A. CALL MEETING TO ORDER
Simmons, Chair called the November 9, 2022 meeting to order at
7:02pm. The agenda was published on November 4, 2022

Motion was made by Shepherd, seconded by Ross, that the minutes be
approved.

Master plan update
Ferrell states the most recent steering committee meeting took place on
November 1, 2023. A draft of some recommendations was brought
forward by PROS Consultants. Ferrell states there are some changes
and edits that will need to be made based on the comments from the
steering committee prior to the next draft of recommendations. Ferrell
states that the December Parks and Recreation Board meeting will have
a virtual meeting with Leon Younger of PROS consultants. Ferrell states
that the parks master plan will be complete in the same timeline as the
citywide capital improvement plan to be completed in the first quarter of
2023.
Miller asked if the fee for services from PROS consultants would be the
same. Ferrell states that the scope of the project has not changed, and
PROS set the timeline of the master plan therefor there is no additional
cost incurred. Ross asked if the reason for the timeline being behind was
because of the delay in surveys. Ferrell states yes, surveys were mailed
and at times were significantly delayed getting to residents.
G. NEW BUSINESS
On Boarding Manual
Simmons states that the onboarding manual was intended to put together
some information that will hopefully ease the transition for the new board
members to have all the basic information in place. Simmons asked the
board to review the draft of the manual and send edits to Nichole Butler.
The manual includes basic information about the city, the Parks and
Recreation board operations, scope, and rules.
Gahanna Active Senior Advisory Committee
Director Ferrell states that the Gahanna Active Senior Advisory
Committee hasn't been in action since 2019 due to COVID. In 2020, the
facility closed, so all the terms of the existing committee members, had
been termed. Ferrell states there are seven seats that are part of the
committee and in the event that 7 or below applications are received, the
parks board has the ability to appoint the members and determine their
terms as they are required to be staggered to one- and two-year terms,
so that they do not all term at once. Director Ferrell states the board will
be presented with member applications at the next board meeting.

H. CORRESPONDENCE AND ACTIONS
I. DIRECTOR'S REPORT
Director Ferrell states the department has received the first-round scores
of the Mid- Ohio Regional Planning Commission (MORPC) attributable
funds application. The department will know by March 2023 if that
funding has been approved. Ferrell highlighted the Future leaders in
Parks and Recreation program that will be taking place over the winter
months. Ferrell explained that this program is designed to utilize the
departments’ part time or seasonal employees to build professional
development within teaching, interview skills, leadership, communication
with peers and the public, as well as de-escalation tactics. As of now the
program has 17 participants. There is an incentive to the participants for
participating in this training program should they stay on for their
seasonal position.

ii. School District Update
Horn states that the school district had the groundbreaking ceremony on
October 20th for the new high school. Horn states that the Blacklick
athletic complex is making great progress, the turf is in, and the piping is
being set for the stadium. Horn updated that the Gahanna football team is
doing well in their 2022 season and is in the playoffs.

Shepherd states that the Veterans Day celebration will take place on
Friday November 11 2022 at the Veterans Memorial Park and is slated
to last around 30 minutes.
