018 at 7:17pm at Gahanna City Hall. B. SWEARING IN OF BOARD MEMBER(S) At this time, Mayor Kneeland administered the Oath of Office to Sarah Mill, Eric Miller and Daphne Moehring. C. ROLL CALL Present: 6 - Cynthia Franzmann, Eric Miller, Andy Piccolantonio, Jan Ross, Sarah Mill and Daphne Moehring Absent: 1 - Ken Shepherd D. ELECTION OF CHAIRMAN Mayor Kneeland opened the floor for nominations of Chair. Motion was made by Miller, seconded by Ross to nominate Cynthia Franzmann Chair. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Mill and Moehring Absent: 1- Shepherd E. ELECTION OF VICE CHAIRMAN Mayor Kneeland turned the meeting over to Cynthia Franzmann, Chair. Franzmann opened the floor for nominations of Vice Chair. A motion was made by Piccolantonio, seconded by Ross, to nominate Sarah Mill Vice Chair. ELECTION OF SECRETARY Franzmann opened the floor for nominations of Secretary. A motion was made by Miller, seconded by Piccolantonio, to nominate Ken Shepherd as Secretary. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Mill and Moehring Absent: 1- Shepherd G. ESTABLISH TIME AND DAY: Regular Parks Board Meetings After discussion the Board changed the meetings to the second Wednesday of each month at 7pm. Motion was made by Miller, seconded by Franzmann, to approve the 2018 Parks & Recreation Board meetings to be held on the second Wednesday of each month at 7pm. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Mill and Moehring Absent: 1- Shepherd 2017-0268 2018 PB mtg dates H. ADOPTION OF RULES OF OPERATION AND PROCEDURE The board discussed admending section 3.2 to reflect the change of meeting dates. Motion was made by Miller, seconded by Ross, to approve the Rules of Operation and Procedures as revised. COMMITTEE ASSIGNMENTS Barr stated that staff felt the Aquatics Advisory Committee was no longer a necessary committee. ADJOURNMENT OF ORGANIZATIONAL MEETING The Organizational Meeting of the Parks & Recreation Board adjourned at 7:47pm. K. CALL MEETING TO ORDER Franzmann, Chair called the January 10, 2018 Parks & Recreation Board meeting to order at 7:47pm at City Hall. L. ROLL CALL Present: 6 - Cynthia Franzmann, Eric Miller, Andy Piccolantonio, Jan Ross, Sarah Mill and Daphne Moehring Absent: 1 - Ken Shepherd M. APPROVAL OF MINUTES Motion was made by Moehring, seconded by Miller, to approve the minutes from the November 1, 2017 Parks & Recreation Board meeting. ADDITIONS OR CORRECTIONS TO THE AGENDA Joe Hebdo, Golf Course Supervisor will give the update for Golf. The Senior Center update will be given at a later date. O. HEARING OF VISITORS None P. OLD BUSINESS Q. NEW BUSINESS a. Golf Course update - Joe Hebdo Joe Hebdo, Golf Course Supervisor shared the last three years of expenditures and revenue and the last two years of member count and rounds played. Hebdo shared some of the updated items to the course; new drainage has been installed in #4 fairway, new yardage signs installed on course, removed cattails from all ponds, installed a new water fountain on course for safety and customer concerns. The Pro Shop was remodeled and an office has been added. The course officially closed on December 4, 2017 and will open weather dependent. Moehring asked if the proposed cell tower was going to interfere with the course. Hebdo, believes that the current plans for placement will assist with the water drainage on #4. b. Senior Center update - Patrick Monahan, Senior Center Supervisor c. 2018 Camp Fee Schedule Barr shared the updated fee schedule for Camps. Motion was made by Franzmann, seconded by Moehring,to approve the 2018 Camp Fees. Motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Mill and Moehring Absent: 1- Shepherd R. CORRESPONDENCE AND ACTIONS City of Gahanna Page 4 Parks & Recreation Board Meeting Minutes January 10, 2018 Piccolantonio shared he heard that the pools were going to be closed in August. Barr shared that the HRP closes once school is back in session. Hunters Ridge Pool remains open on weeknights and weekends until Labor Day. S. DIRECTOR'S REPORT Barr shared that City Administration is working with a company on placing a cell phone tower on the north end of the golf course. The style of the tower will be a barn style. The tower has not been approved yet; talks are on going. Barr updated the Board on the Senior Center operations, the Parks Division, and 2017 donations. Cameras were installed outside and inside of the Golf Course Pro Shop and in the upstairs Clubhouse. Barr shared that Alan Little and Brooke Sackenheim worked together and received $20,000 in funding from the Ohio Historical Society towards replacing the roof. The new slate roof install has been completed. Ward 1 Park should break ground in quarter two of this year. Phase I is the parking lot, restroom building, playground and the loop trail, Phase II will be the athletic court surfaces and depending on the budget a shelter. Councilman Renner is Chairing a naming committee for the park. 2018-0009 Directors report1-10-18 T. COMMITTEE REPORT'S a. Bicycle & Trail Advisory Committee Barr shared that BTAC and staff refurbished 18 bicycles from the Police properties room. The bikes and helmets were donated to GRIN for distribution during the holidays. Bicycle One donated helmets and discounted parts and Bikes for All People donated parts. Veteran's Advisory Committee U. POLL MEMBERS FOR COMMENT a. Gahanna Parks & Recreation Foundation Barr shared that the Board approved a request up to $2,500 to put in a Natural Play area at Woodside Green Park from a Girl Scout Troop. Miller shared that there were nominations and election of Board members. The 2018 Budget was reviewed. b. School Board Report Moehring shared that the Superintendent is hosting coffee talks; if anyone would like to host a coffee; they can call the School Superintendents office. The talks are focused on the three phases of the Master Facility Plan. There is the possibility of an Operating Levy on the May ballot. V.
