CALL MEETING TO ORDER Ross, Chair, called the Parks & Recreation Board meeting to order on Wednesday, September 11, 2019 at 7:00 p.m. at City Hall. B. ROLL CALL Present: 8 - Eric Miller, Andy Piccolantonio, Jan Ross, Ken Shepherd, Cynthia Franzmann, Chrissy Kaminski, Daphne Moehring and Daphne Moehring C. APPROVAL OF MINUTES Motion was made by Moehring, seconded by Shepherd, to approve the minutes from the August 14, 2019 meeting. The motion carried by the following vote: Yes: 7- Miller, Piccolantonio, Ross, Shepherd, Franzmann, Kaminski and Moehring 2019-0124 PR mins 8-14-2019 D. ADDITIONS OR CORRECTIONS TO THE AGENDA None E. HEARING OF VISITORS None F. OLD BUSINESS The Board is on the September 16, 2019 Council meeting agenda during hearing of visitors. At that time, Ross will discuss the memo sent to Council. G. NEW BUSINESS i. GPRF Donation Request Miller said that the Gahanna Parks & Recreation Foundation is City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes September 11, 2019 requesting donations of one - 4 hour Shelter rental, a GMAC rental, one - Family Pool Membership and 12 golf passes for the Hops & Vines event. A motion was made by Ross, seconded by Shepherd,to approve the donation request to GPRF.. The motion carried by the following vote: Yes: 7- Miller, Piccolantonio, Ross, Shepherd, Franzmann, Kaminski and Moehring ii. 2019 Camp Update Sarah Mill shared the participation numbers from the 2019 Summer Camp and results of the parent survey (documents attached). Due to the budget, several camp options were discontinued. Hopefully, the 2020 budget will allow some of those camps to operate again. 2019-0128 2019 Camp Update iii. Draft Questions for Mayoral Candidates Ross shared that Miller and her had a conversation regarding the invite to the Mayoral candidates for the October meeting; Miller said he feels it is a conflict of interest to invite them since three members on this board are appointed by the Mayor; then, that leads to, should the Board invite those running for Council since four members are appointed by Council. It's like the employee interviewing the employer. Miller feels a better venue would be at the Parks & Recreation Foundation meeting, or Parks Board members could attend one of the open debates. Piccolantonio respectfully disagrees that it is a conflict, they did not appoint this board; this board represents the citizens of Gahanna, so we have opportunity to ask them questions in a forum that is pointedly about parks and recreation; "this is our chance to educate the candidates". Shepherd believes there are plenty of opportunities to ask the candidates questions at other meetings and debates. Ross asked if the board wanted to come up with some questions and members of the board attend the other meetings and debates and ask the questions in more of a public forum. The Board decided to table the conversation until a later time. H. CORRESPONDENCE AND ACTIONS None I. DIRECTOR'S REPORT Barr shared the rebuild of the Headley Park parking lot has been completed. Due to FAA runway regulations, the BWT section 8 has to have a new feasibility study done. The trail can go under I-270, however, it is approximately 900' for a tunnel and would be very expensive. City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes September 11, 2019 Attached are updates from Parks and Facilities Division. The deck beside Creekside Cafe is an easement that the City is responsible for; next week, work will begin on rebuilding the deck. The boardwalk on the west side of the creek is still under construction. The basketball courts are under construction at Sunpoint Park. 2019-0129 Directors Rpt9-2019 J. COMMITTEE REPORTS a. Bicycle & Trail Advisory Committee (BTAC) Barr will be meeting with Tricia Kovacs to discuss updating trail signs. b. Gahanna Active Senior Advisory Committee Barr said the Senior Expo was well attended and 34 vendors participated. POLL MEMBERS FOR COMMENT a. Gahanna Parks & Recreation Foundation Miller stated there was a review of Creekside Live and updates on the upcoming Hops & Vines event. b. School Board Report Moehring shared that there are 17 candidates for the School Treasurer position. The final report for the Enrollment Study is due on September 17, 2019.
