A. CALL MEETING TO ORDER
Ross called the meeting to order at 7:10 p.m.
B. ROLL CALL

Visitor Patricia Kovacs entered the meeting at 7:25 p.m.
C. APPROVAL OF MINUTES
2021-0157 PB Minutes 07.14.21
Correction to the Minutes- BTAC meeting was written as August 12,
2021 and it should have been August 11, 2021.
A motion was made by Simmons, seconded by Kaminski, that the Minutes be
Approved. The motion carried by the following vote:

F. OLD BUSINESS
i. Shelter Reservations
2021-0176 Shelter Rental Fee Discounts
Ferrell supplied a document outlining surrounding municipality’s policies
pertaining to shelter and facility rental rate discounts. Document is
attached. Administrative Coordinator Moneypenny explained that most of
the discounts were given to nonprofits only and that discount offered was
just the resident rate. Many members among the Board did not realize
the City of Gahanna offered both resident and non-resident rates, so
Ferrell clarified that the City does offer two rates and also explained that
if any of the City of Gahanna schools or sports leagues requested a
shelter during the week, the City does not charge them for the rental.
However, if they were to request it on a weekend, they would have to pay
the full resident rate, due to higher demand during that time. After
reviewing the different policies, it was decided that moving forward, the
Parks and Recreation department would edit the pricing policy to reflect
the Board’s decision to allow a 25% discount to nonprofit organizations
and churches Monday-Thursday during peak season (April-October) and
every day during non-peak season (November- March).
G. NEW BUSINESS
i. Hops and Vines Request
Ross explained that the Board makes an annual donation to the Gahanna
Parks and Recreation Foundation’s Hops and Vines event and
introduced the 2021 contribution request. This request includes 12 golf
passes, one (1) GMAC rental, a four-hour Hannah Park shelter rental,
and a family pool pass (for up to five members) for a total of $1,004.00.
A motion was made by Miller, seconded by Ross, that the donation request be
approved.The motion carried by the following vote:

ii. 2022 Operational Budget
2021-0175 Operational Budget
Ferrell supplied the Board with the first draft of the 2022 operational
budget, document is attached. Ferrell went through each account on the
document and explained the differences between them, specifically what
gets paid from the general fund versus what gets paid out of the special
revenue fund, which is shared with other departments within the City.
Anything that is specific to Recreation is paid out of the special revenue
fund and anything specific to parks is paid out of the general fund. The
operational budget requests will go to the Mayor for review in
September, then be introduced to Council in late October or early
November, and then the final budget will be voted on by council in
December.

I. DIRECTOR'S REPORT
2021-0158 Director's Report 07.21
Ferrell introduced Project Coordinator Little and advised he would be
going over the first half of the document for project updates. Little
corrected the report stating that the Vortex equipment was supposed to
be delivered for the Splash Pad project on July 20th, however, it has
been delayed to August 26th. Surveys have been done for Woodside
Green and Price Rd. parking lots, but geo samples still need to be taken
to determine ground composition and that will happen within the next
couple of weeks. Trapp Park walking path paving is a smaller project and
will be moving forward this fall. Visitor Kovacs asked if there were any
plans to widen Price Road since there will be a new event space in that
area. Little explained that there have been talks with the service
department about potentially widening it in the future, but no official plans
have been made yet. Miller asked if the splash pad equipment would be
secure since the fencing around the splash pad was not projected to be
done until 2022, Ferrell advised that the equipment is within fencing
already in place at Gahanna Swimming Pool. Simmons asked when the
dugouts would be finished at Academy Park and Little advised that the
first phase, concrete, is done but the timeline for the next two
phases-fencing and shade structures are not secured.

J. COMMITTEE REPORTS
i. Bicycle & Trail Advisory Committee (BTAC)
Miller advised they discussed the Trail 8 section, the possibility of
connecting to Columbus trails, creating a new trail map that illustrated
sections by colors instead of names, and new e-bike legislation
proposal.
ii. Gahanna Active Senior Advisory Committee (GASAC)
The member’s terms have expired so they will have to have a meeting
soon, they will be bringing it forward to renew/solicit new members. No
date has been set yet.
iii. Natural Resources Advisory Committee (NRAC)- NONE
K. POLL MEMBERS FOR COMMENT
i. Gahanna Parks & Recreation Foundation
Ross announced that the Foundation has approved a $10,000 donation
to the Parks and Recreation department for the purpose of converting the
tennis court at Friendship Park to four (4) pickleball courts. They are also
actively preparing for the Hops and Vines event.
