CALL MEETING TO ORDER Ross, Chair, called the Parks & Recreation Board meeting to order on Wednesday, December 11, 2019 at 7:00 p.m. B. ROLL CALL Present: 7 - Eric Miller, Jan Ross, Ken Shepherd, Cynthia Franzmann, Chrissy Kaminski, Daphne Moehring and Daphne Moehring Absent: 1 - Andy Piccolantonio Staff in attendance: Jeffrey Barr, Director, Stephania Bernard-Ferrell, Deputy Director and Pam Ripley, Office Coordinator. C. APPROVAL OF MINUTES Ross requested adding to the minutes the fees for Aquatic memberships and camp fees have not changed. A motion was made by Shepherd, seconded by Franzmann, to approve the minutes from the November 13, 2019 meeting with the updates requested. NEW BUSINESS i. 2020 Pricing Policy Review Bernard-Ferrell shared the Pricing Policy with the Board. Most of the changes are just cleaning up for better explanation. Facility rentals can fall into two levels due to Resident and Non-resident. Ross wanted to know why camps fall in Level 4, Considerable Individual Benefit vs where Seniors fall in Level 2 - Considerable Community Benefit? In Ross's mind Seniors are also a pretty individual benefit, why is it in Level 2. Barr shared that with camp direct cost can be recovered. If we tried to recover the direct cost involved with the Seniors, it would become cost prohibitive for the seniors to participate. Ross stated that pools are also in Level 2, how are pools more broad based than camps. Kaminski shared that just by the description that camps should be Level 3 - Individual/Community Balanced Benefit, if you are looking at description and not cost recovery. Ferrell doesn't disagree that camp can fall under both Level 3 and Level 4 depending on the type of camp being offered. Ross said the pools in Level 2 really confuse her, there is no bullet point under the level that support the pools being there. Ferrell shared that it is pool programming and community event at the pool go in Level 2 and Level 3 has the pool memberships and daily visits. Ferrell stated the description of camps can be improved. Ross feels that the board should have had the Pricing Policy available when setting fees. That way the board knows that the fee structure cost fit within the cost recovery percentage. Ferrell will clean up the camp language. Miller questions why facility rentals are under Level 3 and Level 4. Ferrell stated residents are Level 3 and non-residents are Level 4; Ross asked doesn't it get covered in the fact that there is a non-resident fee, does it have to be broken out, does it not put them on a level playing field? Ferrell stated she feels they live under Level 4, ultimately Level 5 based on the definitions it is Mostly Individual Benefit. Miller stated that as currently written it shows the currently level of recovery on rentals is not as much for residents vs non-residents, it seems to Miller that they should be in the same level and just making a higher level of recovery from non-residents. Ferrell stated the resident receives the benefit of the lower cost. Ross shared that if you put them in the same category it will even out. Barr said that if they are both put into Level 4, it has a range that gives plenty of flexibility. Ross stated that under V. Non-Resident City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes December 11, 2019 Fee Policy a couple of words can be added to say the reason we are doing it and also about the recoverability. Ross suggested changing the Non-Resident Fees are intended to apportion to non-residents an equalized fee so that they can contribute to the overall financing of the Department of Parks & Recreation on an equitable basis with the resident to contribute to the overall financing and recoverability. Moehring said to keep it consistant 2019-0179 2020 Pricing Policy - DRAFT H. CORRESPONDENCE AND ACTIONS None I. DIRECTOR'S REPORT Barr stated that he shared with the Parks & Recreation Foundation a request for help to purchase a bus for the Senior programming and other programs. Since that time Barr has spoken with MORPC regarding a grant through the Federal Transit Administration (FTA) which will fund 80% of the cost with the remaining 20% funded by private dollars. Barr will talk with the ASAC regarding a recomendation that the Senior Center Reserve funds in the Foundation go towards the matching amount. Barr attended the necessary grant workshop in order to apply for the grant. Barr shared that on December 18, 2019 City Council should vote on the 2020 Budget. Staff did a great job with the Holiday Lights event and the lighting will be on through the holidays. The Holiday Lights event was very well attended. Ferrell shared that the top three candidates for the Aquatic Supervisor will be having second interviews soon and seasonal jobs will be posted next week. Bicycle & Trail Advisory Committee (BTAC) NONE b. Gahanna Active Senior Advisory Committee NONE City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes December 11, 2019 2019-0174 GASAC mins 10-30-2019 c. Natural Resources Advisory Committee Kaminski shared that NRAC met with COMBO, representatives from Bicycle One, Trek and the resident group regarding a Mountain Bike Trail out at Academy Park. NRAC did a walk through of the alignment. COMBO will appoint a trail steward once it is built. Ferrell stated that staff wanted NRAC to take a look at the alignment to make sure that staff did not miss any natural resource areas that shouldn't be disturbed. NRAC had the knowledge of what is there. Kaminski said there is very little impact to the environment. NRAC was supportative of it. Barr shared that the first step was to get feedback from NRAC, next is to gain future support from Parks Board, then to inform people along the way what is happening. d. Veteran's Advisory Committee NONE K. POLL MEMBERS FOR COMMENT a. Gahanna Parks & Recreation Foundation Miller shared the Board will elect officers and re-appoint members. b. School Board Report Moehring shared that the School Board is having their Organizational meeting on January 6, 2020. The School Board President appoints members to other Boards.
