CALL MEETING TO ORDER Simmons, Chair, Called the March 9, 2022 meeting to order at 6:55pm. B. ROLL CALL Present: 6 - Donna Simmons, Eric Miller, Kevin McGinn, Chrissy Kaminski, Jan Ross and Scott Lofton Absent: 1 - Ken Shepherd Staff in attendance- Stephania Ferrell, Director, Brian Gill, Recreation Superintendent, Krista Johnston, Recreation Coordinator. C. ADDITIONS OR CORRECTIONS TO THE AGENDA Ferrell requested placing the Golf Year-End update to the beginning of New Business. City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes March 9, 2022 E. HEARING OF VISITORS F. OLD BUSINESS i. Pricing Policy Ferrell supplied the Board with the updated 2022 Pricing Policy, document attached. Ross asked if we give scholarships for swim lessons. Ferrell advised that yes, we do offer scholarships for all programing, to include swim lessons. After a brief discussion, Ferrell advised she will make suggested edits and present it to the Board next month. 2022-0069 2022 Pricing Policy with Edits ii. Staffing Updates Ferrell advised that the department has extended an offer to a candidate for Administrative Coordinator, and they hope to hear back soon. They have hired an Aquatics Supervisor, Chris Simmons, who started in February. Ferrell explained that they created a Recreation Supervisor position who will oversee the Senior Center Facility as well as Adult/Volunteer programming. There is also a full-time Parks Maintenance Worker position and a Horticulturist position open. G. NEW BUSINESS i. 2021 Golf Year-End Ferrell introduced Brian Gill, Recreation Superintendent and Krista Johnston, Recreation Coordinator, who presented 2021 Golf, Year-End review, document attached. Ross asked if there was a goal or cap for membership purchases, Johnston advised that they do not. Ferrell asked what has been done differently to help growth of memberships. Johnston replied that she and her team recommended regular players become members so that they save money in the long run. Johnston also advised that she is working on creating member-only events to be used as an incentive for people to become members. Miller asked if members get a discount for purchases made in the pro-shop, Gill advised that they do not. Miller also asked how many full-time people work at the golf course. City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes March 9, 2022 Ferrell advised that there are two (2) full-time staff that operate the golf course, three (3) part-time staff who work year-round to maintain the course itself, and then eight (8) to ten (10) seasonal staff who assist in the pro-shop during the season. Ferrell asked Johnston to explain what the “rounds per operating day” field meant on the year-end document. Johnston replied that it is the total number of rounds in that month, divided by number of days they were open and that equals the number of rounds that were played per operating day. Simmons asked if we have thought about partnering with different municipalities around Gahanna to create a package and incentive members to try out other courses and potentially bring new members to Gahanna. Ferrell replied that because of how the revenue is tracked, it would be difficult to manage that type of operation amongst multiple municipalities . Miller asked if coupons are tracked when they are used at the golf-course, Johnston replied that they do. McGinn asked if they have decided rates for membership events, Johnston said that while she has brainstormed them, there are many factors that go into planning these events, so they do not have anything set yet. Johnston advised she is creating a lesson program for all age ranges that she is hoping to introduce this summer. Johnston also stated that she was approached by Columbus Academy to do a program to give golf course access to underprivileged kids where they will get a subsidized daily pass rate and the company, they are working with will pay the remaining costs. 2022-0101 Golf Year-End Review ii. Splash Pad Simmons advised that there have been comments made on social media surrounding the access of the splash pad, and some citizens who cannot afford pool memberships or day passes are concerned because they will not have access to the splash pad. Simmons asked if there was anything that could be done about access, Ferrell explained that the splash pad was originated as a pool amenity for younger children to utilize when going to Gahanna Swimming Pool, however, outside of the pool season and in the mornings until 11:45am during the pool season, the splash pad is open to the public. City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes March 9, 2022 iii. Staffing Updates This topic was previously discussed under Old Business. H. CORRESPONDENCE AND ACTIONS I. DIRECTOR'S REPORT Ferrell supplied the Board with the Director’s Report from February, document is attached. The mountain bike trail at Academy Park is moving forward, there is a meeting planned Tuesday, March 15th to discuss further. Ferrell advised that MORPC is still working on their report of the area. Parks Master Plan process has begun, Board Members should have received invitations to sign up for a focus group or interview with Pros Consulting. 121 pool memberships have been sold as of March 9th, camp registration opens March 10th to residents only, and then will open to the general public on March 14th. Staff attended the Ohio Parks and Recreation Association annual conference and accepted a First Place award for their 2020 Great Goblin Trail Event. The City is working with the YMCA to schedule tours of their Central-Ohio facilities to get an idea of the facility itself and the partnerships they have with other municipalities. Ross asked for an update on the Pickleball Court transition. Ferrell explained that they are first on the list to get done, but the weather must go five (5) consecutive days without precipitation, so they are waiting for the weather to break so the contractors can apply the surfacing. 2022-0070 Director's Report J. COMMITTEE REPORTS i. Bicycle & Trail Advisory Committee (BTAC)-NONE ii. Gahanna Active Senior Advisory Committee (GASAC) Ferrell explained she met with two (2) group members because the terms for the members on the committee have expired. Ferrell has asked the City Attorney to review if the Parks Board has the ability to appoint the members without an election due to the circumstances. Gahanna Parks & Recreation Foundation-NONE ii. School District Update Blacklick Elementary construction is moving along. Highpoint Elementary construction has run into some problems, they are working to resolve those. iii. Veteran's Advisory Committee-NONE L.
