CALL ORGANIZATIONAL MEETING TO ORDER Mayor Jadwin called the Organizational Meeting of the Parks & Recreation Board to order on Wednesday January 12, 2022 at 7:18pm. Present: 7 - Donna Simmons, Eric Miller, Kevin McGinn, Chrissy Kaminski, Jan Ross, Ken Shepherd and Scott Lofton B. SWEARING IN OF BOARD MEMBERS Mayor Jadwin administered the Oath of Office to Jan Ross, Ken Shepherd, and Scott Lofton. C. ROLL CALL Present: 7 - Donna Simmons, Eric Miller, Kevin McGinn, Chrissy Kaminski, Ken Shepherd, Jan Ross and Scott Lofton D. ELECTION OF CHAIR Mayor Jadwin opened the floor for nomination of Chair. Miller nominated Simmons. Simmons accepted the nomination. ELECTION OF VICE CHAIR At this time, Mayor Jadwin turned the meeting over to Simmons, Chair. Simmons opened the floor for nomination of Vice Chair. Ross nominated Kaminski as Vice Chair. Kaminski accepted the nomination. A motion was made by Ross, seconded by McGinn, to nominate Kaminski as Vice Chair. The motion carried by the following vote: Yes: 7- Simmons, Miller, McGinn, Kaminski, Ross, Shepherd and Lofton F. ELECTION OF SECRETARY Simmons opened the floor for nomination of Secretary. Kaminski nominated McGinn. McGinn Accepted the nomination. A motion was made by Ross, seconded by Lofton, to nominate McGinn for Secretary.The motion carried by the following vote: Yes: 7- Simmons, Miller, McGinn, Kaminski, Ross, Shepherd and Lofton G. ESTABLISH TIME AND DAY: REGULAR BOARD MEETINGS A motion was made by Miller, seconded by Shepherd, that the Parks Board will meet on the second Wednesday of each month. CALL REGULAR MEETING TO ORDER Simmons, Chair, called the January 12, 2022 Regular Parks Board meeting to order at 7:27pm. K. ROLL CALL Present: 7 - Donna Simmons, Eric Miller, Kevin McGinn, Chrissy Kaminski, Jan Ross, Ken Shepherd and Scott Lofton Staff in attendance- Mayor Jadwin, Stephania Ferrell, Director, Amy Moneypenny, Administrative Coordinator. L. APPROVAL OF MINUTES 2022-0008 PB Minutes 12.08.21 A motion was made by Shepherd, seconded by McGinn, that the Minutes be Approved. The motion carried by the following vote: Yes: 7- Simmons, Miller, McGinn, Kaminski, Ross, Shepherd and Lofton M. ADDITIONS OR CORRECTIONS TO THE AGENDA N. OLD BUSINESS BTAC: Shepherd advised that he reviewed the document provided by Kovacs and had a few suggestions. After brief discussion, he was advised to contact Kovacs directly to share his feedback, and that a further discussion would be coming this year. P. NEW BUSINESS i. Pricing Policy Ferrell provided the Board with the draft of the 2022 Pricing Policy, document attached. After reviewing the document, many changes were suggested, and Ferrell advised she will update the document and bring it back to the Board for further review. 2022-0009 Pricing Policy 2022 ii. Staffing Updates Ferrell advised that the Parks & Recreation Department has hired a new Front Desk Administrator, Andrea Gonzalez and she started in December. An offer has been extended to an applicant for the Recreation Supervisor position, which oversees Aquatics Operations. There is a vacant Recreation Coordinator position and the City has started to receive applications for this role. A full-time Parks General Maintenance Worker position was created for 2022 and the job application will be opening in late January. Simmons asked what job duties the Parks General Maintenance Worker would have, and Ferrell advised that the job duties for that position are very general and wide ranging as they will assist the various teams in the Parks Department. All seasonal positions for 2022 are now open for applicants to apply. Ferrell explained that the City is getting a part-time Marketing and Communications employee, which will focus solely on the Parks and Recreation Department. iii. Facilities Workshops Ferrell reported that the City of Gahanna is hosting facility workshops that center around the facilities assessments that have been done on City of Gahanna buildings and the next steps that will follow. These workshops City of Gahanna Page 5 Parks & Recreation Board Meeting Minutes January 12, 2022 are taking place at the Senior Center on January 13, 2022 and January 19, 2022. iv.Comprehensive Parks Master Plan Ferrell advised the Comprehensive Parks Master Plan will be moving forward and Pros Consultant will be heading the project, which will take approximately nine (9) months to complete. The Parks Board will have a role in the project and will have at least one (1) meeting with the consultants where they can answer questions and provide feedback. Q. CORRESPONDENCE AND ACTIONS-NONE R. DIRECTOR'S REPORT Ferrell advised that the concrete has been poured at the Splash Pad and the project is continuing to move forward. Ferrell explained that there was a social media post that resulted in dialogue revolving around the Splash Pad and its availability to the public. It was designed to be an amenity to Gahanna Swimming Pool which means you would have to purchase a day pass or pool membership to use it. The community expressed disappointment that it wasn’t available to the public during the day without purchasing passes. the City is going to continue with the original intent of keeping it as a pool amenity, however, the splash pad will be available for public use when the pool facility is closed. Miller asked if the City was able to get funding for the shade structure. Ferrell answered that they currently have a vendor interested in sponsoring shade structures, but they have not confirmed the sponsorship yet. 2022-0010 Director's Report S. COMMITTEE REPORTS i. Natural Resources Advisory Committee (NRAC)-NONE T. POLL MEMBERS FOR COMMENT i. Gahanna Parks & Recreation Foundation Miller announced that the Foundation received a $3,000 donation from the Central Ohio Corvette Club. Miller advised that at their last meeting, they elected their officers, approved their budget, and discussed the possibility of hiring a Part-Time Director in 2022 ii. School District Update Lofton advised that there was a meeting with the community about potential locations for a new football field. The academic pad is done at Blacklick Elementary and the construction for the academic pad at Highpoint Elementary will start soon. Lofton explained that they are currently working to finalize plans for the middle school and high school plans. iii. Veteran's Advisory Committee U.
