A. CALL MEETING TO ORDER
Simmons, Chair Called the December 14, 2022 meeting of the Parks
and Recreation Board to order at 7:03 PM. The agenda was published
on December 9, 2022.
B. ROLL CALL
Staff in attendance: Stephania Ferrell, Director ; Nichole Butler, Clerk

C. APPROVAL OF MINUTES

A motion was made by McGinn, seconded by Kaminski, that the Minutes be
Approved. The motion carried by the following vote:

D. ADDITIONS OR CORRECTIONS TO THE AGENDA
E. HEARING OF VISITORS
Rob Thorn, Gahanna Resident, 210 Creighton Court. Thorn states he is
visiting as a resident and is a volunteer with Columbus Audubon to learn
more about Gahanna Parks and Recreation.
In attendance Virtually, via Microsoft Teams, Leon Younger and Scott
Vollmer from PROS consultants to present on the Parks and Recreation
Master Plan.

F. OLD BUSINESS
Master Plan Update
Leon Younger presented a slideshow presentation, as attached in the
minutes, on a draft of the Parks and Recreation Master Plan. Younger
provided a brief overview of the plan and outline. Younger stated that the
purpose of a Comprehensive Master Plan is to provide the City of
Gahanna with a roadmap to guide them in accomplishing its mission &
vision and plans to follow in the successful operation, maintenance and
development of the Gahanna parks, open spaces, amenities, facilities,
programs, and services. Younger spoke on key themes and goals
pertaining to results from the Master Plan Survey that was mailed and
offered virtually to residents.
Younger gave a breakdown of age segments pertaining to Recreation
programming. Simmons asked if the Master Plan would provide an
outline of those age segments. Leon confirmed that would be included in
the plan. There was discussion regarding relocating the Parks garage
and the Service complex. The visitor, Mr. Rob Thorne, asked why the
current location was not adequate. Ferrell gave information regarding the
citywide facilities study and the data collected by Puzzuti. The data
collected showed that the current acreage was inadequate for both
operations.
Simmons asked how the priorities in the master plan are determined?
Younger stated that all of the data from interviews, focus groups,
benchmark studies, trends and surveys are used, and the financial
impact is also necessary to consider.
Miller asked the status of the conversation partnering with the YMCA.
Younger stated that in discussion with Tony Collins, YMCA of Central
Ohio CEO, the YMCA is not in a financial place to build a facility currently,
however, conversations with the city are still vital in next steps.
Younger states that the next steps of the master planning process are to
work with the Parks and Recreation department staff to add input in to
get a draft of the plan to the Master Plan Steering Committee, and City
Council. Younger stated that if the board has additions they would like to
see added to the plan, that should be communicated with Director
Ferrell.
Simmons asked if any components of the draft plan are budgeted for in
the capital maintenance plan or the parks and recreation budget for 2023
already. Ferrell states that some of the projects mentioned are already in
motion for 2023 such as the mountain bike trail and the Price Rd.

G. NEW BUSINESS
Gahanna Active Senior Advisory Committee
Ferrell states the department received (6) applications for individuals to
serve on the Gahanna Active Senior Advisory Committee (GASAC).
Ferrell states that the board can appoint up to Seven (7) individuals to
GASAC due to the previous terms expiring due to the COVID-19. Ferrell
stated that the board will also determine the terms of each applicant. The
parks board discussed and appointed all six (6) applications to GASAC
and determined that there shall be two (2) members with two-year terms
and four (4) members with one (1) year terms.
There was a Motion by Ross, Seconded by Shepherd to appoint Isobel
Sherwood and Pat Donato the two (2) year terms and Alta Ruth Elgin, Jeff
Caffee, Bruce Massau, and Ginny Williams to One (1) year terms beginning
January 2023.

H. CORRESPONDENCE AND ACTIONS
I. DIRECTOR'S REPORT
Ferrell states that the pool memberships went on sale Monday
December 12th, 2022 and had already sold 21 memberships at the time
of the meeting. Ferrell also recognized that Eric Miller had received a
citizen commendation at the city all staff recognition banquet.

Ferrell states that there is a meeting set for January 10th, 2023 at 3:00
p.m.
iii. Natural Resources Advisory Committee (NRAC) -None
K. POLL MEMBERS FOR COMMENT
i. Gahanna Parks & Recreation Foundation
Miller states that the foundation had an election of their officers, and
re-elected Lee Tucker, Chair; Kelly Law, Vice Chair; and Jan Ross as
Treasurer. They also reappointed four (4) members whose terms had
expired. Ross states that they have a really strong foundation currently at
12 members.
ii. School District Update
Horn states there is a fly thru of the new high school on social media to
see what the new high school will look like, and encourages everyone to
check it out.
iii. Veteran's Advisory Committee- None
