A. CALL MEETING TO ORDER
Franzmann, Chair called the September 12, 2018 Parks & Recreation Board
meeting to order at 7:00 p.m. at Hannah Park.
B. ROLL CALL
Ross arrived at 7:02 p.m.
Present: 7 - Eric Miller, Andy Piccolantonio, Jan Ross, Ken Shepherd, Daphne
Moehring, Cynthia Franzmann and Chrissy Kaminski
C. APPROVAL OF MINUTES
A motion was made by Moehring, seconded by Miller, to approve the minutes
from the August 8, 2018 meeting. The motion carried by the following vote:

a. Mayor Kneeland - Tax Initiative
Mayor Kneeland gave a presentation on Issue 29; which proposes changing
the city's earned income tax rate from 1.5% to 2.5% with 75% of the additional
dollars dedicated for necessary capital projects and maintenance and 25% of
the additional revenue going to operations.
If the ballot issue passes, Gahanna will see:
Streets
The City will double its program to fix crumbling streets where maintenance
was previously deferred due to lack of funds.
Funding to allow complete replacement of the remaining concrete streets.
Funding for the City to fix crumbling curbs.
Ability to fund roadway projects to address traffic congestion.
Safety
Funding to add additional officers to expand safety in the community.
The Gahanna police department and the Gahanna-Jefferson School District
partner to protect our children in our schools. This program will continue with
passage of Issue 29.
Improved street lighting through investment in LED technology to enhance
public safety.
Community
Funding to complete the last section of the Big Walnut Trail which would
create trail access from the north end of Gahanna (Morse Road) to the south
end of Gahanna (Pizzurro Park).
Funding of a city-wide trail system that will provide more connectivity and
walkability between Gahanna’s neighborhoods, parks, businesses and
schools.
Funding to allow for further development of the Veterans Memorial Park area.
In conjunction with the passage of the ballot issue, the City's Tax Credit will
go from 83.3% to 100%. Additional information can be found on line at:

b. Central Ohio Greenways Plan
Barr shared that Central Ohio Greenways (COG) is a committee of
MORPC. Ten greenways connect communities through the region and
state. Greenways are important contributors to a community's quality of
life. Barr is requesting a recommendation to Council for a Resolution
Adopting and supporting the COG Regional Trail Vision Plan.
A motion was made by Moehring, seconded by Ross, to recommend to Council
a Resolution Adopting and Supporting the Central Ohio Greenways Regional
Trail Vision Plan. The motion carried by the following vote:

c. Donation Request
Ross stated the Gahanna Parks & Recreation Foundation is requesting
the following donation items for the Hops & Vines fundraiser; a GMAC
rental, a Four hour shelter rental, and a Family Pool Membership for
2019.
Motion was made by Ross, seconded by Miller, to approve the requested
donations to the Gahanna Parks & Recreation Foundation. The motion carried
by the following vote:

a. Gahanna Parks & Recreation Foundation
Ross shared the Foundation continues to prepare for the upcoming Hops
& Vines Fundraiser.
b. School Board Report
Moehring shared that the Armada company is completing a safety survey
of the schools for the district. The next School Board meeting is
September 13, 2018.
