A. CALL MEETING TO ORDER
Ross called the meeting to order at 7:00 p.m.

C. APPROVAL OF MINUTES
A motion was made by Shepherd, seconded by McGinn, to approve the
minutes from the August 11, 2021 meeting. The motion carried by the following
vote:
Yes: 6- Simmons, Miller, Ross, McGinn, Shepherd and Kaminski

i.Gahanna Jefferson Education Foundation Waiver Request
2021-0177 Gahanna Jefferson Education Foundation Waiver Request
Ferrell provided the board with a letter from the Gahanna Jefferson
Education Foundation requesting their rental fee for their October 16,
2021 Hannah Park shelter reservation be waived, document is attached.
A motion was made by Kaminski, seconded by Miller, that the request be
approved. The motion carried by the following vote:

I. DIRECTOR'S REPORT
2021-0178 Director's Report
Ferrell supplied the Board with the Director’s Report from July, document
is attached. Ferrell advised that the splash pad equipment has been
delivered and the construction contractor is on track to have it installed by
the end of November. The Senior Center is now open five (5) days a
week with programming opportunities happening each day. The Muddy
Miler took place on August 15th and had a total of 444 participants.
Three (3) Academy Park baseball diamond renovations should be
completed by the end of October, but due to an increase for the cost of
fencing, the other four (4) diamonds will have to be completed next year.
Shepard asked Ferrell for an update on the Pickle Ball court transitions
happening at Friendship Park. Ferrell advised that the Gahanna Parks
and Recreation Foundation donated $10,000 to the department to have

the two (2) existing tennis courts converted into four (4) Pickle Ball courts.
Mid-State will be the company in charge of completing the conversion
and they have the signed contract and the work is expected to be
finished by the end of this fall. After a brief discussion, Simmons asked if
Pickle Ball courts should be a priority for the Parks Department 2022
budget. Ferrell explained that the Parks and Recreation Department has
a Master Plan that they follow which is created by a contracted company
who thoroughly studies the City’s blueprint, its community members
needs and wants, as well as their budget. The contracted company then
constructs the Master Plan using the data collected, in which they
prioritize projects and enhancements to the City’s Parks and Recreation
layout as well as a timeline that they should follow for completion. The last
time this plan was published was 2015, and due to many changes
throughout the City since then, Ferrell is hoping to request 2022 funds to
update the Master Plan.
J. COMMITTEE REPORTS
i. Bicycle & Trail Advisory Committee (BTAC)-NONE
ii. Gahanna Active Senior Advisory Committee (GASAC)
Ferrell explained that the GASAC has not met yet, however, there will be
a meeting in the next few weeks to discuss whether they feel comfortable
starting meetings back up . If they are ready for meetings to resume,
current committee members must be reinstated, and if they are not
interested in being reinstated, they will have to do a drive to get new
members. Simmons asked how many members were on the committee
and Ferrell advised there are five (5).
iii. Natural Resources Advisory Committee (NRAC)-NONE
K. POLL MEMBERS FOR COMMENT
i. Gahanna Parks & Recreation Foundation
Miller advised that the Foundation is still in need of volunteers for Hops
and Vines and asked the Board to pass it along to the community that
they can sign up online to volunteer for the event on October 2, 2021.
